Internal strife?
Recently, Vietnam Airports Corporation (ACV) - the investor of Terminal T3 at Tan Son Nhat Airport (HCMC) announced the bidding results and signed a construction contract with the winning bidder.

The unsuccessful contractor was the Far East Pearl Joint Venture, including: Unicons Construction Investment Company Limited, Coteccons Construction Joint Stock Company, Central Construction Joint Stock Company, Hawee Electromechanical Joint Stock Company, Ree Electromechanical Engineering and Services Joint Stock Company, and 479 Hoa Binh Joint Stock Company.
It is known that after the bidding results were announced, on July 24, the Hon Ngoc Vien Dong consortium submitted a request for review of the bidding documents for the T3 terminal package to ACV.
Then, on July 31, this consortium continued to send a petition to state agencies about the investor's failure to respond to the contractor's previous petition.
On August 11, Unicons Construction Investment Company Limited - the leading member of the Far East Pearl Joint Venture continued to submit a proposal on the results of contractor selection to ACV.
In the explanatory document sent to the competent authorities, ACV said that after receiving the first petition from the Far East Pearl Joint Venture, on August 1, ACV had responded in writing, ensuring the required time limit of 7 working days. Although the 7 days to respond had not yet expired, this contractor joint venture continued to submit a petition to the competent authority stating that ACV had not responded to the contractor's previous petition.
Regarding the third proposal of Unicons Construction Investment Company Limited, ACV said that on August 14, the investor received a document from Ree Mechanical and Electrical Engineering Services Joint Stock Company (a member of the Far East Pearl Joint Venture), affirming that the contractor did not participate in the complaint, respected and complied with the bidding results of the investor. Similarly, Hawee Mechanical and Electrical Joint Stock Company (with the Far East Pearl Joint Venture) also sent a document to ACV affirming that the contractor accepted and had no proposal regarding the bidding results of the investor.
“Thus, at the same time, ACV received 3 petitions from 3 members of the Far East Pearl Consortium with conflicting contents. However, in the spirit of cooperation and openness, ACV issued a document on August 17 responding to the petitions of the contractor according to regulations,” ACV said.
Many technical points failed
Regarding the reason why the Far East Pearl Joint Venture was not selected to participate in the bidding package for the construction of Terminal T3 at Tan Son Nhat Airport, in the announcement of the bidding results, ACV said that this contractor was awarded 729 technical points (on a scale of 1,000). This score did not meet the minimum requirement of 80% of the total score according to the bidding documents and related regulations.
The central area of T3 terminal will house offices and a commercial center.
Specifically, the technical bidding documents of the Far East Pearl Joint Venture contained many shortcomings or errors, such as: The contractor did not specify the type or did not bid for bridge bearing components, prestressed cable anchors, asphalt, emulsion, and joint sealant materials; the contractor did not provide the type and structure of the glass enclosure according to the design and bidding documents; the proposed aluminum ceiling was missing; the plaster ceiling did not propose the suspended ceiling as required; did not propose smoke curtains, interior glass walls, and passenger seats; the floor tiles did not meet technical requirements.
With the baggage conveyor system, the contractor offered the Boldgate brand but did not have technical documents for evaluation. When the inviting party requested clarification, the contractor changed to Dailuku, changing the nature of the bidding documents, which was not in accordance with the principle of clarifying documents;
The telescopic bridge system serves passengers, the contractor offers full equipment, but the technical requirements and technical solutions are used for the Long Thanh airport project, which is not suitable for the bidding requirements for the T3 terminal - Tan Son Nhat.
Regarding the aviation security control equipment system, the contractor offered Leidos equipment, including a hand luggage scanner that did not meet the technical requirements. In addition, the contractor cited Smith Detections equipment in the technical and installation description. Terminal T3 only serves domestic use and does not have an international or customs line, so it does not meet the bidding documents.
Regarding the technical solutions for construction, the roof of the terminal, the contractor explained the construction solutions were not in accordance with the design; the construction solutions and installation of the scanners were not in accordance with the design, and the explanation was mistakenly for the Long Thanh airport project; the construction solutions for the roadbed and aircraft parking lot were not up to standard, and the compaction of the 30-50 cm thick structural layer did not ensure technical and quality standards.
The contractor explained that arranging the auxiliary area, office, and construction site warehouse on the land of the 370th Division headquarters is not feasible and unreasonable; the contractor's arrangement of the access road to the construction site coinciding with the construction site of Tran Quoc Hoan - Cong Hoa Street in Ho Chi Minh City to be implemented at the same time is not feasible...
In a report sent to the competent authority regarding the bidding for the selection of contractors for the construction of Terminal T3 - Tan Son Nhat, ACV said that the bidding package was invited from April 20, 2023, then extended for another 10 days. At the closing date of bidding on June 9, 2 contractors submitted their documents.
On July 24, ACV approved and announced the list of contractors meeting the technical requirements to open the bidding documents. Only one contractor consortium met the technical requirements, the Far East Pearl Consortium did not meet the technical requirements.
On August 9, ACV approved the contractor selection results and announced the results with reasons for not being selected to the contractors.
On August 14, ACV signed a contract to construct Terminal T3 at Tan Son Nhat Airport. Construction is expected to begin on August 31.
