Important decisions

Fifteen years and eight months after the First Party Congress, the Second National Congress of the Party was held from February 11 to 19, 1951. The Congress had 158 official delegates and 53 alternate delegates representing 766,000 party members. Attending the Congress were delegates from the Communist Party of China and the Communist Party of Thailand.

The Second Congress of Kim Binh passed a Resolution affirming: The policy of national unity and long-term resistance for independence and democracy is completely correct. The Party needs to further improve its leadership of the resistance, concentrate greater forces to promote the resistance to complete victory; must build the Vietnam Workers' Party with a platform and regulations suitable to the circumstances of Vietnam and will build revolutionary organizations suitable to the circumstances of Cambodia and Laos...

The Congress resolved to bring the Party into public operation under the new name of the Vietnam Workers' Party, and adopted the Party's new Platform, Manifesto and Statutes.

The Congress elected a new Central Executive Committee consisting of 19 official members and 10 alternate members. The Politburo of the Party Central Committee consists of 7 official members and 1 alternate member. The Party Chairman is comrade Ho Chi Minh. The General Secretary of the Central Executive Committee of the Communist Party of Vietnam is comrade Truong Chinh.

This is the first time the Central Executive Committee has been duly elected in a National Congress.

Contributions of Tuyen Quang to the Congress

The success of the 2nd Congress that year had a great contribution from the people of all ethnic groups in Tuyen Quang, especially the people of Vinh Quang, Kim Binh communes and neighboring communes of Chiem Hoa. The people were honored to participate in the work of preparing facilities for the congress. Within just 4 months, nearly 30 houses made of wood, bamboo, reed and leaves were built with simple and elegant architecture, including a large hall, houses for delegates, international guest houses, exhibition houses, a memorial to heroic martyrs, accommodation for journalists, cameramen, photographers, houses for security guards and logistics areas...

Next to the large hall, the people dug a solid tunnel, built it as high as a mound, with solid support beams, planted trees on the roof, and surrounded by a system of traffic trenches. The construction work was carried out very urgently and always kept secret, just as Uncle Ho had said: "From the sky you can see nothing, from the ground you can see nothing from all four sides".

The specific amount of materials contributed is currently kept at the Revolutionary Museum: “Materials: all taken from the surrounding area. Used over 100 mi trees, 10,000 apricot trees, 100,000 bamboo trees, 80,000 palm leaves, 5,000 square meters of sawn timber. Land preparation: Digging and filling over 3,000 cubic meters to make house foundations, roads, and airstrips. The people used over 7,000 professional workers and 10,000 civilian workers.”

In addition, the people of Chiem Hoa and Tuyen Quang also contributed dozens of tons of food and provisions to serve the Congress; participated in guarding the outer perimeter and especially kept the two locations of Kien Dai and Kim Binh absolutely secret throughout the process before, during and after the Congress; and the major events held afterwards were the Viet Minh Lien Viet Unification Conference, the Vietnam-Cambodia-Laos Alliance Conference, and the first National Congress of Heroes and Emulation Soldiers.

Thanks to the good work of protection and absolute secrecy, the entire Congress did not have to sound the alarm bell, and the protective positions did not have to fire. The contribution of the army and people of Tuyen Quang to the Safe Zone and the resistance war was enormous. Tuyen Quang successfully fulfilled its position as the capital of the Vietnamese state in the heroic resistance war against the French colonialists.

When visiting Kim Binh before the Lunar New Year 2011, General Secretary and National Assembly Chairman Nguyen Phu Trong emphasized that Kim Binh land has marked a brilliant milestone in the history of the Vietnamese revolution, from here the light of the Party's strategic line of carrying out the People's national democratic revolution towards socialism has shone. He hoped that the Party Committee, government and people of all ethnic groups in Tuyen Quang would continue to promote the achievements they have made, constantly make efforts and strive to build their homeland to become increasingly prosperous.

This At Ty Spring 2025 marks the 74th anniversary of the Second Party Congress held in Kim Binh. The major decisions and policies of the Second Congress are the premise for the success of the next Party Congresses, helping our country gain the foundation, position, and prestige it has today and confidently step into a new era of development.

Celebrating the 74th anniversary of the 2nd National Party Congress, the cadres, party members and people of Tuyen Quang are even more proud to have contributed to the success of the Congress; at the same time, they are more determined to successfully organize the Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.
