The Ho Chi Minh City Traffic Construction Investment Project Management Board (investor) has just reported to the Department of Planning and Investment and the Department of Transport on the implementation status of key projects in September 2024.
First, the An Phu intersection project currently has a total progress of 55%. The disbursement rate in 2024 is currently at 23%. This project was originally scheduled to be completed on April 30, 2025, but is now expected to be delayed until December 2025. The project is assessed by the investor as being behind schedule in both construction and disbursement.
Currently, the investor has requested construction units to compensate for progress by increasing shifts, increasing work shifts, and increasing construction sites immediately after receiving construction permits. At the same time, research and propose to competent authorities to adjust construction methods appropriately to speed up progress (if necessary).
The National Highway 50 expansion project is currently achieving the disbursement rate and construction progress as planned. However, the project is facing difficulties as 20 households have not yet handed over their land. Therefore, the investor has requested the City People's Committee to direct relevant departments and agencies to promptly resolve compensation policies to have land for construction.
In the southern gateway of the city, the Nguyen Van Linh - Nguyen Huu Tho underpass project has reached 78% progress. The project is assessed to ensure disbursement rate and construction progress. Construction package No. 2 of the HC2 underpass branch is expected to open to traffic in September 2024. The remaining package is the HC1 underpass branch and will be completed in December this year.
Meanwhile, component project 1 Ho Chi Minh City Ring Road 3, 47km long, has 10 construction packages. 4 packages including XL3, XL6, XL8, XL9 started construction first (in June 2023) with a progress of 24.19%. The remaining 6 packages started construction in early 2024 with an output of 10%. In 2024, the project registered capital of 4,900 billion VND but has only disbursed nearly 956 billion VND (reaching 19.5%).
According to the HCM City Traffic Construction Investment Project Management Board, the construction of the HCM City Ring Road 3 project is on schedule but the disbursement rate has not been achieved. The reason is that the completion of documents for disbursement is still slow. In addition, some items have to wait for a period of time such as public roads, weak soil treatment... so they are not eligible for acceptance.
Regarding the lack of materials, the investor recommended that the leaders of the Ho Chi Minh City People's Committee continue to arrange working schedules with the leaders of the People's Committees of the provinces: Tien Giang, Vinh Long, Ben Tre to shorten related procedures to bring sand to the project soon.
Project progress at Tan Son Nhat airport gateway
At the gateway to Tan Son Nhat airport, the Tran Quoc Hoan - Cong Hoa road connecting project has a total capital of 4,800 billion VND. The project has 5 construction packages, so far the progress has reached 78%, expected to be completed in December 2024. Previously, on August 10, the investor opened the Tran Quoc Hoan - Phan Thuc Duyen tunnel package 3 months ahead of schedule.
According to the investor, the project is ensuring construction progress but the disbursement rate in 2024 is slow, only reaching 21.1%. The reason is that compensation and resettlement work has not been completed, so 400 billion VND cannot be disbursed.
