That was the request of comrade Pham Minh Chinh - Politburo member, Prime Minister at the working session with the Provincial Party Standing Committee on the socio-economic situation in 2024 and the first 3 months of 2025, directions and tasks in the coming time, taking place on the evening of March 22, in Quy Nhon City.
Many suggestions and recommendations
At the meeting, the province proposed that the Government, the Prime Minister and the central ministries and branches continue to consider and supplement the central budget capital for the province to invest in strategic infrastructure projects including: Investment project to build runway No. 2 and synchronous works at Phu Cat Airport, with a total investment of 1,500 billion VND. In particular, the proposed support from the increased central budget revenue in 2024 is 500 billion VND to gradually ensure the standards for upgrading to an international airport.
Proposal to support the construction of the Project of the connecting route from the North-South Expressway to Phu My Industrial Park and Phu My Port, with a total investment of 300 billion VND.

Currently, the Ministry of Construction is coordinating with the two provinces of Binh Dinh and Gia Lai to soon complete and submit for approval the investment policy for the Quy Nhon - Pleiku Expressway project in April 2025; therefore, we respectfully request that you promptly consider and arrange investment capital to ensure the conditions for starting construction of this project in 2025.
Currently, in the province, there are 5 routes connecting the North-South Expressway with National Highway 1 through Binh Dinh that have not been completed. It is proposed to support the upgrading and expansion of 2 routes National Highway 19B and 19C, with a total length of 15 km, a total capital of 320 billion VND, connecting from 2 intersections of the expressway with National Highway 1, Becamex VSIP Industrial Park and National Highway 19. Support 350 billion VND to invest in 3 provincial routes (DT 629, DT 638, DT 634), with a total length of 15 km, directly connecting with National Highway 1.
Propose that the Prime Minister consider and direct ministries and branches to allocate funds to promptly deploy and effectively promote the North-South expressway and promote regional socio-economic development.
In the period of 2021 - 2025, Binh Dinh has invested in upgrading 5 coastal road sections, with a total cost of 7,419 billion VND from the central budget and provincial budget, but there are still 2 sections that have not been invested synchronously, including: My Thanh - Lai Giang bridge section (38.14km) has been approved, with a total capital of 1,300 billion VND (ODA capital: 800 billion, provincial budget: 500 billion VND), implementation period 2026 - 2031. The province proposed that the Prime Minister direct the early signing of a loan agreement with the World Bank (WB) for implementation.
The connecting section of Quang Ngai - Binh Dinh (from Thien Chanh bridge to Quang Ngai, 3.13km long), total capital of 1,088 billion VND, implemented from 2026 to 2030. Propose that the Prime Minister consider supporting funding to complete the coastal corridor.
Propose that the Prime Minister consider and soon approve the adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050, to serve as a basis for attracting investment in offshore wind power projects in the province.
Propose that the Prime Minister direct the Ministry of Industry and Trade and the Ministry of Agriculture and Environment to promptly advise on removing from the mineral planning areas that overlap with socio-economic development projects, creating favorable conditions for localities to implement projects in accordance with legal regulations.
Propose that the Prime Minister consider, direct the summary and evaluation of specific mechanisms and policies applied in a number of localities, and identify effective policies for expansion nationwide. At the same time, respectfully propose to expand the application of special policies for new models such as regional financial centers and free trade zones nationwide; localities that meet the criteria and attract investors will be considered for application of specific mechanisms, creating momentum for even development; The Central Government needs to issue a specific criteria framework, ensuring transparency, fairness and creating conditions for qualified localities to participate.

Regarding the implementation of Resolution No. 57-NQ/TW of the Politburo, the province proposed that the Central Government continue to perfect legal documents to create mechanisms and policies to promote the development of science and technology. In particular, it is necessary to pay attention to preferential policies on tax and land to attract foreign enterprises to invest in high-tech fields such as semiconductors and artificial intelligence (AI); at the same time, remove obstacles in visa regime, housing, income and personal income tax for leading experts and foreign scientists working in Binh Dinh.
Propose that the Central Government soon allocate about 105 billion VND to support people with meritorious services to the revolution and relatives of martyrs with housing in the province in 2025. At the same time, consider issuing support policies for 1,714 households of people with meritorious services and relatives of martyrs who have completed housing construction in the period of 2020 - 2024, with an estimated budget of 84 billion VND.
Propose that the Prime Minister consider, direct the development and promulgation of mechanisms and policies in the direction that localities are allowed to designate investors to implement social housing projects on land funds for the development of independent social housing or land funds for the construction of social housing within the scope of commercial housing construction investment projects that have been transferred to the State for management. Consider expanding the subjects eligible to buy social housing to meet actual needs, contributing to ensuring social security; especially creating conditions for the team to be mobilized and rotated during the period of merging provinces and cities according to the Central Government's policy, in order to help cadres, civil servants, public employees, armed forces and workers stabilize their accommodation, work with peace of mind and develop long-term.
Binh Dinh is focusing on investing in tourism infrastructure, restoring relics to preserve culture, attract investment and develop tourism. However, the relic system is degraded, lacks capital for restoration, has not effectively exploited its potential and to turn Quy Nhon into a cultural center in the South of the North Central and Central Coast regions by 2030, with a vision to 2045 according to Resolution No. 26, it is necessary to invest heavily in typical relics, develop culture and sustainable tourism. Therefore, it is recommended that the Prime Minister consider and direct the Ministry of Culture, Sports and Tourism to prioritize the allocation of capital from the National Target Program on Cultural Development for the period 2025 - 2035 for Binh Dinh province.
Propose that the Prime Minister direct the Ministry of Construction and relevant agencies to speed up the progress of resolving local requests on construction and urban planning and investment preparation. Propose to approve the task of adjusting the overall master plan of Nhon Hoi Economic Zone; Appraise and approve the task of master planning for the new urban area of Tuy Phuoc until 2045.

Concluding the meeting, Prime Minister Pham Minh Chinh expressed his pleasure to visit and work in Binh Dinh as the province prepares to celebrate the 50th anniversary of the liberation of Binh Dinh (March 31, 1975 - March 31, 2025). The Prime Minister was delighted with the achievements that the Party Committee, government, army and people of Binh Dinh have achieved in implementing socio-economic tasks in 2024 and the first 3 months of 2025. According to the Prime Minister, the figures shown in the province's report show that Binh Dinh's efforts and results have contributed to the development targets of the whole country.
Emphasizing that 2025 is a year of mixed difficulties, challenges and favorable opportunities, along with carrying out many tasks in a short time with heavy requirements, the implementation must be quality and synchronous, therefore, Prime Minister Pham Minh Chinh requested the province to thoroughly grasp the goal of developing Binh Dinh province quickly and sustainably.
Presenting the orientations, viewpoints and guiding ideas in the coming time, the Prime Minister requested Binh Dinh province to continue to make efforts and strive to complete the set targets, tasks and solutions; join the whole country in organizing well the major holidays and important anniversaries of the country: 50 years of the liberation of the South, national reunification, 80 years of the founding of the country, 135 years of President Ho Chi Minh's birthday, 80 years of the People's Public Security Forces' tradition day; and well organize Party Congresses at all levels towards the 14th National Party Congress.
“Binh Dinh needs to be more pioneering, promote the spirit of self-reliance, self-improvement, far-sightedness, deep thinking, great action, not waiting or relying on others, always steadfast, maintain a firm stance, build Binh Dinh province to develop quickly but sustainably, ensuring national defense and security,” the Prime Minister emphasized.
Along with that, implementing goals, tasks, and solutions must be done with a clear mindset, high determination, great efforts, drastic actions, focus, not spread out, doing each task properly, finishing each task; assigning "7 clear" tasks: clear people, clear work, clear time, clear progress, clear responsibility, clear product, clear authority.
The Prime Minister stated that people and businesses must be the center and subject to remove obstacles and difficulties, avoid waste; put oneself in the position of people and businesses when solving problems for them; do not say no, do not say difficult, do not say yes but do not do; said must be done, committed must be done, done, done must bring about specific, measurable results.
Regarding resources, the Prime Minister requested that internal resources (including people, nature and historical and cultural traditions) be considered fundamental, strategic, long-term and decisive, with a focus on effectively exploiting new development spaces such as underground space, sea space and outer space; external resources are important, breakthrough and regular.
The view is that resources come from thinking and vision, motivation comes from innovation and creativity, and strength comes from people and businesses. The way to mobilize resources is to promote public-private cooperation, with forms such as public leadership, private governance; public investment, private management; private investment, public use.
The Prime Minister emphasized that it is necessary to carry out work with the spirit of "3 yeses and 2 noes". "3 yeses" are beneficial to the country, beneficial to the people, beneficial to businesses, harmonious benefits, shared risks; "2 noes" are no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and the country's resources. Regarding the key tasks in the coming time, Prime Minister Pham Minh Chinh requested to focus on strongly and drastically implementing the revolution in organizational apparatus, and during the implementation process, pay attention to creating consensus among the people, first of all, creating consensus within the Party, all levels, government, and society.
Focus on developing scenarios, plans and implementing the double-digit growth target. Have solutions to renew the three traditional growth drivers: consumption, export and investment. Continue to promote new growth drivers: digital economy, green economy, circular economy, emerging industries such as semiconductors, databases, artificial intelligence.
Continue to implement the 3 strategic breakthroughs more strongly and drastically, identify the focus and key points for implementation. Use public assets effectively, especially after restructuring and streamlining the apparatus.
Implement Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and national digital transformation, and identify specific goals according to local practices for Binh Dinh to take off and grow.
Focus on preparing well for party congresses at all levels. Pay attention to ideological work among cadres, party members, and people, especially in implementing the policy of reorganizing and streamlining the apparatus, implementing the 2-level model. Develop cultural, sports infrastructure, social housing, eliminate temporary and dilapidated houses, improve the material and spiritual life of the people. Promote the identity and rapid tradition of King Quang Trung.
Regarding institutions, infrastructure and human resources, the Prime Minister noted that the province needs to do a good job of clearing land for key infrastructure projects in the area; pay attention to the lives of people who have given up land for projects, ensuring that new housing is better than the old one; completely complete projects that have been and are being implemented, and at the same time prepare to participate in new projects such as the implementation of the North-South high-speed railway project.
The Prime Minister also suggested that, along with merging communes and wards and abolishing the district level, it is possible to study the use of agency headquarters to serve healthcare and education...
The Prime Minister directed to continue to concretize and further promote the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, and increasing labor productivity.
The Prime Minister hopes that the province will do better in developing cultural, social, health, educational, and sports infrastructure, developing social housing, eliminating temporary and dilapidated houses, promoting cultural traditions, heroic history, martial spirit, and "Tay Son spirit" to develop and improve the material and spiritual life of the people.
The Prime Minister noted that the province should focus on building a clean and strong Party organization and political system; and improving the leadership capacity and fighting strength of Party organizations and Party members.
Commenting on the province's proposals and recommendations, the Prime Minister directed ministries and branches to continue to remove common difficulties and obstacles for localities; at the same time, localities continue to review, synthesize and report on institutional, mechanism and policy problems for the Government to handle according to its authority; if beyond its authority, it must be reported to competent authorities for consideration and decision.
Speaking at the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung, on behalf of the Party Committee, government and people of the province, thanked the Prime Minister for taking the time to visit Binh Dinh as well as for his close attention and direction for the province's development. "After today's meeting, the Binh Dinh Provincial Party Committee will promptly concretize and seriously and drastically implement the instructions of the Prime Minister and central ministries and branches. In the coming time, the province hopes to continue to receive attention from the Prime Minister and central ministries and branches, especially in resolving the province's recommendations so that the province can continue to develop and fulfill the goals and targets set out in the Resolution of the 20th Provincial Party Congress," said Mr. Ho Quoc Dung.
