That was the direction of Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation at the online conference with ministries, branches and localities on the topic "Improving the efficiency of providing and using online public services" organized by the National Committee on Digital Transformation in Da Nang City this morning, August 31. At the Quang Tri bridge, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Vice Chairman of the Provincial People's Committee Hoang Nam attended.

According to the report of the Ministry of Information and Communications, from 2011 to present, Vietnam has gone through 2 development stages of online public services. In which, stage 1 is the initial stage when the number of high-level online public services deployed is very small nationwide; stage 2 is the stage of extensive development, when there is a breakthrough in the number of online public services.

The implementation of online public services has been successful but uneven among ministries, branches and localities. Besides units with high results, there are still many units with very low results, especially in the whole process of online records. Some localities have achieved a very high rate of up to 69%, but many localities still have a very low rate.

To deploy online public services in the new phase, develop in depth, essentially popularize online public services in the direction of full online, ministries, branches and localities need to achieve the goal of developing full online public services in 2024 and by 2025. Specifically, in 2024, for ministries and branches, the rate of full online records must reach at least 70%; for localities, it must reach at least 30%. In 2025, for ministries and branches, the rate of full online records must reach at least 85%; for localities, it must reach at least 70%.

To achieve the above goals, the Ministry of Information and Communications has built a framework for implementing online public services to guide ministries, branches and localities in universalizing online public services throughout the process.

For Quang Tri, the province has deployed the Provincial Administrative Procedure Information System (APIS) based on the consolidation of the provincial electronic one-stop system with the provincial online public service portal. The system has converted to IPv6, connected the monitoring and measurement system for the provision and use of digital government services (called the EMC system) and connected to the national database on population.

Quang Tri is currently providing 1,197 full-process online public services (DVCTT) and 562 partial online public services (DVCTT) on the provincial administrative procedure settlement information system; providing 777 full-process online public services (DVCTT) and 207 partial online public services (DVCTT) on the National Public Service Portal.

In the first 6 months of the year, state administrative agencies at 3 levels in the province received 150,969 records on the provincial Administrative Procedures Information System, of which 140,394 records were processed (140,061 records were processed on time and before the deadline, 309 records were overdue); 5,932 records are being processed (5,835 records are within the deadline, 92 records are overdue).

At the conference, representatives of ministries, branches and localities focused on discussing the situation, practical experience, results of implementing online public services and key tasks and solutions to improve the effectiveness of online public services in the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts and achievements of ministries, branches and localities; the drastic and close direction of the National Committee on Digital Transformation; the consensus, support and active participation of the people and the business community. At the same time, he analyzed the achieved results, pointed out the shortcomings, limitations and causes affecting the digital transformation process.

In the coming time, the Prime Minister requires ministries, branches and localities to ensure compliance with the Party's guidelines and policies, the laws, mechanisms and policies of the State and Government for a common goal: minimizing costs and implementation time, creating convenience and best service for people and businesses. Focus on minimizing costs and implementation time, creating the best conditions and best service for people and businesses; creating the best conditions for them to perform online public services. Resolutely reduce internal administrative procedures and public services serving people and businesses. Build and consolidate "3 focuses": legalization, digitalization, automation, aiming for "4 no's": no paperwork, no cash, no contact if not required by law, leaving no one behind.

Implementing "5 promotion and strengthening": Strengthening decentralization of authority along with resource allocation, improving enforcement capacity, clearly defining the responsibilities of each individual, each level, each sector and strengthening supervision and inspection; enhancing publicity, transparency, simplifying administrative procedures associated with data integration, connection, and sharing; increasing investment in digital infrastructure, enhancing dialogue, and handling arising problems; promoting discipline, order, and pushing back negativity; enhancing digital knowledge and skills, developing digital human resources to meet the requirements in the new situation.
