Improving the operational efficiency of the Party Committee at the commune level after administrative unit rearrangement

Implementing Resolution No. 1287 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Vinh Phuc province for the period 2023-2025, the whole province has 28 communes and towns arranged and merged into 13 new communes and towns. After the merger, the administrative apparatus in the new communes and towns will soon stabilize and operate effectively and efficiently.

Pursuant to Resolution No. 1287 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Vinh Phuc province, period 2023-2025, Hoi Thinh commune, Tam Duong district was established and put into operation from January 1, 2025 on the basis of merging Van Hoi commune and Hop Thinh commune.

Immediately after the merger, the commune quickly completed the organizational apparatus of the Party, government and socio-political organizations, and at the same time, focused on implementing solutions to promote the work of building a strong Party and government associated with socio-economic development, maintaining political security and social order and safety.

Party Secretary and Chairman of the People's Council of Hoi Thinh Commune, Phung Dac Nien, said: After perfecting the organization and apparatus of the political system, the Standing Committee of the Party Committee of the commune focused on leading and directing Party cells, the Fatherland Front, sectors, unions, and residential villages to perfect the organization, develop programs and plans to carry out tasks with specific roadmaps and steps, suitable to the characteristics and situation of the locality and base.

The commune has arranged and assigned staff and civil servants according to their functions, tasks and authority, ensuring the effective and efficient operation of the government apparatus. In addition, it prioritizes resources to supplement facilities and equipment to create favorable conditions for staff and civil servants to focus on implementing their work, promptly resolving administrative procedures for people to ensure convenience and smoothness...

Based on the merger of 3 administrative units: Tam Son town (old); Nhao Son commune and Nhu Thuy commune, up to now, Tam Son town Party Committee has stabilized its organization, ensuring good performance of its functions and tasks.

The old Tam Son town headquarters was chosen as the headquarters of the new administrative unit with a fairly complete construction scale, fully equipped with functional rooms, convenient for serving professional work and the needs of people.

According to Permanent Deputy Secretary of the Tam Son Town Party Committee Nguyen Thi Nhu Y: With the motto of solidarity and unity, immediately after the merger, the Town Party Committee quickly completed the organizational apparatus of the Party, government, socio-political organizations, and residential groups.

The Standing Committee of the Town Party Committee promptly issued resolutions, plans, and action programs to strengthen leadership, direction, and effectively implement assigned key political tasks, especially in Party building, socio-economic development, and administrative procedure reform, etc.

Head of the Organizing Committee of Song Lo District Party Committee Tran Van Tuyen said: After more than 3 months of arranging administrative units, the Party Committees of newly established communes and towns in the district have stabilized their organizations, proactively developed plans, and synchronously deployed solutions to effectively carry out key political tasks in 2025.

The Party Committees of communes and towns have promoted their leadership and direction roles, effectively implementing Party building work in conjunction with promoting socio-economic development. The contingent of cadres and civil servants of localities have demonstrated their exemplary pioneering role, upholding the spirit, responsibility and ethics of public service in performing their assigned duties and tasks.

The arrangement of commune-level administrative units in the province has gradually streamlined the system of administrative units according to the Party's policy. After the arrangement, the scale of communes has been expanded; the apparatus and organization in the political system have gradually improved their effectiveness and efficiency, creating a premise for localities to successfully implement the goals set out in the resolutions of Party congresses at all levels for the 2020-2025 term.
