On July 29, Nam Dinh Provincial Police initiated a case, arrested and temporarily detained 3 suspects: Tran Van An (Chairman of the People's Committee of Phuc Thang Commune, former Chairman of the People's Committee of Nghia Thanh Commune, Nghia Hung District, Nam Dinh), Pham Ngoc Quyen (former Chairman of the People's Committee of Nghia Thanh Commune) and Dao Van Van (former Vice Chairman of the People's Committee of Nghia Thanh Commune) for the crime of "Abusing position and power while performing official duties".
Through investigation, during the period 2011 - 2023, the above defendants violated their official duties, organized the signing of more than 200 contracts for land lease designation, and allowed the transfer of land lease rights for aquaculture in violation of regulations in the Con Xanh area under the temporary administrative management of Nghia Thanh commune.
The actions of the above defendants caused property damage and also harmed the interests of the State, leading to the fact that when the State had a policy of reclaiming land to implement socio-economic development projects in the Con Xanh area, some people did not agree and sent petitions to central agencies.
According to the People's Committee of Nghia Huong district, the Con Xanh area has an area of over 800 hectares and according to the plan, the Green Steel Project Complex in the Con Xanh area has the largest total investment in Nam Dinh province to date. The implemented projects will arouse and promote the advantages and potentials of marine economic development, creating conditions to improve and enhance people's lives.
