Improve the effectiveness of anti-corruption and negativity work in the province

On January 4, 2024, Chairman of the Provincial People's Committee Doan Anh Dung signed and issued Official Dispatch No. 35 on continuing to improve the effectiveness of anti-corruption and anti-negativity work (PCTNTC) in the province.

In Official Dispatch No. 2538/TTCP-C.IV dated November 6, 2023 of the Government Inspectorate on the assessment score of anti-corruption work in 2022, the People's Committee of Binh Thuan province achieved 61.31/100 points, an increase of 1.41 points but a decrease of 10 ranks compared to 2021. In which, there are some contents that do not achieve points or score low compared to the Index of the Government Inspectorate, affecting the score and ranking of the province compared to the national scope. In order to continue to improve the effectiveness of anti-corruption and negativity work, and at the same time improve the score on the annual assessment of anti-corruption work at the provincial level; The Chairman of the Provincial People's Committee requests the heads of agencies under the Provincial People's Committee; Chairmen of People's Committees of districts, towns and cities and request the Vietnam Fatherland Front Committee and socio-political organizations of the province, the State Bank of Vietnam, Binh Thuan branch to urgently self-check and review the criteria of the Index to propose measures to overcome limitations and shortcomings, especially the criteria that do not achieve points or have low points in the 2022 PCTN scoring results recently announced by the Government Inspectorate; continue to strictly implement legal regulations on PCTNTC; directive documents of the Provincial Party Committee, Provincial People's Committee, Chairman of the Provincial People's Committee on implementing PCTNTC work at their agencies, units and localities. At the same time, focus on seriously, synchronously and effectively implementing solutions to prevent corruption and negativity. Publicize the implementation of policies and laws for contents that are not subject to the provisions of Article 10 of the PCTN Law that the law stipulates must be public and transparent. The disclosure must be posted on the electronic information page, posted at the headquarters of agencies and units (except for content related to state secrets); the form of disclosure must ensure transparency, accuracy, clarity, completeness, timeliness, correct order, procedures, and time according to legal regulations so that people know, monitor, and supervise the implementation. Along with that, it is necessary to fully and promptly implement the contents of programs and plans under the direction of the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee on anti-corruption work. Through many appropriate forms, continue to promptly propagate and disseminate legal documents and related documents on anti-corruption so that cadres, civil servants, public employees, workers, and people understand, implement, monitor, and reflect on corrupt and negative behaviors. Every year, develop a plan to organize inspections and reviews to detect, prevent and handle conflicts of interest in the performance of duties and public services of civil servants and public employees under their management according to regulations. In case of detecting signs of conflicts of interest, they must report and handle them promptly and in accordance with the law on controlling conflicts of interest as stated in the 2018 Law on Anti-Corruption and Decree No. 59/2019/ND-CP dated July 1, 2019 of the Government detailing a number of articles and measures to implement the Law on Anti-Corruption. Depending on the nature and severity of the violation, there will be timely handling or reporting to competent authorities for consideration and handling of responsibilities for the heads and deputy heads of the heads who allow corruption and negativity to occur at the agencies and units under their management according to regulations. At the same time, there will be serious handling (if any) for cases identified as violating the law on Anti-Corruption. Continuously improve the quality of inspection and examination work, focusing on areas prone to corruption and negativity such as: Basic construction, auction, bidding, planning, management, land use, financial management, public assets... Through inspection and examination work, proactively review to detect loopholes and inadequacies in mechanisms and policies in management, promptly recommend competent agencies to amend and perfect mechanisms, policies and laws to eliminate conditions for corruption and negativity...
