Continuing the 35th Session, on the morning of July 10, the National Assembly Standing Committee reviewed the National Assembly's report on people's petitions in May and June 2024.
Presenting the report, Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh said that voters and people highly appreciate the policies of the Party, National Assembly, and Government that contribute to maintaining national sovereignty, stabilizing and developing the country's economy, culture, and society.
Voters and people highly appreciated the results of the 7th Session of the 15th National Assembly. At this Session, the National Assembly completed the positions of President, Chairman of the National Assembly, Vice Chairman of the National Assembly, elected additional members of the National Assembly Standing Committee, approved the appointment of Deputy Prime Minister and Minister of Public Security. Voters were particularly interested in the National Assembly's adjustment of regional minimum wages; regulations on salary mechanisms for state-owned enterprises and adjustments to basic salaries; and the National Assembly's approval of draft laws with contents directly related to people's lives... Voters expect these decisions will help to overcome difficulties, contribute to the development of the country's economy, stabilize and improve people's lives.
Voters and people are very interested in the official visit to Vietnam by the President of the Russian Federation and the foreign affairs activities of the Party and State leaders. Voters believe that these diplomatic activities will open up many opportunities for cooperation and friendship, contribute to the country's economic development and continue to affirm Vietnam's position and role in the international arena...
However, voters and people are concerned about the situation of fluctuating prices of some commodities, the price of raw materials fluctuates strongly and remains high, causing difficulties for production, business and people's lives; child drowning incidents occur in many localities, especially for students during the summer vacation. Voters are also concerned about the situation of enterprises arranging workers to work in shifts and organizing shift meals but the quality of meals does not ensure nutrition to restore labor for workers as well as food safety and hygiene in collective kitchens; the situation of electronic cigarette smoking occurs among students at all levels; digital infrastructure in some mountainous areas is still limited, causing difficulties for people to implement electronic identification and the implementation of administrative procedure reform by local authorities.
In addition, voters are concerned about the phenomenon of installing hidden recording devices to secretly film for bad purposes; erratic weather conditions, frequent occurrence of hot weather, deep salinity intrusion, and floods causing inundation in many localities; African swine fever; fires and explosions with serious consequences that have occurred continuously recently; the situation of patients participating in health insurance going to see a doctor or receiving treatment but still not having enough medicines and testing chemicals on the list of medicines covered by health insurance, affecting the rights of patients participating in health insurance...
Through the report on the results of contact with voters before the 7th Session of the 15th National Assembly of the National Assembly Delegation of provinces and centrally-run cities, the People's Petition Committee has compiled 1,458 petitions from voters. After reviewing and classifying, the People's Petition Committee promptly forwarded the above petitions to competent agencies for settlement in accordance with the provisions of law.
The Petition Committee recommends that the National Assembly Standing Committee request the Government and the Prime Minister to pay attention to directing ministries and branches to continue to have effective solutions to control inflation and stabilize market prices of goods in the coming time; research, have specific solutions and regulations on the quality of meals for workers as well as food safety and hygiene in collective kitchens in enterprises; have policies to prioritize more investment in large projects and works serving the work of preventing and combating drought, landslides, and saltwater intrusion to adapt to climate change to help people feel secure in production, increase income, and contribute to economic development...
In addition, the Ministry of Agriculture and Rural Development will soon complete a policy to support losses in agricultural production due to epidemics to support livestock farmers suffering losses due to African swine fever.
The Ministry of Public Security shall preside over and coordinate with relevant agencies to find solutions to prevent and strictly handle subjects using hidden cameras for bad purposes, which not only leave confusion and mental trauma for victims but also negatively impact social security and order...
Through discussion, members of the National Assembly Standing Committee agreed with the report on the National Assembly's public petition work in May and June 2024.
Some opinions suggested adding to the report people's concerns about the recent complicated developments of diphtheria, the trend of domestic violence including against women and children; adding analysis and assessment of the causes of the increase in complaints and denunciations; assessing the quality of receiving, transferring and responding to complaints by agencies.
Delegates also proposed to strengthen the propaganda work on disease prevention and control to control epidemics, especially newly emerging epidemics; requested the Government to resolutely direct the resolution of the shortage of some drugs and testing chemicals on the list of drugs covered by health insurance...
According to the agenda, in this morning's session, the National Assembly Standing Committee considered and approved the draft Resolution on the dissolution, establishment and merger of a number of military zone criminal investigation agencies and equivalent, regional criminal investigation agencies in the Vietnam People's Army; the draft Resolution on perfecting the organization and apparatus, and prosecutors of military procuracies at all levels.
