In recent years, the Provincial Party Committee, People's Council and People's Committee have always paid attention to and implemented the development and improvement of human resources quality to meet the requirements of tasks in the new situation. The province has issued many documents on the development and improvement of human resources quality, policies to attract human resources, training and fostering of cadres, civil servants and public employees in the area. Vocational training, human resource development and improvement of skilled human resources quality have also been paid attention to by the province and achieved many important results.
The demand for recruiting high-quality labor from businesses in the province is very large.
Great demand
According to statistics, in the province, 9/17 industrial parks are in operation, attracting 413 investment projects; 13/16 industrial clusters are in operation, attracting 701 projects for production and business.
The development of the industry has caused the demand for recruitment and employment of enterprises to increase sharply from 10,900 people in 2020 to nearly 20,000 people in 2024. It is expected that in 2025 and the following years, the province will need about 20,000 - 25,000 workers, focusing on 3 main industries: electronics, electrical equipment; textiles, footwear; mechanics, metal production.
Mr. Do Khuong Duy, Head of Talent Search and Development, Piaggio Vietnam Co., Ltd., headquartered in Binh Xuyen Industrial Park, said that high-quality human resources are a vital factor for businesses. In the trend of shifting global supply chains, Vietnam in general and Vinh Phuc in particular are attractive destinations, creating both opportunities and challenges, including meeting high-quality standards from partners. High-quality human resources are one of the core values that can determine success and seize opportunities.
Forecasting that the source of high-quality labor in the coming time will be very difficult, Mr. Duy said: Vocational training institutions in Vinh Phuc need to have a clear orientation for students before graduation so that students can have suitable jobs after graduation. To do so, right from the time they study in school, there should be field trips, internships at companies, and signing agreements to provide human resources according to the job requirements of businesses.
Besides, one of the basic requirements for students upon graduation is soft skills and foreign language proficiency to be able to work in FDI enterprises.
Affirming that the demand for recruiting high-quality human resources is currently very large, and that supply often cannot meet demand, Mr. Pham Hong Quan, Human Resources Director of Vietnam Garment Manufacturing Company Limited in Ba Thien 2 Industrial Park, Binh Xuyen District, said: To ensure recruitment, the company wishes to sign a memorandum of understanding with training facilities. After that, the company will send staff to schools to coordinate teaching so that students can easily absorb and adapt to the job when they graduate and work at the company.
In order for students to meet the high recruitment needs of businesses, Mr. Quan said: Study time and curriculum should have training content that combines theory and practice, internships at businesses to suit recruitment requirements. In addition, it is necessary to train basic English for high-quality human resources, because this is one of the important conditions for easy integration into work.
Ready to respond
To develop high-quality human resources, the province has issued many resolutions, projects, programs and plans such as the Plan to support labor market development until 2030; Plan to deploy labor supply for enterprises in Vinh Phuc province in the period of 2022 - 2025; Project to develop harmonious, stable and progressive labor relations in enterprises in Vinh Phuc province in the period of 2021 - 2025; Resolution stipulating loan policies to create jobs for workers and support some expenses for workers going to work abroad under contracts in Vinh Phuc province in the period of 2022 - 2025; Resolution to support vocational education learners in Vinh Phuc province in the period of 2022 - 2025...
Along with that, strengthen State management of labor; build harmonious, stable and progressive labor relations in enterprises; promptly resolve violations and conflicts between employers and employees.
Focus on investing, upgrading facilities, and improving the training quality of 30 vocational training institutions, with the capacity to enroll and train over 41,000 students/year. Of which, college level training over 4,400 students/year, training 45 occupations; intermediate level training over 8,000 students/year, training 74 occupations; primary level training 28,580 students/year, training 135 occupations.
As one of the main labor training facilities in the province, Vinh Phuc College of Technology currently has a total of 89 training majors/occupations, of which, 30 majors are at college level, 33 majors are at intermediate level, and 26 majors are at primary level.
In recent years, the connection between schools and businesses has always been highly valued. The training of skilled human resources has attracted the attention of many businesses to join in improving the quality of training, creating jobs and improving vocational skills for students after graduation. Every year, the rate of students having jobs right after graduation reaches over 80%. In particular, 100% of students studying high-quality professions have stable jobs.
In order to meet the needs of businesses in recruiting high-quality workers, in the coming time, in addition to 11 key industries, the school will focus on the semiconductor, AI, and mechanical engineering industries.
In addition, promote cooperation between schools and enterprises, between schools and schools, schools and labor supply companies; promote innovation, scientific research, and technology transfer activities on the basis of closely following Resolution 57 of the Politburo.
Strengthen training and attract high-quality lecturers and experts in the fields of high technology, artificial intelligence and semiconductor industry; research and apply digital technologies in teaching; pay attention to reviewing and rearranging facilities on the basis of reducing focal points to improve effectiveness and efficiency...
From there, promptly overcome difficulties to have a high-quality workforce to meet market needs in the context of integration and the 4.0 industrial revolution.
