The Provincial Party Committee of Agencies and Enterprises has 86 grassroots party organizations with over 5,500 party members. Clearly defining the role and position of Party building work, the Executive Committee and the Standing Committee of the Party Committee of the Bloc always consider this a particularly important task to focus on leadership and direction to improve the leadership capacity and fighting strength of grassroots party organizations in the Party Committee of the Bloc.
In building the Party politically, the Party Committee of the Bloc focuses on thoroughly understanding and researching the concretization of the Central and provincial resolutions into programs and plans for implementation. At the same time, it issues 6 specialized resolutions suitable to the characteristics of the Party Committee of the Bloc to focus on leadership, direction and effective implementation. Improve the quality of political and ideological education for cadres and party members in the Party Committee of the Bloc; organize the study, thoroughly understanding and implementing and reviewing the documents and directives of the Central and the province to ensure timeliness and quality.
Since the beginning of the term, the Standing Committee of the Party Committee of the Bloc has organized 8 conferences to disseminate and implement the resolutions of the Party Congresses at all levels and directives and resolutions for more than 4,500 cadres and Party members; 100% of the grassroots Party Committees have developed programs and plans to implement the resolutions. Party Committees and Party organizations in the Bloc have organized many political and ideological activities in diverse forms.
The Standing Committee of the Party Committee of the Bloc and the Party Committees of the Party cells and grassroots Party Committees in the Bloc always attach importance to building the Party in terms of ideology; innovating the content and methods of working to grasp ideology, forecast, and orient public opinion in a scientific, practical, timely, and effective manner. Since the beginning of the term, the Standing Committee of the Party Committee of the Bloc has organized 5 political activities; 9 thematic conferences to update knowledge for nearly 3,000 key cadres and Party Committee members at all levels; organized 13 training courses on Party building for Party Committees, grassroots inspection committees, and reporters and collaborators; opened 14 classes to foster awareness of the Party for more than 1,300 outstanding people; 11 political theory training courses for 802 newly admitted party members... Steering Committee 35 of the Party Committee of the Bloc has focused on directing party committees at all levels to proactively grasp the ideological situation and public opinion, promptly detect emerging issues; process information, and provide timely ideological orientation to cadres, party members and workers.
The Party building work on ethics is considered important by the Standing Committee of the Party Committee of the Bloc through the implementation of Resolution No. 4 of the Central Committee, Session XI, XII; Conclusion No. 21-KL/TW of the 4th Conference of the Party Central Committee, Session XIII on Party building in conjunction with the implementation of Directive No. 05-CT/TW, Conclusion No. 01-KL/TW of the Politburo, Regulation No. 368-QD/TU of the Lao Cai Provincial Party Committee on studying and following Ho Chi Minh's ideology, ethics, and lifestyle and regulations on setting an example of the Party.
Accordingly, 100% of grassroots Party committees develop regulations on ethical standards that are appropriate and close to the functions and tasks of agencies, units and enterprises. Every year, 100% of cadres and Party members in the Party Committee of the Bloc commit to setting an example, voluntarily taking the lead and being exemplary in studying and following Uncle Ho. Along with that, the Standing Committee of the Party Committee of the Bloc directs grassroots Party committees, Party organizations and Party members in the Party Committee of the Bloc to strictly implement the Party's principles, the principle of democratic centralism, focusing on improving the quality of Party cell activities; self-criticism and criticism; reviewing and evaluating Party members; registering commitments to set an example; strictly assigning Party committee members to attend activities of subordinate Party cells.
Every year, the Standing Committee of the Party Committee of the Bloc develops plans and establishes working groups to attend the meetings of Party committees and Party cells to grasp the situation in order to have timely leadership and direction solutions; choosing breakthroughs to focus on leadership is to promote the exemplary, responsible, and pioneering role of cadres and Party members, especially the heads of Party committees directly under the Party Committee of the Bloc.
With the attention and direction of the Party Committee of the Bloc, the Party building work in terms of ideology, politics and ethics has had strong, comprehensive and fundamental changes. The vanguard and exemplary role of cadres and Party members, especially the heads of Party committees, agencies, units and enterprises, has been enhanced, contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
To continue to effectively carry out the work of Party building in terms of politics, ideology and ethics in the coming time, the Party Committee of the Provincial Agencies - Enterprises Bloc focuses on leading and implementing well a number of tasks and solutions: Regularly training to improve the political mettle and fighting spirit of the Party; strengthening the dissemination of Marxism-Leninism and Ho Chi Minh Thought to cadres, party members, civil servants and public employees; strictly implementing Directive No. 23-CT/TW of the Secretariat on "Continuing to innovate, improve the quality and effectiveness of studying, researching, applying and developing Marxism-Leninism and Ho Chi Minh Thought in the new situation"; strengthening the leadership and direction of Party committees at all levels, leaders of agencies, units and enterprises on the role and importance of propaganda work to protect the Party's ideological foundation and fight against erroneous and hostile views.
Seriously implement Conclusion No. 21-KL/TW, dated October 25, 2021 of the 13th Party Central Committee on promoting Party building and rectification and the political system in conjunction with implementing Conclusion No. 01-KL/TW of the Politburo, Regulation No. 368-QD/TU of Lao Cai Provincial Party Committee on studying and following Ho Chi Minh's ideology, morality and lifestyle and regulations on exemplary responsibility of cadres and party members; make studying and following Uncle Ho an important content in Party building work, contributing to building a contingent of cadres and party members in the Bloc with sufficient capacity and qualities to perform well assigned tasks; Focus on political, ideological, ethical, organizational and cadre education, especially preventing and combating degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" in the spirit of Resolution 4 of the Party Central Committee, terms XI, XII and XIII.
In addition, it is necessary to continue to innovate the content and form of Party cell activities; increase thematic activities with contents close to the functions and tasks of Party organizations, agencies, units, enterprises and interested Party members. Party organizations and Party members strictly implement the principles of democratic centralism, self-criticism and criticism; promote the responsibility to set an example, take the lead and be exemplary, especially Party members holding leadership and management positions for Party members to follow.
Pay attention to training, fostering and improving capacity, fostering and updating knowledge on Party building work for Party cell secretaries, Party committees at all levels, and reporters; promptly complete Party committees with sufficient quantity, ensuring quality according to regulations, and meeting task requirements.
Strengthening inspection and supervision work to improve the quality of Party organizations and Party members, contributing to improving the Party's leadership capacity, building a clean and strong Party organization, meeting the requirements and tasks set forth in the new situation.
