Building modern rural areas: People's income must be as high as that of urban areas

DNVN - The new rural construction program for the 2026-2030 period, with a vision to 2040, must ensure the successful construction of a modern rural area with a developed rural economy; high income of residents not inferior to urban areas and low poverty rate.

The National Target Program on New Rural Development has been implemented for 15 years and has achieved many great achievements, making important contributions to improving farmers' lives and socio-economic development. In the new context, the program sets new requirements.

The Resolution of the 10th Central Executive Committee on agriculture, farmers and rural areas issued in 2008 emphasized the need to continue to effectively implement national target programs in rural areas, especially hunger eradication and poverty reduction in districts and communes with poverty rates of over 50%. Quickly overcome pressing problems in rural areas, first of all, those related to land acquisition; and carry out infrastructure construction one step ahead.

The Political Report of the 12th Central Committee at the 13th National Party Congress stated the policy of "Continuing to effectively implement the policy of restructuring agriculture, developing agriculture and rural economy associated with building new rural areas in the direction of ecological agriculture, modern rural areas and civilized farmers".

The Resolution of the 13th Central Executive Committee on agriculture, farmers, and rural areas by 2030, with a vision to 2045, clearly states: building a modern, prosperous, happy, democratic, and civilized countryside; with synchronous economic and social infrastructure; a green, clean, and beautiful environment; a healthy, rich cultural life imbued with national identity; political security, order, and social safety are ensured.

Speaking at the workshop “Consulting and collecting opinions on the implementation orientation of the National Target Program on New Rural Development for the period 2026-2030”, on February 20, Mr. Cao Duc Phat - former Minister of Agriculture and Rural Development said that the program must ensure the successful construction of modern rural areas with a developed rural economy; high income of residents not inferior to urban areas and low poverty rate.

People must have conditions for education, health care, and cultural enjoyment that are not inferior to those in urban areas; maintain and promote national cultural identity; security, order, and social stability must be maintained.

At the same time, build a green, clean and beautiful environment; infrastructure that meets the requirements of economic development and modern life; and a strong political system.

“It is necessary to build new rural areas through promoting rural economic development in the direction of green transformation and digital transformation to create jobs and rapidly increase local income for rural residents, equal to income in urban areas.

At the same time, we must preserve and promote national cultural identity; resolutely protect and improve the environment, enhance adaptability and resilience to climate change. Continue to upgrade rural infrastructure and services to meet the requirements of economic development and modern life associated with urbanization,” said Mr. Phat.

Discussing the approach in implementing this program, Mr. Phat said that it is necessary to prioritize support from the State budget so that the remaining communes can meet the new rural criteria associated with sustainable poverty reduction. Planning, guidance, and appropriate mechanisms and policies should be in place to develop suburban rural areas associated with urbanization, developing urban agriculture, industry and services, mainly based on policies to attract private investment.
