Persistently aiming to improve social welfare for workers

Speaking at the solemn session of the 13th Congress of the Vietnam General Confederation of Labor on December 2, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that in the past term, trade union activities continued to have important changes, especially in performing the role of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers.

Trade unions at all levels, especially the Vietnam General Confederation of Labor, have proactively and actively innovated and improved the quality of participation in the development of policies and laws related to workers and trade union activities; discovered and proposed many recommendations and contributed ideas to develop laws to better care for and protect the rights of workers such as the right to choose a job, unilaterally terminate labor contracts, wages, housing issues, working conditions of workers, policies to support workers affected by the Covid-19 pandemic, etc.

Trade unions have an increasingly strong and effective voice in councils, committees, steering committees, and elected mechanisms to protect workers' rights. In the National Wage Council, trade unions have clearly and effectively demonstrated their role as workers' representatives. Over the past 5 years, the proposal to raise the minimum wage by 25.34% has contributed to improving the lives of union members and workers, narrowing the gap between the minimum wage and the minimum living standard.

During the Covid-19 outbreak, trade unions at all levels issued 5 policies to support union members, employees and children of employees affected by Covid-19, supporting frontline forces with a total amount of nearly 6,000 billion VND with 10 million employees benefiting...

Over the past 5 years, trade unions at all levels have recruited more than 4.4 million members, established more than 24,000 grassroots trade unions; implemented many solutions to improve the quality of trade union organizations... "The comprehensive results of trade union activities and the movement of workers, civil servants and laborers nationwide in the past term have made important contributions to the overall achievements of the country, contributing to strengthening the strength of the political system and the growth of the working class, further enhancing the glorious tradition of the Vietnam Trade Union organization", Mr. Khang affirmed.

In the coming time, the Vietnam General Confederation of Labor has set targets to strive for with 3 breakthroughs: promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene; focusing on developing union members, establishing grassroots unions in non-state enterprises; building a team of grassroots union chairmen to meet the requirements of the task, especially union chairmen in non-state enterprises.

"The union will persevere in its goal of improving social welfare for workers, fundamentally resolving the problem of long-standing social insurance arrears, and limiting and preventing black credit among workers," Mr. Khang emphasized.

8 recommendations from workers and union officials

At the solemn session of the 13th Congress of the Vietnam General Confederation of Labor, the Vietnam General Confederation of Labor selected a number of major issues from the opinions of workers, civil servants, laborers, and union officials nationwide, and reported them to the leaders of the Party and State.

1. It is necessary to stipulate that every year, employers must set aside at least 1 day for workers and employees to study politics and law; encourage units to negotiate for more than 1 day.

2. It is necessary to focus on promoting the improvement of the quality of law-making activities, including laws related to the rights, interests and responsibilities of employees and trade union activities.

3. The Party and State pay attention to the specific characteristics of trade union organizations in the process of leading, directing, and coordinating activities.

4. Have a suitable staff allocation mechanism; pilot a mechanism for recruiting union officials; pay attention to continuing to maintain union funds as per current law.

5. Issue policies and strategies to promote sustainable employment, living wages, and ensure social security and welfare for workers.

6. Early research, revision and adjustment of working hours and rest hours of workers and laborers; increase annual holidays and Tet holidays at appropriate times. In particular, research to add 2 days off on National Day (from September 2 to 5).

7. Strengthen state management, limit the situation of employers violating the law against employees.

8. Further strengthen the leadership responsibility of Party committees at all levels and the coordination of the government, the Fatherland Front, unions, organizations, and enterprises in trade union activities.
