Prime Minister Pham Minh Chinh speaks at the 60th Anniversary of Binh Gia Victory
On the evening of December 2, Prime Minister Pham Minh Chinh attended the 60th anniversary of the Binh Gia Victory (December 2, 1964 - December 2, 2024) organized by the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ba Ria-Vung Tau province.
Attending the ceremony were: former President Truong Tan Sang; former Prime Minister Nguyen Tan Dung; former Standing Member of the Central Party Secretariat Le Hong Anh.
Politburo members: Party Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia; Ho Chi Minh City Party Committee Secretary Nguyen Van Nen.
Also attending were: Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, Senior Lieutenant General Trinh Van Quyet; Vice Chairman of the National Assembly Tran Quang Phuong; leaders of ministries, central agencies and sectors; leaders of localities and Ba Ria-Vung Tau province.
In particular, the ceremony was attended by those who participated in the Binh Gia Victory 60 years ago.
The speech at the Commemoration Ceremony by Secretary of the Ba Ria-Vung Tau Provincial Party Committee Pham Viet Thanh stated that at the end of 1964, the resistance war against the US to save the country of our army and people was in a fierce phase. The Politburo and the Central Military Commission directed the launching of offensive campaigns on the Southern battlefield to destroy a part of the main force of the Saigon army, support the people in destroying strategic hamlets, expanding liberated areas, consolidating and connecting base areas.
With a high spirit of determination, from December 2, 1964 to January 3, 1965, the Central Bureau, Military Commission and Regional Command launched the Binh Gia Campaign in the provinces of Ba Ria, Long Khanh, Bien Hoa and two southern districts of Binh Thuan.
Following the direction of the superiors, the Party Committee of Ba Ria province deployed a plan to closely coordinate with the forces, ensuring absolute secrecy, providing timely logistics for the campaign, and promptly establishing frontline civilian labor units to serve the campaign. Local troops of the province, district and guerrillas of communes developed a plan to coordinate combat with the main force, combining attacks on military bases in the area, destroying strategic hamlets, and expanding the liberated areas.
The Binh Gia Campaign ended in victory, breaking up each strategic hamlet, contributing to accelerating the bankruptcy of the US's "special war" strategy, opening up important conditions for the army and people of the South to defeat the "local war" and "Vietnamization of the war" strategies, leading to the 1975 Spring General Offensive and Uprising with the historic victory of the Ho Chi Minh Campaign.
According to Secretary Pham Viet Thanh, inheriting the tradition and lessons learned from the Binh Gia Victory, the Party Committee, government and people of Ba Ria-Vung Tau have united, been proactive and creative in overcoming numerous difficulties and challenges, achieving development achievements in all fields; becoming one of the provinces with high growth rates.
Ba Ria-Vung Tau always thoroughly grasps and deeply imbues the Party's viewpoint of striving to develop Ba Ria-Vung Tau province into a national maritime economic center, a maritime service center of the country and Southeast Asia, a high-quality international tourism center, one of the major industrial centers of the Southeast region; determined and ready to join the whole country in entering a new era - the era of the Vietnamese people's rise.
Speaking on behalf of the Party and State leaders at the ceremony, Prime Minister Pham Minh Chinh expressed his pride and emotion about the heroic years of fighting and victory of our army and people on the southern battlefield, continuing the activities to celebrate the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.
According to the Prime Minister, during the resistance war against the US, for national independence and unification, Ba Ria-Vung Tau was an important base, a gateway for sea supply to the Southeast region with "unnumbered trains," a strategic corridor connecting the D war zone with the far South Central region, creating a foothold for the armed forces, and a springboard to attack the enemy's lair.
This is also the vital belt surrounding Saigon, the enemy's key defense point; the area of fierce dispute between us and the enemy. Many historical sites in Ba Ria-Vung Tau record the indomitable will, patriotism, and noble sacrifice of previous generations that we are forever infinitely grateful for, cherish, and have the responsibility to preserve and promote in the future.
The army and people of Ba Ria-Vung Tau have promoted the tradition of patriotism, revolutionary heroism, the spirit of loyalty, resilience, and indomitability of heroic and courageous examples such as the soldiers of Con Dao prison, Martyr Vo Thi Sau - the daughter of the heroic homeland of Dat Do, to achieve glorious feats, including the heroic Binh Gia Victory.
The Prime Minister said that the Binh Gia Victory had great strategic significance, affirming the development of all aspects of the Southern revolution; fundamentally defeating the US's "special war" strategy and creating important premises for subsequent victories. After the Binh Gia Victory, the US Department of Defense itself had to confess: "Washington's disappointment with the military situation increased when the Saigon army suffered a visible defeat in the fierce battle at Binh Gia."
The Binh Gia victory left many profound lessons, of important significance for the cause of fighting for national independence and unification in the past and the cause of building, defending the Fatherland and developing the country today.
That is the creativity in building revolutionary lines and in organizing, directing campaigns and building armed forces; promoting the combined strength of patriotism, the solidarity of the army and people and the great solidarity of the entire nation; the bravery, intelligence, strength, pride, self-respect, the spirit of self-reliance, self-strengthening, the will to never retreat in the face of difficulties and the determination to fight and win of our nation.
Presenting valuable lessons and experiences from the Binh Gia Victory for research and creative and effective application in the revolutionary cause of the Party and our nation, the Prime Minister emphasized that the Binh Gia Victory has gone down in history and is the pride of generations of cadres, soldiers and people of Ba Ria-Vung Tau province in particular, the entire beloved South and the whole country in general.
Expressing deep gratitude for the great contributions of predecessors, heroic martyrs, heroic Vietnamese mothers, heroes of the armed forces, generations of cadres, soldiers, militia, frontline workers, wounded and sick soldiers, martyrs' families, and all compatriots who fought and sacrificed themselves to create the glorious and majestic Binh Gia Victory, the Prime Minister also expressed pride and promoted the heroic tradition in the fight against foreign invaders, with the spirit of the people of the "hard-working but heroic Eastern region," the Party Committee, government and people of Ba Ria-Vung Tau have promoted advantages, awakened potential, created breakthroughs, comprehensive development in all aspects.
After more than 30 years of construction and development, from a locality with poor infrastructure, small economic scale; many cultural and social deprivations; difficult people's lives, Ba Ria-Vung Tau has affirmed its leading position in socio-economic development, is the economic locomotive in the Southeast region; increasingly plays an important role and stature in the development of the region and the country.
The homeland of Binh Gia, where the Campaign began in the past, a land that was once bloody and heroic, now has the appearance of a peaceful, prosperous countryside; the infrastructure is synchronous, modern, and clean; the material and spiritual life of the people, especially families with preferential policies and ethnic minorities, has been improved... Famous places that were once the scene of war are witnessing strong economic and service development; in which historical revolutionary values are focused on preserving and promoting, becoming a driving force for development.
The Prime Minister believes that the Party Committee, government, army and people of Ba Ria-Vung Tau will continue to promote the heroic revolutionary historical tradition and the achievements that have been made to break through, develop strongly, and build Ba Ria-Vung Tau province to develop comprehensively, becoming one of the important driving forces for development, one of the bright spots in socio-economics in the Southeast region and the whole country.

Prime Minister Pham Minh Chinh emphasized that history is the root, the foundation, the strength of the present and the future of our country and our people. The 60th anniversary of the Binh Gia Victory is an opportunity to review the revolutionary historical tradition; to pay tribute to the great contributions, dedication, and boundless sacrifices of our army and people in the resistance war against the US to save the country, gain national independence, and unify the country; to propagate and educate patriotism, pride, self-respect, bravery, intelligence, strength, and determination to fight and win of the Vietnamese people.
Excited and proud of the nation's heroic historical tradition and the great contributions of previous generations, the Prime Minister noted that today's and future generations are increasingly aware of their mission and responsibility and must make every effort in the cause of building and defending the Fatherland, continuing to promote the spirit of solidarity, unity, and unanimity, striving to compete, make efforts, and strive to successfully carry out the tasks of socio-economic development, national defense and security, and building an increasingly clean and strong Party and political system, putting the country firmly on the path of innovation, integration, and development.
Promoting the valuable lessons and spirit of the Binh Gia Victory and the heroic victories and feats of arms of the nation, we need to strongly promote the mettle, intelligence, will, spirit and strength of the great solidarity of the entire Vietnamese people to unblock, mobilize and effectively use all resources; promote industrialization and modernization of the country; prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
Along with that, promote strategic breakthroughs in institutions, human resources, and infrastructure; clearly identify institutional improvement as the "breakthrough of breakthroughs"; focus on removing difficulties, promoting production and business; strive to achieve GDP growth of about 8% in 2025 and reach double digits in the next period to successfully implement strategic goals according to the Resolution of the 13th National Party Congress: Strive to become a developing country with modern industry and high middle income by 2030; become a developed country with high income by 2045.

The Head of Government stated that the 60th anniversary of the heroic Binh Gia Victory with valuable lessons on the art of people's war, the people's hearts and minds, and promoting the strength of the great national unity bloc will create more motivation and strength for the Party Committee, government and people of Ba Ria-Vung Tau province in particular and the whole country in general in the next stage of development.
