(Dan Tri) - Regarding part-time activists in the village, the Party cell secretary who is also the village chief will receive a concurrent allowance.
According to Decree 33/2023/ND-CP on non-professional workers in villages, Party cell secretary is one of three positions of non-professional workers in villages or residential groups along with village chief or residential group leader, and Head of the Front Work Committee.
Each village or residential group has no more than 3 of the above positions. The above group will receive monthly allowances according to the allowance level that the Provincial People's Committee will submit to the People's Council of the same level for consideration and decision.
At the same time, the Decree also clearly states that Party cell secretaries are encouraged to concurrently hold the position of village chief or head of residential group or Head of the Village or Residential Group Front Work Committee.
In addition, the Party cell secretary at the village and residential group level is not only allowed to concurrently hold the remaining positions of the village or residential group, but is also allowed to concurrently hold the position of a person directly participating in activities in the village or residential group.
Regarding allowances, if a part-time worker in a village or residential group concurrently performs the duties of another part-time worker in the village or residential group, he/she shall receive a part-time allowance equal to 100% of the allowance for the part-time position.
Thus, if the Party cell secretary concurrently holds the position of village chief, he/she will receive a concurrent allowance equal to 100% of the allowance for the position of village chief.
The allowance coefficient of each position will be submitted by the Provincial People's Committee to the Provincial People's Council based on the following criteria: The allowance fund is allocated from the central budget to each village and residential group; the budget source used to pay for salary reform of that locality; the characteristics of each village and residential group.
In particular, the allowance for non-professional workers is based on the basic salary. This allowance is only applied to no more than 3 positions including Party cell secretary, village chief, residential group leader, and Head of the Front Work Committee.
The National Assembly voted to pass the Resolution on the 2025 state budget estimate at the 8th session. Accordingly, regarding the implementation of salary policy and some social policies, public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services will not be increased in 2025.
Thus, the National Assembly officially resolved not to increase salaries for the public sector in 2025.
This means that the basic salary will remain at the current level of VND 2.34 million/month, according to Decree 73/2024/ND-CP.
