May 10, 2024 marks 65 years of establishment and development of the Party Committee of Lao Cai Provincial Agencies - Enterprises (May 10, 1959 - May 10, 2024).
Based on the requirements of the province's political tasks, to strengthen and promote the Party's leadership role, to advise the provincial Party Committee to carry out Party building tasks, on May 10, 1959, the Provincial Party Committee Standing Committee issued a decision to establish the Lao Cai Provincial Party Committee (now the Provincial Party Committee of the Provincial Agencies - Enterprises Bloc), which has since become a milestone marking the birth of the Bloc Party Committee.
The establishment of the Bloc Party Committee has important political significance, meeting the requirements of building, consolidating and unifying grassroots party organizations in provincial departments, branches, sectors and unions; helping the Provincial Party Committee strengthen leadership, direction and management of party organizations and the contingent of cadres and party members in provincial agencies...
In the early years of its establishment, the Party Committee of the Bloc encountered many difficulties in its activities. The provisional Party Committee Executive Board had 5 comrades with 18 subordinate Party cells and nearly 200 Party members. During this period, most agencies did not have enough Party members to establish their own Party cells, so they were mainly inter-agency Party cells; the model, organization, apparatus, as well as the position, role, function and tasks of Party organizations in the Party Committee of the Bloc were not unified; the Party work team of the Party Committee from the Executive Committee, the Standing Committee, the Standing Committee of the Party Committee of the Bloc to the grassroots Party Committees were mostly part-time cadres. The Party Committee of the Bloc gradually overcame difficulties, actively advised the Executive Committee and the Standing Committee to effectively organize and implement political and professional tasks, consolidate the Party organization and Party members, contributing to the socio-economic development, national defense and security of the province.
In each period, the Standing Committee of the Party Committee of the Bloc focused on perfecting the grassroots party organization, training and fostering cadres; continued to receive a number of party cells decided by the Provincial Party Committee to be established, merged, and transferred under the direct control of the Party Committee of the Bloc; focused on arranging the organizational apparatus, receiving and transferring party organizations, arranging party committees, specialized cadres of the Party Committee of the Bloc and party organizations to gradually operate in a disciplined manner, while focusing on the work of party development and training and fostering cadres to be capable of leading and performing tasks in the new situation.
To date, the Party Committee of the Bloc has 86 branches and grassroots party committees (44 grassroots party committees and 42 grassroots party cells); 1 division party committee; 256 party cells directly under the grassroots party committee with more than 5,500 party members. The Party Committee Executive Committee of the Bloc has 27 comrades (7 comrades are members of the Provincial Party Committee Executive Committee); the Standing Committee of the Party Committee of the Bloc has 9 comrades.
The entire Party Committee of the Bloc has 524 grassroots committee members, 830 committee members of party cells directly under the grassroots party committees and departmental party committees. The Party Committee of Lao Cai Province's Agencies and Enterprises Bloc is a special party committee with many types of grassroots party organizations and no government at the same level; a team of highly qualified cadres and party members, grassroots party organizations in the highest agencies and units of the province, directly advising the Provincial Party Committee, People's Council, and Provincial People's Committee in all areas for socio-economic development, national defense and security; contributing to improving the quality and effectiveness of leadership, management, operation and implementation of political tasks of the province.
After 65 years of construction and development, with 24 congresses, each congress has marked the maturity and growth of the Party Committee of the Bloc.
The Party Committee of the Bloc has many different names to suit the practical situation of each historical period. In any conditions and circumstances, the Party Committee of the Bloc always promotes the tradition of solidarity, proactively perfects the organizational model, focuses on the grassroots; proactively and flexibly applies the Party's guidelines and policies to specific circumstances; closely follows the resolutions of the Party Congresses at all levels, the leadership of the Provincial Party Standing Committee, concretizes them into resolutions, programs, and plans to focus on leading and directing the comprehensive, synchronous, and profound implementation of all aspects of Party building work; leads grassroots Party organizations in the Bloc to perform well political tasks, production and business tasks; upholds the principle of democratic centralism; innovates operating methods, improves the leadership capacity and fighting strength of Party organizations and the quality and effectiveness of the work of cadres and Party members; achieves comprehensive important results in all aspects of work.
Political and ideological education and revolutionary ethics training for party members have been given attention by party committees and party organizations at all levels. The research, study, dissemination and implementation of the Party's resolutions have been innovated and organized in many appropriate forms, creating high unity and early implementation of the resolutions. The study and following of Ho Chi Minh's ideology, morality and style have been promoted and become an important and regular task with many good and creative ways of doing things, bringing about practical results.
The arrangement and consolidation of the Party organization are synchronous and consistent with the arrangement of the organization and apparatus of agencies and units. The quality of grassroots Party committees has been gradually improved; the training of Party work skills for Party committee members and cadres specializing in Party work has been strengthened. The quality of Party cell activities has been gradually innovated in terms of content and form, thematic activities have been enhanced, and more attention has been paid to political and ideological activities... which have overcome the monotony and formality in Party activities.
The Party's inspection, supervision and discipline work has been promoted, proactively following the practical situation and requirements of Party building work, political tasks of agencies, units and enterprises to lead and organize the implementation of inspection and supervision tasks, contributing significantly to the work of Party building and rectification, fighting against corruption, waste, negativity and strictly maintaining Party discipline and order.
In recent years, the work of admitting party members has always received attention from Party committees at all levels, achieving high results in both quantity and quality. On average, each year, the entire Party Committee of the Bloc admits over 200 party members, achieving and exceeding the set plan target.
The Party's leadership method has been gradually innovated; Party committees at all levels have focused on improving the quality of building, promulgating and organizing the implementation of resolutions, programs and work plans; promptly leading the resolution of difficult and complicated issues at the grassroots level; proposing policies, tasks and measures to build clean and strong Party cells and Party organizations; detecting, combating and preventing signs of degradation in political ideology, ethics and lifestyle of a number of cadres and Party members.
The leadership of political and social organizations has gradually gone into depth, bringing about practical results; the content and methods have been innovated, attracting a large number of union members to participate, and patriotic emulation movements have been promoted.
The above results are primarily due to the Party's correct innovation policy; the State's mechanisms and policies are increasingly complete, concretized and synchronized. The Party Committee of the Bloc always receives the attention, leadership and direction of the Provincial Party Committee and directly the Standing Committee, the Standing Committee of the Provincial Party Committee; the coordination and assistance of the advisory and support agencies of the Provincial Party Committee, leaders at all levels and sectors in the province. Along with that, the Executive Committee, the Standing Committee of the Party Committee of the Bloc and the grassroots Party Committees are always united, unified, proactive, creative, dare to think, dare to do, dare to take responsibility, and constantly innovate leadership methods.
The quality of cadres, party members, civil servants, public employees and workers has been improved; the Party Committee is always united, dynamic, creative, striving to advise and perform well the assigned tasks. Every year, over 95% of grassroots party organizations and 95% of party members have completed their tasks well or better; the Party Committee of the Bloc has completed its tasks well and excellently for many consecutive years. That has been the focus throughout the process of leadership and direction of the implementation of the Party building tasks of the Party Committee of the Bloc in recent years.
With the achievements over the past 65 years, the Party Committee of the Bloc has been honored to receive the Third and Second Class Labor Medals from the Party and the State, the Excellent Emulation Flag from the Prime Minister and many other noble awards. Many Party Committees, Party Cells and Party Members of the Party Committee of the Bloc have received noble awards from the Party and the State.
This is an honor, pride, a source of great encouragement and motivation for the Party Committee and all cadres and party members of the Party Committee of the Bloc throughout the process of striving, training and growing up; it is a priceless asset for today's and future generations to preserve and continue to promote.
The achievements over the past 65 years are vivid evidence and an important premise for the Party Committee of the Bloc to continue promoting its fine traditions, writing new pages of history; striving to successfully implement the resolutions of the Party Congresses at all levels and the Resolution of the Party Congress of the Bloc for the 2020-2025 term.
