On March 17th, the Ministry of Culture, Sports and Tourism, in coordination with the People's Committee of Dien Bien province and the National Political Publishing House, organized the national scientific conference "Dien Bien: Leveraging its potential and advantages for sustainable tourism development."

The workshop, part of the National Tourism Year - Dien Bien 2024 series of events, was held after the opening ceremony, contributing to the continued effective implementation of the Party's guidelines and policies, and the State's laws and regulations on tourism development in general, as well as the exploitation of potential and sustainable tourism development advantages in Dien Bien province in particular.

Attending the workshop were representatives from central ministries and agencies; research institutes and training institutions; the Vietnam Tourism Association, Vietnam Travel Association, and Vietnam Hotel Association; travel companies and businesses; and researchers and scientists from various fields.

In his opening remarks, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that each locality must have unique and representative products, and development must be balanced, with an emphasis on linkages. Therefore, within the framework of the Dien Bien National Tourism Year, the workshop was organized as an opportunity to listen to the opinions of scientists and practitioners to make practical contributions to the development of tourism nationwide in general and Dien Bien in particular.

Event - Finding answers to the question: What needs to be done to make Dien Bien tourism truly take off?

Minister of Culture, Sports and Tourism Nguyen Van Hung delivered the opening remarks at the workshop.

Based on an accurate assessment of the current state of tourism development in Dien Bien over the past years, the goal is to orient Dien Bien's sustainable tourism development, clarify its competitive advantages, uniqueness, and distinctiveness; and apply science and technology and digital transformation in tourism development to improve service quality. Only then can Dien Bien's tourism truly take off, repositioning Dien Bien on the tourism map of Vietnam and the world...

Sharing his views on Dien Bien's tourism landscape at the conference, Dien Bien Provincial Party Secretary Tran Quoc Cuong stated that Dien Bien possesses many potentials and advantages, including the special national historical site of Dien Bien Phu Battlefield, a rich and diverse multi-ethnic culture, and majestic scenery. In 2023, the province surpassed the 1 million tourist mark for the first time, an increase of nearly 25% compared to the previous year. However, the results achieved are still modest; the scale of tourism activities remains small.

Affirming the desire to find answers to the question: What needs to be done for Dien Bien tourism to truly develop?, the Secretary of the Dien Bien Provincial Party Committee hopes that this scientific conference will be a forum for managers, policymakers, and experts in the tourism industry to analyze and assess the tourism potential and the effectiveness of tourism development resources within the overall socio-economic picture of Dien Bien province; and evaluate the results achieved.

Specifically, the study aims to clarify the "bottlenecks" and "obstacles" in the development of tourism in Dien Bien; forecast the influencing factors, and based on that, find solutions to effectively promote and exploit the core values of Dien Bien to develop tourism, attract and satisfy tourists, and orient the comprehensive, rapid, and sustainable development of Dien Bien tourism.

In his remarks, Deputy Prime Minister Tran Hong Ha emphasized that Dien Bien is still a poor province, but it has many potentials and advantages that can be exploited. Therefore, if Dien Bien identifies tourism as a key economic sector, the most important thing is to discover, unleash, and strongly develop these untapped potentials.

Within the framework of the workshop, the Deputy Prime Minister "commissioned" the delegates to find answers to the following questions: What specific potential does Dien Bien have, how can those resources be utilized to their full potential, how can connections be created, and how can investors and designers be attracted to make it even more appealing?

Regarding Dien Bien province's tourism development, Deputy Prime Minister Tran Hong Ha also noted several issues that need attention: Firstly, it is necessary to identify the challenges facing the tourism sector in order to find solutions to overcome them. Secondly, key, strategic, and breakthrough solutions must be developed to promote the development of the tourism sector.

Third, attention must be paid to selecting and introducing unique tourism products that are both distinctive and local specialties, but also linked to the historical value of the Dien Bien Phu victory. Fourth, Dien Bien's tourism must be quickly connected to the national and international tourism networks. Emphasis should be placed on applying Industry 4.0 technology and the global information explosion to introduce and promote the tourism, cultural, and historical values of Dien Bien, thereby creating inspiration and attracting more tourists.

In addition, Deputy Prime Minister Tran Hong Ha suggested that Dien Bien should focus on strengthening the linkage of the four stakeholders (State, scientists, managers, businesses, and farmers) in tourism development, based on the community tourism model as the central element, linked with the development of green tourism, sustainable tourism, and carbon tourism.

With the goal of listening to suggestions and feedback for tourism development, the workshop attracted numerous discussions and exchanges, along with over 80 high-quality papers from managers, scientists, and experts at the central and local levels. These papers clarified, analyzed in depth, and accurately assessed the current state of tourism development in Dien Bien; the influencing factors, opportunities, and challenges; and proposed directions, tasks, and solutions such as promoting the exploitation of the rich cultural and historical heritage, building a cultural environment within traditional festivals, and developing tourism products linked to natural values .
