The project was established with the goal of building an eco-tourism area combined with a resort that reasonably exploits the advantages of the landscape, is friendly and respects the current state of the environment, ensuring compliance with the overall development plan of Ninh Thuan province and Nui Chua National Park.
At the same time, this place aims to provide high-quality tourism services with its own identity, aiming at harmony between people and nature, developing sustainable tourism.
According to research, the natural characteristics of the mining area belong to the group of "poor natural rocky mountain forests".
Nui Chua National Park (NNP) is located on the border between Ninh Thuan and Khanh Hoa provinces, in the Cam Ranh Bay tourism space with many development advantages. Decision No. 134/2003/QD-TTg of the Prime Minister approving the conversion of Nui Chua Nature Reserve into NNP in the system of special-use forests of Vietnam was issued, opening up tourism investment opportunities with great potential and advantages for the region.
The project "Vinh Hy Luxury Resort" has an area of 51.75 hectares that remains intact and does not affect the forest environment. The area planned for the resort and forest environment lease is 12.9 hectares (including 7.12 hectares of land for ecological resort villas, 1.2 floors high, 1.7 hectares high).
However, according to the 1/500 planning drawing, the actual total construction area is only 2.9 hectares, the construction density within the entire project is 4.59%. The ratio of land area converted to other purposes over the total project area is 19.9%, below the 20% level as prescribed.
The project has been approved by the Ninh Thuan Provincial People's Committee for investment location in Document No. 1166/UBND-TH dated March 23, 2015, approved for investment policy in Decision No. 419/QD-UBND dated October 22, 2015 and approved for local adjustment of the Detailed Construction Planning (scale 1/500) in Decision No. 18/QD-UBND dated January 7, 2022.
Currently, the project development stages are being carried out in compliance with relevant regulations. Accordingly, the project is in the first step of public consultation. The investor - Syrena Vietnam Investment and Development Joint Stock Company - is also preparing to conduct public consultation with the People's Committee/Vietnam Fatherland Front Committee and hold meetings with the Vinh Hai commune community, the Department of Agriculture and Rural Development of Ninh Thuan province, and the Nui Chua National Park Management Board.
After consultation, the Investor will receive written responses and edit and supplement the report before submitting the Environmental Impact Assessment (EIA) report appraisal dossier to the Ministry of Natural Resources and Environment. The comments from individuals, organizations, Vinh Hai commune, Department of Agriculture, and National Park are all the basis for the Project Owner to effectively carry out Environmental Protection work for the project.
During the process of appraising the EIA dossier, the Ministry of Natural Resources and Environment will also establish an appraisal council with specialized experts and functional agencies of Ninh Thuan province to inspect the current status of the Project and appraise the EIA for the Project.

Focusing on developing eco-resorts is one of the important strategies in the transformation process of the smokeless economy: shifting from a tourism philosophy based on the number of people to an orientation to increase the proportion of the high-end segment, both minimizing the number of people and environmental impact, and increasing revenue based on high spending per capita.
