In the coming time, Phu Yen will focus on mobilizing resources and promoting investment attraction to upgrade existing urban areas and form new urban areas, in accordance with the Provincial Urban Development Program as well as the National Urban Classification Plan.
Rapid urbanization
According to the Department of Construction of Phu Yen province, the province currently has 9 urban areas, including Tuy Hoa city (type II urban area); Song Cau town (type III urban area); Dong Hoa town (type IV urban area) directly under the province; and 6 type V urban areas: La Hai town (Dong Xuan district), Hai Rieng town (Song Hinh district), Cung Son town (Son Hoa district), Phu Hoa town (Phu Hoa district), Phu Thu town (Tay Hoa district) and Chi Thanh town (Tuy An district).
In recent years, the urbanization rate of Phu Yen has been quite fast, in sync with the socio-economic development of this province. If in 2005, the urbanization rate of the whole province was only 20.54%; in 2015 it was 31.2%; then by 2022, this rate will reach 41.5%.
Mr. Tran Xuan Tuc, Director of the Department of Construction of Phu Yen province, said: “The urbanization rate of Phu Yen province has increased gradually over the years. This demonstrates the attractiveness and ability to develop urban areas of the province in the context of rapid urbanization in the South Central Coast region.”
By 2030, Phu Yen province will have 18 urban areas, including one type I urban area (Tuy Hoa city); one type II urban area (Song Cau city); one type III urban area (Dong Hoa town); six type IV urban areas (Cung Son, Phu Thu, Tuy An, La Hai, Hai Rieng, Phu Hoa); nine type V urban areas (Tan Lap, Son Long, Son Thanh Dong, Hoa Tri, Xuan Phuoc, Xuan Lanh, Tra Ke - Son Hoi, Hoa My Dong, Phong Nien). Of which, Tuy Hoa urban area will be the core urban area, the comprehensive dynamic center of the whole province; Song Cau urban area is the center of the northern sub-region of the province, the tourist city of the region.
According to experts, the urban network of Phu Yen province is currently distributed relatively reasonably and in accordance with the natural characteristics and living habits of the people. In particular, urban areas develop in accordance with their potential, available advantages and the general orientation of the provincial planning, forming an urban development axis along National Highway 1A, including Song Cau - Chi Thanh - Tuy Hoa - Dong Hoa; urban development axis along National Highway 25, including Tuy Hoa - Phu Hoa - Cung Son; urban development axis along National Highway 29, including Dong Hoa - Phu Thu - Hai Rieng.
It is known that in the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, the urban development goal of Phu Yen is that by 2030, Phu Yen will have a chain of coastal urban areas, basically becoming a province with a developed, dynamic and diverse economy, a developed province in the upper group of provinces with high average income in the country.
The plan also identifies the development plan for Phu Yen's urban system. That is to develop and reasonably distribute the urban system in the province, creating balanced and harmonious development between regions. Focusing, saving and improving the efficiency of land use, urban development in the direction of green, smart growth, with identity, ensuring sustainable development... Building each urban area into a center, a locomotive for socio-economic development, science and technology, education and training, innovation and startups of each district, each region and the whole province. Striving to achieve an urbanization rate of about 50% by 2030.
“In the future, the neighboring areas of Tuy Hoa city in the West (Phu Hoa urban area, Phong Nien urban area), the northern urban areas (Chi Thanh urban area, Song Cau urban area) and the southern urban areas (Dong Hoa urban area) will continue to be invested in and upgraded to become satellite urban areas supporting Tuy Hoa urban area, serving the socio-economic development of the locality, creating connections to develop tourism, industry, trade and services... associated with the marine economy. To achieve the above-mentioned goals, the province will try to focus on investing resources in social infrastructure and technical infrastructure for neighboring urban areas to connect the synchronous urban infrastructure system between Tuy Hoa urban area and surrounding urban areas. At the same time, calling for investment in all fields to develop the urban area in particular and the province in general,” said Mr. Tran Xuan Tuc.
Focus on mobilizing resources and attracting investment
Currently, Phu Yen is considered to have a rapid urbanization rate, especially the central urban area of Tuy Hoa. In addition to the province's reasonable development policy, the role of investors is also a factor contributing to stimulating and promoting the development of the urban system through investment projects.
In recent years, Phu Yen has recorded many new projects in the field of urban infrastructure from a number of major investors such as TNR, APEC, Vingroup, Dat Xanh Mien Trung...
According to the Department of Construction of Phu Yen province, there are currently 11 housing development projects in the province that have been and are being implemented. Of these, 9 projects are located in Tuy Hoa city, including: Nam Hung Vuong social housing (393 townhouses); Commercial - service area and shophouses on Hung Vuong Avenue, Ward 7 (72 townhouses); The Light Phu Yen mixed-use building (176 apartments); Residential area east of Hung Vuong street (58 townhouses); Mixed-use project area 77-79 Nguyen Du; Residential area at Lot 1, east of Hung Vuong street (112 townhouses); Residential area at Lot 2, east of Hung Vuong street (120 townhouses); High-end mixed-use housing area at the land plot south of N3 street, Hung Vuong street (64 townhouses); Residential area at Lot 3, east of Hung Vuong street (94 townhouses).
Two other projects located outside Tuy Hoa City include Hoa Vinh Market Street Residential Area in Dong Hoa District (387 townhouses) and Bac Luc Khau New Urban Area (Area A) in Song Cau Town (466 plots of land for townhouses and villas).
In addition, there are 4 projects in the process of investment procedures, including the Residential Area West of Le Duan Street, An Phu Commune (Tuy Hoa City); High-end mixed-use residential area on the land north of N3 Street, Hung Vuong Street (Tuy Hoa City); High-end mixed-use residential area No. 296 - Tran Hung Dao, Ward 6 (Tuy Hoa City) and Anh Duong New Urban Area (Tuy An District).
According to the Housing Development Plan of Phu Yen province for the period 2021-2025, the whole province has 559 projects. Of which, there are 513 projects of commercial housing, urban areas, residential areas, closed residential areas, technical infrastructure of residential areas; 18 social housing projects; 28 resettlement housing projects (land allocation for households to build their own houses).
The total land area used for housing construction that needs to be arranged in the above phase is more than 796 hectares, with the total capital for housing development in the 2021-2025 period being more than 77,300 billion VND.
Mr. Le Tan Ho, Vice Chairman of Phu Yen Provincial People's Committee, said that in the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been approved by the Prime Minister, Phu Yen's urban system will be divided into 3 main development poles.
In which, the coastal urban development pole includes Tuy Hoa city expanding to the South (coastal urban area, provincial center), Song Cau town, Tuy An urban area, developing in combination with Bac Van Phong area (Khanh Hoa province).
The mountainous urban development pole includes La Hai town, Xuan Lanh town, Xuan Phuoc town (Dong Xuan district); Cung Son town - the central urban area of the sub-region, Son Long town - the ecological urban area of the Van Hoa plateau, Tra Ke - Son Hoi town (Son Hoa district); Hai Rieng town, Tan Lap town (Song Hinh district); developing connections with the Central Highlands (Gia Lai, Dak Lak).
The semi-mountainous urban development pole includes Phu Hoa town, Phong Nien town, Hoa Tri town (Phu Hoa district); Phu Thu town, Son Thanh Dong town, Hoa My Dong town (Tay Hoa district).
According to Mr. Le Tan Ho, in order to realize urban development goals, in the coming time, Phu Yen province will mobilize resources to prioritize investment to form a coastal urban chain with the center being Tuy Hoa city expanding to the South.
“In the 2021-2030 period, Phu Yen will focus on mobilizing resources to upgrade existing urban areas and form new urban areas in accordance with the Provincial Urban Development Program for the 2021-2025 period and to 2030, as well as in accordance with the approved National Urban Classification Plan for the 2021-2030 period,” said Mr. Ho.
