Nam Dinh prosecutes 2 cases related to Con Xanh area

Accordingly, the Investigation Police Agency of Nam Dinh Province Police has initiated a case of abusing one's position and power while performing official duties under Article 356 of the Penal Code to investigate and clarify violations by individuals in the process of land management and use in the Con Xanh area of ​​Nghia Thanh, Nghia Lam, Nghia Hai and Nam Dien communes (Nghia Hung District).

The Investigation Police Agency of Nam Dinh Province also initiated a case of abusing democratic freedoms to infringe upon the interests of the state, the legitimate rights and interests of organizations and individuals under Article 331 of the Penal Code to investigate and clarify the violations of a number of subjects on cyberspace related to the Con Xanh area.

These decisions have been approved by the People's Procuracy of the same level.

Con Xanh area, where many households are raising aquatic products

Mr. Sai Hong Thanh added: "Up to this point, the People's Committee of Nghia Hung District has organized dialogues 3 times with people cultivating lagoons in the Con Xanh area. The People's Committee of Nam Dinh Province has organized dialogues 5 times but has not yet reached an agreement because the people request a much higher support amount, even higher than the compensation level."

According to local people, this lagoon area has provided livelihood and jobs for thousands of workers.

According to Thanh Nien reporters, the Con Xanh area has an area of ​​about 800 hectares. Many years ago, the Ministry of Agriculture and Rural Development invested in an irrigation system and a system of embankments and plot embankments. After that, the locality let 400 households bid to rent about 425 hectares of lagoons for aquaculture.

By 2014, after many years of aquaculture, hundreds of households had been granted "farm economic certificates". During this period, the People's Committee of Nghia Hung District promoted the development of aquaculture on a farm and family scale, focusing on developing high-value farming species for consumption and export.

However, in 2018, the People's Council of Nam Dinh province approved the Planning for the development of fisheries economy and protection of aquatic resources of the province until 2025, with a vision to 2030, and the People's Committee of Nam Dinh province also issued a decision approving the Planning for the development of fisheries economy and protection of aquatic resources of Nam Dinh province until 2025, with a vision to 2030.

On November 3, 2021, the People's Committee of Nam Dinh province issued a notice to revoke land clearance to serve the investment project to build Xuan Thien Nghia Hung steel rolling mill of Xuan Thien Nghia Hung Joint Stock Company (address Nghia Lam commune, Nghia Hung district, Nam Dinh).

According to records, Nam Dinh provincial authorities determined that from 2022, all land lease contracts have expired and therefore no compensation will be paid.

The Xuan Thien Nam Dinh precast concrete component factory project with a total investment of 900 billion VND is one of 3 projects that started construction in November 2022.

However, households farming in the Con Xanh lagoon area said that the locality's orientation to develop seafood in this area in previous years has caused them to invest a lot of money in infrastructure such as bridges, culverts, and shorelines. Now, the Nam Dinh Provincial People's Committee suddenly issued a decision to reclaim land, especially without compensation, causing people to suffer losses.

In addition, they are also concerned about the social security of thousands of workers working in aquaculture. In addition, many people are worried that placing a steel plant right at the estuary will make it difficult to monitor and manage waste discharge sources, leading to environmental pollution, affecting their lives in the future.

In October 2021, the People's Committee of Nam Dinh province issued decisions approving the investment policy for the complex of 3 green steel projects of Xuan Thien Group. In March 2022, Nam Dinh province approved the adjustment of the investment policy in the direction of increasing capital and capacity for this complex of 3 projects, with a total investment of up to 98,900 billion VND in the coastal alluvial area of ​​Con Xanh (Nghia Hung district).

The complex of projects includes component projects: Xuan Thien Nam Dinh Precast Concrete Components Factory, Xuan Thien Nam Dinh Green Steel Factory No. 1 and Xuan Thien Nghia Hung Green Steel Factory in the communes of Nghia Hai, Nghia Thanh, Nghia Lam and Nam Dien.

In November 2022, the Xuan Thien Nam Dinh Precast Concrete Components Factory project with a total investment of 900 billion VND was started. According to the People's Committee of Nam Dinh province, these large projects promise to promote the industrial, urban and service development of Nghia Hung district; at the same time, they are the premise and driving force for the establishment of Ninh Co Economic Zone (with a total area of ​​nearly 14,000 hectares in Hai Hau and Nghia Hung districts) according to the Prime Minister's planning.

At the same time, the project implementation will gradually turn Nghia Hung into one of the four growth poles according to the provincial planning orientation for the period 2021 - 2030, with a vision to 2050, as well as the orientation and policy for the development of the Red River Delta and the country of the Government.
