Kim Son is the only district in Ninh Binh province with a sea, a large area, and a large population. After more than 12 years of implementing the National Target Program on New Rural Development (NTM), on August 18, 2023, the Prime Minister issued Decision No. 968/QD-TTg recognizing Kim Son district as a district meeting NTM standards in 2022.
Up to now, 23/23 communes of Kim Son district have met the new rural standards, 4 communes have met the advanced new rural standards, 1 commune has met the model new rural standards; 33 villages and hamlets have met the model new rural residential area standards; 2/2 towns have met the civilized urban standards.
In 12 years of implementing the National Target Program on New Rural Construction, Kim Son's total mobilized capital is over 7,000 billion VND (of which: State budget capital is over 3,600 billion VND, community contribution capital is over 2,100 billion VND and other mobilized and supported sources).



Kim Son has advantages in developing marine economy, developing industry - handicrafts, service industry, is the leading district of the province in developing agricultural and fishery economy and is the rice granary of Ninh Binh province.
By the end of 2022, the average income of the whole district reached 57.2 million VND/person/year. By the end of December 2022, the rate of poor and near-poor households in 23/23 communes in Kim Son district had all decreased to below 1.5%. The rate of people satisfied with the results of building new rural areas reached 99.53%.


Thanks to the good performance of the campaign to mobilize the entire population to participate in the movement to build new rural areas, up to now, Kim Son has mobilized more than 130 billion VND in cash, nearly 100 thousand working days, people donated nearly 90 hectares of land to consolidate fields, renovate inner fields, dismantle more than 1,000 square meters of fences, cut down thousands of perennial fruit trees... to build roads, build cultural houses, sports areas...
100% of communes have met the NTM standards, of which Dong Huong commune has met the model NTM standards, and 4 communes Thuong Kiem, Luu Phuong, Quang Thien and Yen Loc have met the advanced NTM standards.


In addition to implementing the criteria, Kim Son district focuses on investing in building infrastructure in the area: electricity, roads, schools, stations, and cultural houses to create clear highlights and add bright colors to the rural picture.
