Reflecting on being made difficult when enrolling children in school
The incident involved Ms. Nguyen Thi Hai (Ward 2, Chanh Phu Hoa Ward, Ben Cat City) who went to enroll her niece NTGH (7th grade student in Thanh Hoa province, parents in the countryside are poor, the child went to Binh Duong to live with her aunt, Ms. Hai), applying to enter 8th grade at Chanh Phu Hoa Secondary School (Chanh Phu Hoa Ward, Ben Cat City).
According to Ms. Hai's report, on August 16, she went to Chanh Phu Hoa Secondary School to apply for admission for NTGH and was granted a certificate of acceptance when the application was complete and valid. The school instructed that the child's household registration must be transferred from Ward 4 to Ward 7. Because the house is currently in Ward 4, Ms. Hai's husband is the head of the household. Meanwhile, Ms. Hai (H's aunt) had just transferred her household registration to a newly purchased house in Ward 7 in the same Ward of Chanh Phu Hoa.
Ms. Hai's family did as requested, however, the process of withdrawing the application and requesting a letter of introduction required time and results from the authorities.
Anxious as the school year was approaching, on August 29, Ms. Hai went to school hoping that the Principal of Chanh Phu Hoa Secondary School would accept the application so that her child could attend school on time for the opening ceremony. However, the Principal replied: wait for the certificate of residence in Ward 7 to accept it.
Ms. Hai wondered why she was not admitted to the school even though she had a registered residence in Ward 4, Chanh Phu Hoa Ward. The principal replied that NTGH was not related to the head of the household (Ms. Hai's husband). Ms. Hai requested to present her marriage certificate and birth certificates to prove her identity, but was still not accepted.
"My family had trouble enrolling my child in school without any clear reason. Children with a household registration have the right to go to school. Requiring confirmation of residence to identify identity is too complicated, causing difficulties for workers from other provinces who come to Binh Duong to live and study," said Ms. Hai.
Will definitely accept students
Reporters from Lao Dong Newspaper have forwarded the above reflection to the leaders of Ben Cat City. The city leaders immediately directed early verification, and at the same time, added that currently the city's schools are overloaded.
Responding to the above issue, Ms. Tran Thi Thao - Vice Chairman of Ben Cat City People's Committee said that she had verified the incident. The school explained that the reason was that the guardian was not clear. Ms. Hai's husband should have been the one to apply for admission for H, but Ms. Hai was the one who applied. However, Ms. Hai's name was not in the household registration book. The school wanted to provide the above instructions to make the documents legal for the guardianship. This is to fulfill the legal responsibilities of the guardian in the future, and the school does not make things difficult for the people.
Ms. Tran Thi Thao said that after discussing with the school, they definitely have to accept the above student because he is from Chanh Phu Hoa ward. The next issue is to complete all the required documents.
No student refusal
Ms. Tran Thi Thao said that many years ago, she had directed that, despite the overload, all children in Ben Cat who are of school age must be accepted. They can study in the right area, or in a different area (due to overload in some places), but they must still be accepted. For example, Chanh Phu Hoa school has 50 students per class, but they still have to be accepted. No child of a worker can be refused. I hope that the workers will understand and share this.
