On April 1, the Department of Administrative Police for Social Order (C06) of the Ministry of Public Security informed that the Law on Identification officially took effect from July 1. Thus, the citizen identification card will be changed to the ID card.
For the National Identity Cards that are still valid, they will be used until December 31, 2024. Thus, the National Identity Cards are officially "terminated" after the above deadline.
Citizen identification cards issued before July 1, 2024 are still valid until the expiration date stated on the card. Citizens will be issued a replacement identification card upon request.
Citizen identification cards issued before July 1, 2024 are still valid until the expiration date stated on the card.
Citizen identification cards and identity cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024; at the same time, legal documents that have been issued using information from citizen identification cards and identity cards will remain valid.
The new Law on Identification also expands the subjects eligible for ID cards, including: Vietnamese citizens under 14 years old and Vietnamese citizens who are not eligible for permanent or temporary residence registration if their current residence information is updated in the National Population Database.
People under 6 years old will be issued ID cards from July 1, but identification and biometric information will not be collected. The new ID cards will remove information about hometown, permanent residence, fingerprints, and identifying features, and replace them with information about place of birth registration and place of residence.
According to C05, the ID card will collect iris biometric information for citizens aged 6 years and older when carrying out ID card issuance procedures. In addition, DNA and voice biometric information will be collected when people voluntarily provide it.
The new ID card will integrate information about health insurance card, social insurance book, birth certificate, driver's license, marriage certificate or other documents decided by the Prime Minister.
The use of information integrated into the identity card has the same value as providing information or using documents containing that information in performing administrative procedures, public services, transactions and other activities .
