According to Resolution No. 1243 on the arrangement of district and commune-level administrative units of Nghe An province for the period 2023 - 2025, effective from December 1, 2024, the Standing Committee of the National Assembly has resolved to merge the entire natural area of 29.09 km2 and the population of 77,813 people of Cua Lo town; and the total natural area is 6.17 km2, the population is 11,884 people of Nghi Xuan commune, the total natural area is 6.12 km2, the population is 10,409 people of Phuc Tho commune, the total natural area is 9.50 km2, the population is 11,006 people of Nghi Thai commune and the total natural area is 10.35 km2, the population is 11,831 people of Nghi Phong commune of Nghi Loc district into Vinh city. After the arrangement, Vinh city has a natural area of 166.22 km2, a population of 580,669 people with 33 commune-level administrative units, including 24 wards and 9 communes.

According to Decision 3025 dated December 9, 2024 of the Provincial Party Committee signed and issued by Secretary of the Provincial Party Committee Nguyen Duc Trung, the Vinh City Party Committee (new) was established on the basis of merging 77 grassroots party organizations under the Vinh City Party Committee, 48 grassroots party organizations under the Cua Lo Town Party Committee and 7 grassroots party organizations under the Nghi Loc District Party Committee. Thus, at the time of merger, the Vinh City Party Committee (new) had 132 grassroots party organizations under it, including 54 grassroots party committees, 78 grassroots party cells and 847 party cells under the grassroots party committees with 31,238 party members. The Vinh City Party Committee (new) officially came into operation from January 1, 2025. The Cua Lo Town Party Committee ceased its operation from December 31, 2024.

After the merger, the Party Committee of Vinh City (new) has become much stronger, with enough capacity to excellently complete all assigned tasks. Comrade Nguyen Duc Trung said that this is a turning point decision, with long-term strategic vision to develop Vinh City into the central urban area of Nghe An province, an important driving force in the development of Nghe An; creating a premise for Vinh to develop comprehensively, worthy of being the central urban area of the North Central region according to the orientation of Resolution 39 of the Politburo.
