On the afternoon of February 13, the Provincial Party Committee Standing Committee held a conference to discuss and give opinions on a number of important contents. Comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were comrades: representatives of Central Party Committees; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation and a number of departments and branches.

At the conference, delegates discussed and contributed opinions to the draft reports and submissions of the Provincial Party Committee and People's Committee on: The policy of issuing support policies of the province to implement Resolution No. 18-NQ/TW and Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government; guiding criteria for evaluating cadres, civil servants, public employees, and workers, developing bonus regulations and developing a plan to reduce civil servants and public employees receiving salaries from the state budget according to the provisions of Decree No. 178/2024/ND-CP, Document No. 31/CV-BCĐTKNQ18, dated January 4, 2025 of the Government Steering Committee.

Concluding the conference, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, emphasized that the issuance of the province's support policy to implement Resolution No. 18-NQ/TW and Decree No. 178/2024/ND-CP is reasonable and necessary, consistent with reality, in order to promptly motivate and encourage cadres, civil servants and public employees to voluntarily retire early, quit their jobs early, creating favorable conditions for the province to carry out the revolution of streamlining the organizational apparatus.

The Provincial Party Secretary agreed on the policy and 3 additional support levels of the province (equal to 30%, 20%, 10% of the subsidy level according to Decree No. 178/2024/ND-CP of the Government) corresponding to 3 specific time frames to prioritize and encourage cadres, civil servants, and public employees to voluntarily write early resignation letters, creating conditions for the province to soon complete the organizational arrangement.

He requested the Provincial Party Committee to closely follow the central government's directives and instructions, promptly complete the province's support mechanism submission to soon submit to the Provincial People's Council for consideration and promulgation.

Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, delivered a concluding speech at the conference.

The Provincial Party Standing Committee also highly agreed with the content of the draft guiding criteria for evaluating cadres, civil servants, public employees, and workers, developing bonus regulations, and developing a plan to reduce civil servants and public employees receiving salaries from the state budget.

The Provincial Party Secretary assigned the responsibility to the heads of agencies and units directly employing labor to review, evaluate, develop plans and implementation roadmaps, ensuring a minimum reduction of 20% of civil servants and public employees to streamline the organizational apparatus of agencies, units and localities.

Also at the conference, the Provincial Party Standing Committee agreed with the reports and submissions on the failure to implement the Project to establish the Oncology Hospital and the Cardiovascular Hospital in the Action Program No. 02-CTr/TU, dated December 30, 2020 of the Provincial Party Executive Committee to implement the Resolution of the 20th Provincial Party Congress, term 2020 - 2025; the policy to adjust the investment project to build and operate the infrastructure of Binh Minh Industrial Cluster, Kien Xuong District of Thuan Cuong General Trading Company Limited; the policy to adjust the investment project to build an export garment factory in An Trang Commune, Quynh Phu District of HNF Garment Joint Stock Company; the policy to adjust the Greenworks Thai Binh Vietnam factory project in Lien Ha Thai Industrial Park, Thai Thuy District of Greenworks Thai Binh Company Limited; Report on the implementation of Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo (13th tenure) on Party congresses at all levels towards the 14th National Congress of the Party; at the same time listen to and give opinions on a number of contents on personnel work.
