Improving the quality of rural water supply services

Besides the joy of clean water, the understanding and awareness of rural people about using clean water has been raised, and life has gradually developed.

People are happy to use clean water.

By the end of 2024, the rate of rural households using clean water will reach 76% (an increase of 13.5% compared to the plan). The number of households using clean water is increasing, and the water quality is getting better.

Mr. Tran Van Bay (Dong Thanh commune, Can Giuoc district) is very happy to use clean water.

Mr. Tran Van Bay (73 years old, living in Dong Thanh commune, Can Giuoc district) used to use rainwater, had to pour concrete tanks or buy jars to store it, if the dry season lasted long, it was not enough to use. The water well near his house was of very poor quality, but because there was no alternative source of clean water, he had to "bite the bullet" and use it temporarily.

Mr. Bay said: "Since the commune has had a clean water source, my family and the people here are very happy because our basic living needs have been met, and some diseases caused by unsanitary water sources have also gradually decreased."

According to Mr. Bay, in his commune, some downstream areas sometimes have weak water flow and localized water shortages. The reason is that many people use water at the same time or during Tet everyone cleans their houses, vehicles, etc. When this situation occurs, the local government has a plan to overcome it to ensure the people's water needs.

In the dry season of 2023-2024, the place where Mr. Bay lives also experienced a water shortage . But with the cooperation of the government and philanthropists, the situation is basically stable.

This year, people are more conscious about water usage, households upstream know how to proactively share with those downstream. People proactively buy clean water storage equipment, poor households or households in difficult circumstances are supported by the government.

"I see that bringing clean water to people is getting more attention every year, now compared to before, it's much better!" - Mr. Bay said.

Mrs. Tran Thi Ru's house (Khanh Hung commune, Vinh Hung district) is at the head of the water source. For Mrs. Ru, saving water means saving money, and sharing with households at the end of the source.

Vinh Hung District is one of the localities that has done a good job of providing clean water for the people. Mrs. Tran Thi Ru (Khanh Hung Commune) said: “Previously, my family only used rainwater and canal water, sometimes the water hyacinth died and polluted the water, making it unusable. More than 20 years ago, the government invested in wells with treatment systems, which solved the above difficulties. Since then, the issue of clean water has always been better year after year, and everyone here is happy.”

In front of Mrs. Ru’s house, the government is building a new water station. To everyone she meets, she brags, “My house is near the Go Chau Mai hamlet water station.” This shows that the people’s need for clean water is urgent; at the same time, they are also very happy and excited.

Khanh Hung Commune, Vinh Hung District is investing in an additional water supply station to serve the daily needs of the people.

According to Vice Chairman of Khanh Hung Commune People's Committee - Nguyen Cong Hiep, currently 82.19% of households in the commune use clean water, the commune has 5 water supply stations (1 new station is being built). The management and operation of water stations are always of concern to the commune, promptly resolving incidents, ensuring sufficient water pressure to serve the people.

Quickly solve water shortage

The 2023-2024 dry season will last long, causing local water shortages in communes in the lower reaches of Can Duoc district, Can Giuoc district and part of Tan Tru district. To promptly respond to the shortage of domestic water, the Department of Agriculture and Rural Development will coordinate with relevant units to advise the Provincial People's Committee on remedial measures. The Department of Construction will also advise the Provincial People's Committee to sign and issue an Order to build emergency works due to natural disasters such as saltwater intrusion in the province.

Students of Dong Thanh Kindergarten (Can Giuoc district) have access to clean water every day.

When the water shortage is basically resolved, the Department of Agriculture and Rural Development will continue to advise the Provincial People's Committee to direct the implementation of solutions to overcome the shortage of domestic water in the dry season in the coming time for thorough and long-term treatment.

The sector also coordinated with the National Center for Clean Water and Rural Environmental Sanitation to distribute 1,000 clean water tanks provided by the United Nations Children's Fund (UNICEF) to support people in several communes in Can Duoc and Can Giuoc districts to overcome water shortages in 2024 and store clean water in the dry season of 2024-2025.

In the days before the Lunar New Year of At Ty 2025, some places in Can Duoc district experienced a shortage of domestic water (weak water flow, sometimes no water flow). Upon receiving the information, the District People's Committee immediately dispatched forces to coordinate with communes and water supply units to urgently handle the situation so that the situation returned to normal, ensuring the daily needs of the people.

Constantly improve quantity and quality

On February 27, 2025, Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam signed Decision No. 1937/QD-UBND on promulgating the Plan to implement the Target Program on Clean Water and Rural Environmental Sanitation in 2025 in Long An province. The plan outlines specific solutions to ensure people's lives are getting better and better.

Accordingly, relevant agencies and units need to step up propaganda work on clean water, raise awareness and understanding of rural people about clean water use; urge water supply facilities to balance funds for water quality testing, upgrading water filtration and disinfection of rural water supply works that have not met clean water quality standards; speed up the completion of the list of public investment plan works in 2025, promptly hand over to units with the function of managing and connecting water to households; continue to promote the socialization of rural water supply.

In addition, the Provincial People's Committee requested to continue creating conditions for people to access loans from the Social Policy Bank to equip and install water tanks sufficient for use and various types of household-scale water filtration equipment; continue to create conditions for investors to complete surface water exploitation and use projects invested by enterprises approved by the Provincial People's Committee, to complete clean water distribution pipelines; create conditions for underground water exploitation projects in areas without centralized water supply systems or areas where the water supply system does not ensure the ability to provide stable water in terms of quantity and quality that have been granted licenses to have their exploitation licenses extended.

In addition, localities experiencing water shortages have also prepared plans and fundamental, practical solutions to ensure the best life for people.

It can be seen that the province's efforts to bring clean water to rural areas have gradually improved living conditions, hygiene, and health of rural people, contributing to the completion of new rural construction and advanced new rural construction./.
