22ND SESSION OF THE 13TH PROVINCIAL PEOPLE'S COUNCIL:

On March 21, the 13th Provincial People's Council, term 2021 - 2026, held its 22nd session (14th thematic session) and passed many important resolutions, aiming to focus priority resources on key projects, creating momentum to promote socio-economic growth of the province...

Additional resources, removing bottlenecks

The meeting passed a Resolution (NQ) adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025. Accordingly, VND 96 billion from increased revenue and expenditure savings in 2024 will be added to the total source of the medium-term public investment plan from local budget capital for the period 2021 - 2025 to allocate to 14 projects being implemented, in need of additional capital to speed up implementation progress. 9 project lists of infrastructure works will be added to develop land funds.

Explaining the necessity of issuing the above Resolution, Director of the Department of Finance Nguyen Thanh Hai said that in the process of managing the 2024 budget estimate, there were sources of increased revenue and expenditure savings compared to the plan, so it was necessary to add the total source to the medium-term public investment plan for the period 2021 - 2025 to allocate to investment projects, in order to speed up the implementation progress to serve socio-economic development. For example, key projects such as: Coastal road section Cat Tien - Diem Van; coastal road section from National Highway 1D to the new National Highway 19; construction of coastal road section through Lo Dieu pass; renovation and repair of the Examination Department of the Provincial General Hospital; construction of a new Department of Nephrology and Dialysis of the Provincial General Hospital...

Similarly, the Resolution on adjusting and supplementing the list of works and projects for which the State will reclaim land to implement socio-economic development projects for national and public interests and the List of works and projects for which the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land (adjusted and supplemented) in 2025 was also voted and approved by the Provincial People's Council delegates. In particular, the list includes 15 works and projects for which the State must reclaim land with an area of ​​over 1,949 hectares and a list of 8 works and projects for which the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land will be converted.

According to Director of the Department of Agriculture and Environment Cao Thanh Thuong, when this Resolution is issued, it will help to quickly deploy projects, put them into operation, bringing revenue to the state budget; help complete infrastructure to promote socio-economic development and ensure security and defense; create jobs, increase income for people.

Speed ​​up the implementation of key projects

At the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan informed the delegates of the Provincial People's Council about the results of implementing socio-economic development tasks in the province in the first 3 months of the year and the plan to implement tasks, plans and targets for socio-economic development in the province in 2025.

Compared to the plan assigned by the Provincial People's Council, comrade Pham Anh Tuan said that the province has made some adjustments and built a growth scenario for 2025 according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee, which will be from 8.5% - 9% (the original plan was 7.6% - 8.5%). "With such targets, the Provincial People's Committee has adjusted the entire scenario for managing the growth plan for 2025 in a very detailed, specific and highly feasible manner," said comrade Pham Anh Tuan.

The head of the provincial government also assessed that the province's socio-economic situation in the first three months of the year had many positive signs, with an expected growth of over 7%. In addition, the export turnover in the first three months of the year is estimated to reach nearly 500 million USD, an increase of 18%; public investment disbursement is 12.6% compared to the plan, the disbursement rate is maintained steadily; budget revenue is estimated at 4,700 billion VND, reaching 26.7% compared to the plan, an increase of 61.4% over the same period...

Regarding the province's key projects, the Chairman of the Provincial People's Committee informed: Currently, the Ministry of Construction is preparing procedures for the Quy Nhon - Pleiku Expressway Project to submit to the National Assembly for consideration, and is trying to start construction this year. The Phu Cat Airport Runway No. 2 Project is in the process of implementing procedures, striving to start construction in August 2025 and will be basically completed after 10 months. The Phu My Industrial Park Construction Project has completed procedures at the provincial level, the only remaining problem is the removal from the mineral planning in this area. Regarding the PNE Group's offshore wind power project, if nothing changes, when the Prime Minister signs the plan to implement the Power Plan VIII, the capacity allocated to the province will be quite large. The project will be implemented in phase 1 with a capacity of about 750 MW, with an investment capital of about 30,000 billion VND...

Chairman of the Provincial People's Committee Pham Anh Tuan also affirmed that over 80% of investment memorandums of understanding between the province and enterprises are being deployed and implemented. "At the end of March, the province will organize an investment promotion conference that is considered to be the largest ever. At this conference, the province is expected to grant investment certificates and sign memorandums of understanding for 68 projects of investors, with an estimated investment capital of about 180 trillion VND; of which, 21 projects have been granted investment policies with an investment capital of about 17,000 billion VND," the Chairman of the Provincial People's Committee informed.

The head of the provincial government also emphasized that in order to continue to effectively implement the set targets and goals, the Provincial People's Committee will continue to implement the motto "Taking people and businesses as the center, working at lightning speed, solving work within the day. Working responsibly, serving, fully preparing working conditions in the new model...".

In his concluding remarks at the meeting, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that the province is at a very important moment in history, and must simultaneously carry out two very important tasks. Firstly, it is necessary to accelerate the implementation of socio-economic development tasks to develop the economy at a double-digit rate with the whole country in the period of 2026 - 2030, in 2025 alone, the province must achieve a growth rate of over 8.5% according to the Resolution assigned by the Government. Secondly, it is necessary to carry out the second phase of the revolution to streamline the political apparatus in accordance with the direction of the Central Government, building a two-level local government (province and commune).

“At the same time, we are doing two extremely difficult tasks in parallel, in the condition of running, queuing, and working at the same time. Therefore, it requires the efforts of all levels and sectors, and the support and consensus of the people. And the Resolutions passed by the Provincial People's Council at the session are an important legal basis for implementing those urgent and pressing contents,” said Secretary of the Provincial Party Committee Ho Quoc Dung.

Chairman of the Provincial People's Council Ho Quoc Dung also requested that immediately after the end of the session, the Provincial People's Committee and the Chairman of the Provincial People's Committee direct all levels, sectors and localities to focus on organizing and implementing with a proactive, creative, drastic and synchronous spirit to ensure that the Resolutions of the Provincial People's Council come to life and achieve practical results. Be proactive in organizing and implementing the Central's policies on rearranging and organizing the apparatus in the political system from the province to the grassroots level, ensuring that the activities of agencies and units after the rearrangement are of high quality, without work interruption, without leaving vacant areas and fields and without affecting the normal operations of agencies, units, organizations and people.

Electing 3 additional members of the Provincial People's Committee for the 2021 - 2026 term

Within the framework of the 22nd session of the 13th Provincial People's Council, the delegates of the Provincial People's Council unanimously voted to elect additional positions of members of the Provincial People's Committee for Mr. Tran Van Sang - Director of the Department of Justice; Cao Thanh Thuong - Director of the Department of Agriculture and Environment; Luong Dinh Tien - Director of the Department of Ethnic Minorities and Religions. In addition, the delegates of the Provincial People's Council also voted to dismiss the position of members of the Provincial People's Committee for the 2021-2026 term for 6 leaders of departments and branches due to having transferred to other jobs or retiring; and to dismiss one individual from the position of delegate of the 13th Provincial People's Council for the 2021-2026 term, due to retirement according to the regime.
