Realizing potential
Located at the eastern gateway of the Hanoi Capital region, with a river system evenly distributed throughout the localities, connecting areas in the province and regions across the country, Hai Duong has many advantages to develop inland waterway traffic.
In particular, the province has two important inland waterway corridors in the Northern region passing through: Route No. 1 Quang Ninh - Hai Phong - Viet Tri and Route No. 2 Quang Ninh - Hai Phong - Ninh Binh. Water transport has many strengths such as long transport distance, low cost, and environmental friendliness. However, currently the output and market share of inland waterway transport in Hai Duong are still quite modest, accounting for about 40-60 million tons/year.
On October 18, the People's Committee of Hai Duong province approved the investment policy and approved Vietnam National Shipping Lines as the investor to implement the Ninh Giang Inland Water Port Project with a scale of more than 27 hectares in the areas of Hong Phuc and Kien Quoc communes (Ninh Giang). Of which, 16.45 hectares of land is inside the dike and 10.62 hectares of land is outside the dike.
The total investment capital of the project is expected to be over VND 1,496 billion (of which over VND 448.9 billion is the investor's own capital and nearly VND 1,048 billion is borrowed capital). The project's operating period is 50 years.
Ninh Giang Inland Water Port is invested with the goal of becoming a traffic, logistics and multimodal transport hub to serve the needs of transport, loading, storage and distribution of goods in the region. The project contributes to attracting investors to industrial parks, industrial clusters, and socio-economic development in Ninh Giang district in particular and Hai Duong in general.
This not only promotes the potential of Hai Duong's inland waterway transport, gradually realizing the goal of improving inland waterway transport capacity in the province, but also contributes to reducing pressure on overloaded road transport.
Mr. Nguyen Van Dang, An Lang village, Hong Phuc commune, nearly 80 years old, 55 years of Party membership said: "When we heard about the inland waterway port project in the locality, we were very excited. Our people wholeheartedly supported the land clearance for the project."
Expectations to promote socio-economic development
According to the master plan, Ninh Giang Inland Waterway Port will build 6 pier-shaped wharves, mooring platforms and 6 working bridges connecting to the shore, each bridge is about 11 m long. The wharf can receive ships and barges with a capacity of up to 2,000 tons. Outside the dike with an area of over 10 hectares, the planned construction items include a traffic system and a staging area behind the wharf.
Inside the dike, there is an area of more than 16.5 hectares with planned construction items including a warehouse area of 11.2 hectares, an office area, a technical infrastructure area including a maintenance workshop, equipment repair, car wash bridge, wastewater treatment station, and other items...
The project will be implemented in two phases. Phase 1 includes the following items: hydraulic works, logistics area outside the dike, technical infrastructure area, and other items; construction is expected to be completed and the area outside the dike put into operation in the first quarter of 2027.
Phase 2 includes items: warehouse area, office, technical infrastructure, other construction items; the entire project is expected to be put into operation in the area in the fourth quarter of 2028.
Ninh Giang inland waterway port has a total designed capacity of about 3 million tons of cargo/year, with a master plan of 6 wharfs. In the period 2025-2030, 1-2 wharfs are planned.
In order to be able to load and unload various types of goods, suitable for the scale of inland waterway ports, the exploitation equipment at the port is proposed to use fixed cranes. When exploiting container goods, the crane is installed with a spreader, when exploiting bulk goods, the crane is installed with a grab bucket to lift the goods down to the trucks to move into the yard, general goods use a crane hook. In addition, it is possible to combine the use of other equipment such as pneumatic cranes and long forklifts for loading and unloading.
To meet the criteria for building a modern logistics center project, the project will research and apply a 4.0 smart information technology system when operating, capable of connecting information between shipping lines, freight agents, customs, port production control centers, procedures, freight, cargo owners, etc. The smart information technology system will help reduce waiting time for administrative procedures on customs, quarantine, declarations, service fees, etc. for customers, increase productivity, support, ensure port safety and security, etc.
Ms. Bui Thi Chien, Chairman of the People's Committee of Hong Phuc Commune, said that this is the largest project ever invested in the locality. When completed and put into operation, it will be a place to gather and transit many diverse and abundant goods. The project, when completed and put into operation, will create many job opportunities, increase income for local people and neighboring communes and districts, and also attract more high-quality human resources to serve port services. Thereby, local business services will be expanded, promoting the socio-economic development of the locality and Ninh Giang district. People hope that the project will soon be invested in, completed and put into operation.
