The Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) of Ninh Binh province has just issued a notice to support the search for the missing person. The victim is Mr. Tran Van Vinh (born in 1987, residing in Kim Hai commune, Kim Son district, Ninh Binh province).

Previously, the Ninh Binh Provincial Border Guard Command received a report from Mr. Nguyen Van Khuong (born in 1976, residing in Nghia Hung district, Nam Dinh) about the disappearance of Mr. Tran Van Vinh.
According to Mr. Khuong's report, on September 16, he hired Mr. Tran Van Vinh and 20 other fishermen to exploit clams at the clam farm of Mr. Pham Van Thong (born in 1969, residing in Nghia Hung district, Nam Dinh) near the Con Noi sea area (Kim Son, Ninh Binh), about 2km to the West.
At around 11pm the same day, the tide rose, so the clam miners took a break and went to sleep. Only Mr. Tran Van Vinh went down to the foam panels anchored near the ship to collect the remaining clams.
At 5:30 a.m. on September 17, when the clam miners woke up, they could not find Vinh and the clam mining area was missing 3 pieces of foam. People used boats and rafts to search around the area but could not find any trace of him. The information about Vinh's disappearance was then reported to the Con Noi Border Guard Station.

The Ninh Binh Provincial Border Guard Command mobilized 1 ship and 2 boats of Squadron 2, along with many officers and soldiers to participate in the search. At the same time, it directed border posts and fishermen in the area to coordinate in searching for the victim.
After receiving the information, the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control sent a telegram to the Steering Committees for Disaster Prevention and Control of Thanh Hoa, Nam Dinh, and Thai Binh provinces to support the search for missing people.
