According to the Department of Administrative Management of Social Order (Hai Duong Provincial Police), recently the unit has focused on reviewing and conducting basic investigations on permanent and temporary residents... in 29 newly established communes, wards and towns when rearranging commune-level administrative units in the province.
As a result, localities have 115,056 permanent households, 4,530 temporary households; there are 307,761 people over 14 years old (the age required to have a citizen identification card), of which 79,135 people over 14 years old do not have a citizen identification card.
According to the Law on Identification, effective from July 1, 2024, all people over 14 years old in 29 new communes, wards and towns will be exempted from issuing and exchanging identification cards.
For commune-level administrative units that do not change their names after the reorganization, people do not need to change their citizen identification cards. For example, Pham Ngu Lao ward merged with Le Thanh Nghi ward (Hai Duong city) to form Le Thanh Nghi ward, so people in Le Thanh Nghi ward (old) do not need to change their citizen identification cards.
Documents, including citizen identification cards, which have been issued by competent authorities to agencies, organizations and citizens before the arrangement according to the old administrative unit, if they have not expired according to regulations, can continue to be used.
According to Resolution No. 1250/NQ-UBTVQH of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province for the period 2023-2025, the whole province will arrange 57 commune-level administrative units into 29 units (28 units formed after the arrangement and 1 unit with adjusted administrative boundaries).
