In recent times, research activities and implementation of scientific and technological tasks (S&T) have been focused on by organizations, enterprises, cooperatives, departments, branches and localities in terms of practicality, applicability and results after acceptance, contributing significantly to the socio-economic development of localities in particular and the province in general.

According to the Department of Science and Technology, from 2020 to now, Thanh Hoa has deployed 24 national-level science and technology tasks, 221 provincial-level science and technology tasks; evaluated and accepted 110 science and technology tasks. In order to effectively improve the quality of grassroots science tasks, the Department of Science and Technology annually notifies organizations and individuals inside and outside the province to invite proposals for science and technology tasks to be implemented in the following year in the province in all fields of agriculture, natural sciences, social sciences and humanities, health, national defense - security... These proposed ideas are compiled by fields and through the Provincial Science and Technology Council for consultation, determining specialized tasks (decided by the Provincial People's Committee) will form science and technology tasks submitted to the Provincial People's Committee for decision on ordering implementation...

After being approved by the Provincial People's Committee, the Department of Science and Technology will sign a contract with the host unit to implement the project. The final steps are to evaluate and accept the results of the implemented science and technology tasks and organize the handover to the units using the results (approved by the Provincial People's Committee) to deploy the application.

In parallel with the above activities, the Department of Science and Technology has advised the Provincial People's Committee to order science and technology tasks to be implemented in the province. In particular, research and application of science and technology advances have been deployed synchronously in most fields. The ordering of science and technology tasks in the fields is in accordance with the main directions, goals and tasks of the science and technology sector in the period of 2021-2025, with a vision to 2030. The management and implementation of science and technology tasks in the province are increasingly strict and effective; in which, priority is given to selecting and advising on ordering science and technology tasks with the participation and funding of enterprises and with application addresses from the beginning.

Enterprises have actively mobilized capital to participate in implementing S&T tasks. Contracts between the Department of Science and Technology - the unit in charge of implementing S&T tasks are always clearer and more specific about the responsibilities and powers of each party. Scientific programs and topics, especially S&T tasks at the grassroots level, have closely followed and effectively served the socio-economic development goals of localities in particular and the province in general. Many models of applying S&T advances with high efficiency in research and experimentation have been replicated and promoted in practice. Some localities, departments and branches have selected and allocated funds to implement topics, projects and build demonstration models on applying S&T advances.

A typical example in implementing the tasks of science and technology at the grassroots level is the health sector, with proactive investment in equipment and funding for science and technology research, many new scientific advances have been researched and applied to serve the work of medical examination and treatment, a series of high techniques have been successfully deployed at provincial and district hospitals, contributing significantly to improving the quality and effectiveness of health care and protection for the people, such as: Laparoscopic gastric cancer surgery technique at the Provincial General Hospital; quantitative testing of CARDIOLIPIN IgM and CARDIOLIPIN IgG antibodies on the LIAISON machine at the Children's Hospital; digital subtraction angiography and embolization for liver tumors at the Oncology Hospital; platelet-rich plasma injection to treat endometrial thinning in in vitro fertilization (IVF) at the Obstetrics Hospital; application of stem cell transplantation technology to treat leukemia, breast cancer and prospects for many other cancers; Application of molecular biology techniques in diagnosing fetal abnormalities, genetic diseases, and cancer; application of biotechnology for organ transplantation such as kidney transplantation at the Provincial General Hospital, corneal transplantation at the Eye Hospital...

Along with that is building a smart healthcare model at provincial and district hospitals through the application of information technology in the management and operation of medical facilities, specifically the management of documents and work records in the electronic environment, the application of electronic invoices, non-cash payment of medical service costs; in receiving, guiding, and taking care of customers; upgrading hospital management software, connecting test data (LIS); applying the medical image storage and transmission system (PACS), deploying digital signature applications and electronic medical records...

In addition to the health sector, the agricultural sector has also paid attention to promoting science and technology activities associated with the implementation of the sector's programs and plans. In the field of cultivation, through the implementation of science and technology tasks, institutes, universities and enterprises have researched, tested and bred new varieties with high productivity, good quality, and wide adaptability in climate change conditions, serving the development and construction of high-tech application models, organic agriculture, and safe vegetable production areas. Specifically, 12 rice varieties, 1 corn variety, 2 hybrid acacia varieties, and 1 tomato variety have been successfully researched and selected; 6 new sugarcane varieties have been introduced for testing; 5 types of crops have been restored... 2 units applying tissue culture methods to propagate disease-free varieties are the Institute of Agriculture and Lam Son High-Tech Research and Development Center. Building, establishing and maintaining 59 growing area codes in districts, towns and cities. Promote agricultural production according to the value chain with many models of production linkage and product consumption. Encourage the expansion of the application of hydroponic farming techniques, cultivation in greenhouse systems, net houses associated with high-intensive technology, natural and organic rice cultivation with appropriate and environmentally friendly technology... Initially, there have been models of applying modern technologies to production stages such as: Applying remote sensing technology and GIS (geographic information system) to the management of raw sugarcane growing areas at Lam Son Sugarcane Joint Stock Company to help save time, costs and manage growing areas accurately; applying drone technology in spraying pesticides for crops (sugarcane, rice) to improve efficiency, reduce labor, protect human health...

However, in addition to the achieved results, the number of S&T tasks ordered by departments, branches and localities is still limited. The reality of life has posed many requirements that need the support of S&T but have not been met; many tasks that are practical, urgent and derived from reality have not been selected. Research and application of S&T activities are not uniform in all fields, and there is a lack of major orientations that are interdisciplinary and inter-regional.

To overcome the above limitations and contribute to improving the quality and effectiveness of implementing S&T tasks in the area, in the coming time, the Department of Science and Technology will base on the proposals and orders of agencies, units, localities and the directive documents of the Ministry of Science and Technology and the province to develop orientations for research and application of S&T. Continue to advise on improving the quality of advice of the Provincial Science and Technology Council, ensuring strictness, objectivity, selecting tasks that are truly necessary and meet practical requirements. Strengthen the management, inspection and examination of S&T tasks. Coordinate with relevant units to promote the introduction of research results and application of S&T; propagate and disseminate achievements and knowledge of S&T.
