Nguyen Tuan residential group, Doi Cung 2 residential area, Dong Tho ward (Thanh Hoa city) is where my family lives with more than 30 households, mainly families who have lived for decades with many generations, the remaining few are young people who have just moved here a few years ago. For a long time, the participation in cultural and artistic activities in the residential area or ward has been mainly by middle-aged or retired women and mothers who have come to the street to participate in Party cell activities. However, some people, due to health reasons, some are busy taking care of their children and grandchildren, so they rarely participate in cultural and artistic activities in the street.

With the encouragement and propaganda of the neighborhood, gradually many young people in Nguyen Tuan residential group have actively participated in the cultural and artistic movement, especially on occasions of organizing the National Great Unity Day; Mid-Autumn Festival or participating in the cultural and artistic contest launched by the ward... I still remember, at the cultural performance night to celebrate the National Great Unity Day organized by Doi Cung 2 residential group, Nguyen Tuan residential group stood out with many young people participating in the cultural performance. The women and mothers in other residential groups cheered and praised. To see that, the cultural and artistic movement in the residential area, in order to create a vibrant movement, needs the cooperation and participation of all classes, especially the young generation.
In the mountainous district of Thach Thanh, the whole district has 199 villages and neighborhoods, where Muong and Kinh ethnic people live together in solidarity to build prosperous villages and hamlets. In recent years, in order to create a good cultural and artistic movement in residential areas, Thach Thanh district has integrated activities with the movement "All people unite to build a cultural life". At the same time, it has mobilized people to preserve traditional cultural values through folk songs, folk dances, singing, lullabies, spells, etc. and built them into cultural and artistic performances, performed during holidays, New Year, competitions, and performances organized by the province and district. At tourist destinations such as Thac May, Thach Lam commune; Ngoc Trao Guerrilla War Zone, Ngoc Trao commune, etc., specialized performing art teams have been established to serve local tourism activities well.
Mr. Dinh The Thang, Deputy Head of the Department of Culture and Information of Thach Thanh district, said: To create a "playground" for performing cultural and artistic activities, Thach Thanh district is interested in building cultural and sports facilities in villages and neighborhoods. Communes and towns have paid attention to building village cultural houses, cultural centers have been renovated, upgraded, or newly built such as: playgrounds, training grounds, stages, fences, campuses, village gates, entertainment areas for the elderly, children... Most of the works are mobilized from the people, discussed and agreed by the people to voluntarily contribute working days and donate money for construction. Many localities have established support levels from the budget and planned land for building cultural facilities. Many villages have mobilized people to build new cultural activity areas for the villages, some villages have renovated and embellished the village communal house, village gates, historical and cultural relics to create places for cultural activities and traditional education for the people. 100% of cultural villages and neighborhoods have established village covenants and conventions. In 2024, 180/199 villages and neighborhoods in Thach Thanh district have registered to build cultural residential areas; 95% of households have registered to build the title of "Cultural Family".
In recent years, in order to improve the quality of cultural and artistic movements in residential areas associated with the implementation of the movement "All people unite to build a cultural life" in Thanh Hoa province, the steering committees of districts, towns and cities have proactively developed plans to implement the movement; guided communes, wards and towns to organize many practical activities; some districts have issued directives and resolutions on cultural development, projects on land planning for the construction of cultural and sports institutions; issued policies and mechanisms to support villages and communes in building cultural and sports centers, cultural houses - sports areas, and renovating and embellishing relics. Localities have paid attention to planning, allocating land funds and funding sources to invest in the construction of cultural and sports institutions to meet the needs of organizing community activities to serve the people. As of June 2024, the whole province has 7 provincial-level cultural and sports institutions; 20/27 districts have cultural and sports centers; 532/558 communes have cultural and sports facilities; 4,287/4,357 villages, hamlets, and neighborhoods have cultural houses and sports areas, reaching a rate of 98.3%. These are also favorable conditions that contribute to promoting cultural, artistic, and sports activities in residential areas.
Along with building cultural institutions, organizing training courses and improving the quality of the team of performers at the grassroots level is important. In recent times, the Provincial Center for Culture and Cinema (Department of Culture, Sports and Tourism) has organized many training courses in localities in the province, focusing on training for art troupes in villages, hamlets, and neighborhoods in mountainous, highland, and border districts to serve tourism activities in tourist areas and spots; directing and assisting districts in organizing training courses on cultural and artistic skills; maintaining and developing the activities of clubs, groups, and teams; and launching a number of new cultural and artistic clubs with rich and attractive activities. In 2024, the center opened training courses on choreography, practice, and support of props and costumes for art troupes in the province, to serve local tourism activities. Specifically, training in choreography, practice and support of props and costumes for art teams such as: art team of village 3, Ban Cong commune, Ba Thuoc district, organizing folk art programs to serve community tourism at Pu Luong tourist area; art team of Tri Nang commune, organizing folk art programs to serve community tourism at Tri Nang commune tourist area, Lang Chanh district; art team of Van Hoa quarter, Ngoc Lac town, Ngoc Lac district, organizing folk art programs to serve community tourism at Hang Ban Bu historical - cultural relic site; art team of sub-zone 1, Ha Trung town, Ha Trung district, organizing folk art programs to serve tourism in Ha Trung district; art team of Thach Lam commune, Thach Thanh district, serving community tourism at Thac May; art team of Cam Luong commune, Cam Thuy district, serving community tourism at Cam Luong sacred fish stream tourist area; Muong Lat town art troupe, serving community tourism in Muong Lat district... Through training courses, it has helped members of the art troupe gain more knowledge and skills to participate in cultural and artistic activities, not only serving tourism development activities but also promoting cultural and artistic movements in villages, hamlets, and neighborhoods through performances during holidays, New Year, and festivals.
It can be affirmed that developing and improving the quality of cultural and artistic movements in residential areas not only brings a rich spiritual life to the people, but also contributes to promoting the movement "All people unite to build a cultural life", thereby encouraging people to actively compete in labor, production, and building a more civilized and developed homeland.
