Ms. Loc Tuong Vy, born in 1999, Tay ethnic group in Na Lau village, Thuong Lam commune (Lam Binh district). She was born into a poor family in the commune. Her father died early when she was 8 years old. Before borrowing money, she was a student studying Youth Work at the Vietnam Youth Academy. Realizing that her hometown has typical products such as: dried pork, sour pork, corn wine with yeast leaves, knife wine, brocade, Khau Mut tea that meet OCOP standards of 3 stars or more, she cherished the desire to promote and introduce her hometown's products to the markets.
After graduating from university, she returned to her hometown to start a business, but without capital, she encountered many difficulties when starting a business. Thanks to the attention of local authorities and savings and loan groups, in June 2023, she was considered for a loan of 240 million VND from the Employment Program of the Bank for Social Policies (CSXH) to invest in a store to introduce typical OCOP products of Lam Binh district, such as: Dried pork, sour pork, corn wine with leaf yeast, knife wine, brocade, Khau Mut tea. Up to now, the store displaying her typical products has attracted many customers to visit and buy products. Thanks to that, the monthly income of the store ranges from 15 million to 25 million VND.
Mr. Nguyen Quynh Hung, Director of the Transaction Office of the Social Policy Bank (CSXH) of Lam Binh district, said that in order to help ethnic minority people have more preferential capital sources to develop the economy and expand production and livestock models, in recent years, the Transaction Office of the Social Policy Bank of Lam Binh district has created conditions for 7,825 ethnic minority households to borrow capital, with a total outstanding loan of VND 460 billion 042 million. From 2019 to present, policy capital has contributed to helping more than 4,000 households escape poverty, create new jobs for over 6,000 workers, support 60 students with difficult circumstances to borrow capital to study, and build 963 houses for poor households and ethnic minority policy households. Effectively promoting policy capital has helped many households escape poverty and stabilize their lives.
Chairman of Lam Binh District People's Council, Mr. Dang Van Sinh said: Currently, the District has 06 communes in Region III, 03 communes and 1 town in Region I; with 75/100 villages and residential groups with special difficulties eligible for investment in the National Target Program (MTQG) for socio-economic development in ethnic minority and mountainous areas. Through programs and projects, from 2019 to the end of 2023, the District has effectively used a total capital of over 420 billion VND, of which development investment capital is over 200 billion VND, supporting investment and repair of over 150 works; career capital of over 220 billion VND, supporting residential land for 17 households, production land for 36 households; supporting 897 households to change jobs, investing in 2,433 scattered clean water works, supporting breeding animals for 1,762 households...
Policies on cultural preservation and development, information and propaganda in ethnic minority areas have been promoted and preserved in association with tourism development. Focusing on building infrastructure and implementing programs to support ethnic minority people in socio-economic development has contributed to changing the face of rural areas and the lives of people in remote communes and villages.
Thanks to the attention of Party committees and authorities at all levels, the effective implementation of ethnic work and ethnic policies, along with the efforts of outstanding ethnic minority individuals in all fields, many villages and hamlets in the mountainous district of Lam Binh have been transformed.
