On the afternoon of July 21, in Cua Lo town (Nghe An), the Ministry of Education and Training held the 2023 Conference of Department of Education and Training Directors. The conference was chaired by Minister of Education and Training Nguyen Kim Son, Deputy Minister Pham Ngoc Thuong and Deputy Minister Ngo Thi Minh, along with representatives of leaders of departments, divisions, and units of the Ministry of Education and Training; representatives of universities and colleges; directors, officers, and experts of 63 Departments of Education and Training nationwide.

Speaking at the conference, Minister of Education and Training Nguyen Kim Son said that the 2022-2023 school year is a difficult and challenging year for the education sector, as it must continue to overcome and strive to overcome difficulties caused by the consequences of the Covid-19 pandemic while consolidating and improving the quality of education and training activities.

This is also the first school year that the education sector implements the 2018 General Education Program for high school level.

In addition, localities have fully and objectively assessed the results of 10 years of implementing Resolution 29 on fundamental and comprehensive innovation of education and training in the area and implementing the 2018 General Education Program to serve the supervision of the National Assembly Standing Committee on innovation of general education programs and textbooks. In particular, the determination of leaders of the Departments of Education and Training in advising local Party committees and authorities on developing education and training in the area and the strong direction and management of local education have contributed to improving the quality and effectiveness of direction and management in the field of education and training, creating a smooth flow from the central to local levels.

Minister Nguyen Kim Son emphasized that, in addition to the achieved results, the 2022-2023 school year still has some shortcomings and limitations, such as: Lack of teachers, overload in schools in big cities, densely populated areas; development of school culture has not received due attention; support, psychological counseling, skills to prevent and combat violence, bullying, and child and student abuse still need to be strongly implemented in the coming time; school violence and food insecurity in schools still occur...

Director of the Department of Secondary Education Nguyen Xuan Thanh said that the 2022-2023 school year is the time when all three levels of education simultaneously implement the 2018 General Education Program, especially for grade 10, the first grade of the career orientation stage.

The Ministry of Education and Training has issued many documents directing and guiding educational institutions to organize teaching and learning; organizing the appraisal and approval of textbook lists for grades 8 and 11 and approving local educational materials for grades 7 and 10; guiding localities to proactively develop and implement teaching plans for subjects for grades 6, 7, and 10 according to the 2018 General Education Program. At the same time, directing localities to delegate the initiative to educational institutions to develop and implement educational plans for the remaining grades implementing the 2006 General Education Program in the direction of developing students' qualities and abilities, ensuring connectivity with the 2018 General Education Program.

The national excellent student selection exam continued to innovate and achieved good results; national teams participating in regional and international Olympic competitions in 2023 achieved high results; the 2023 high school graduation exam was well organized to ensure seriousness and safety.

However, the development and implementation of school education plans in some educational institutions are still not suitable; assigning teachers to take on the contents of the program and developing education plans for Natural Sciences, Experiential Activities, Career Guidance, and Local Education Content in some localities and schools are still confused.

The school has not been proactive in developing and distributing the curriculum of subjects in the spirit of not necessarily dividing the number of periods/week equally, not necessarily teaching in all weeks, so it has encountered difficulties in arranging teachers and arranging timetables suitable to the teaching hours/week of teachers. Along with that, there are still local shortages of teachers and educational managers; the shortage of schools and classes still exists in some localities...

Director of the Department of Continuing Education Hoang Duc Minh said that the system of continuing education centers is stable in terms of network and operations. Many centers have proactively learned and researched learners' needs, exploited the functions of the centers to proactively diversify continuing education programs, meeting people's learning needs.

Some centers have proactively advised on building facilities, purchasing equipment, and preparing teacher resources to be ready for organizing the implementation of the High School Continuing Education Program according to the 2018 General Education Program. Many centers closely follow the direction of innovation in the High School Continuing Education Program to proactively recruit teachers who are lacking or send teachers for training, fostering, and additional training to be ready to implement the Middle School and High School Continuing Education Program.

In addition to the achieved results, the quality of continuing education is still limited due to low input quality. The staff of teachers teaching culture at Vocational Education - Continuing Education Centers is still small, not enough in quantity, not enough in structure according to subjects, the staff of teachers with labor contracts is unstable. Facilities and equipment for teaching at the centers are still lacking, with little investment in construction and purchase. The rate of mobilizing learners to eliminate illiteracy in border areas, areas with large ethnic minorities, areas with difficult economic and social conditions is still low, the results of eliminating illiteracy are not sustainable...
