The Provincial People's Committee has just issued Decision No. 2630/QD-UBND dated June 25, 2024 on approving the 1/2000 scale Construction Zoning Plan for Industrial Park (IP) No. 15, Nghi Son Economic Zone.

Accordingly, the planning scope belongs to the administrative boundaries of Tan Truong, Phu Lam, Tung Lam communes, Nghi Son town. The boundaries are as follows: The North and West borders forestry land, the South borders forestry land and residential land, the East borders Nghi Son - Bai Tranh road. The planning area is about 721.09 ha.
The 1/2000 scale construction zoning plan of Industrial Park No. 15, Nghi Son Economic Zone will specify the Adjustment and expansion of the General Construction Plan of Nghi Son Economic Zone, Thanh Hoa province to 2035, with a vision to 2050 (approved by the Prime Minister in Decision 1699/QD-TTg dated December 7, 2018).
Forming industrial parks to attract investment, meeting the needs of investors, with synchronous investment in infrastructure connecting industrial parks with other functional areas in Nghi Son Economic Zone and neighboring areas, contributing to the socio-economic development of Thanh Hoa province and the North Central region. Arranging appropriate industrial types, in harmony with the overall architecture, ensuring requirements on fire prevention and fighting, reasonable land use, environmental protection, ensuring sustainable development.
In terms of nature, Industrial Park No. 15, Nghi Son Economic Zone is oriented as a multi-industry industrial park, in which priority is given to mechanical engineering industry, agricultural and forestry product processing and renewable electricity industry. The labor scale in the industrial park is about 18,600 people.
Regarding the structure and land use planning indicators, the total planning area is about 721.09 hectares, of which 691.45 hectares are industrial park land; 29.64 hectares are protective forest land and water surface land. Of the 691.45 hectares of industrial park land, land for factory and enterprise construction accounts for 74.6%; land for service works and public utilities accounts for 1.1%; land for technical infrastructure works accounts for 1.1%; the rest is land for trees, traffic, and other technical infrastructure.
Regarding spatial organization orientation, Industrial Park No. 15 is divided into 2 areas: Area A (Thanh Hoa I Solar Power Plant project area) with an area of about 229.18 hectares located in the North of the Industrial Park; Area B (Dong Vang Industrial Park) with an area of about 491.91 hectares located in the South of the Industrial Park.
For Area A, the project space planning is based on the natural terrain, minimizing the leveling of the terrain. For Area B, the planning of land plots for building factories and enterprises is flexible, and many plots of land can be combined to meet the construction requirements of large-scale factories. Focus on attracting large enterprises that are anchors for industrial park development.
For service areas and public utilities: The executive office and fire prevention team are located in the center of the industrial park; facilities such as management agencies, accommodation facilities, commercial service facilities and product display facilities, industrial park cultural and sports centers, etc. are located near the entrance and exit of the industrial park.
Technical infrastructure facilities: Power stations, wastewater treatment plants... are arranged separately for each area (Area A and Area B) and are located adjacent to traffic routes, convenient for connecting to technical infrastructure systems inside and outside the Industrial Park.
Industrial parks must arrange concentrated green parks in the industrial park in the central areas, harmoniously combined with the retained protective forest areas to create large green areas, landscapes and contribute to improving the ecological environment in the industrial park. In addition to the concentrated green areas, trees are also arranged in median strips, along traffic routes, around technical infrastructure areas and green strips at least 10 m apart, ensuring environmental hygiene and aesthetics for the industrial park.
The internal traffic system is designed in a checkerboard pattern, conveniently connecting with external traffic routes, ensuring convenient access to each plot of land.
Regarding resettlement arrangements, when implementing the technical infrastructure investment project of the Industrial Park, it is necessary to simultaneously implement the resettlement area project, ensuring the completion of the construction of the resettlement area before moving households. The total land area of the resettlement area is about 12.17 hectares, divided into 2 areas. Specifically, households in Phu Lam commune are arranged in Phu Lam Urban Area, in land lots from TDC:01 to TDC:06, with a total area of about 7.48 hectares. Households in Tung Lam commune are arranged in Tung Lam Residential Area, in land lot TDC-01, with an area of about 4.69 hectares. At the same time, to create conditions for workers' housing, it is expected to arrange about 13.07 hectares of social housing land in Phu Lam Urban Area.
Regarding the implementation, the Provincial People's Committee assigned the Management Board of Nghi Son Economic Zone and Industrial Parks to preside over and coordinate with the Department of Construction and the People's Committee of Nghi Son town to organize the announcement and publicization of the construction zoning plan; organize investment calls according to the approved plan. Advise on the organization of boundary marking according to the approved construction plan as prescribed. Organize the handover of construction zoning plan documents to the Department of Construction, the Thanh Hoa Institute of Planning and Architecture and local authorities, as a basis for management and implementation according to the approved plan.
Nghi Son Town People's Committee is responsible for presiding over and coordinating with the Management Board of Nghi Son Economic Zone and Industrial Parks and relevant agencies to inspect and manage construction according to approved planning and manage planning according to the provisions of law. Review and adjust assigned related planning, ensuring conformity, consistency and synchronization with approved construction zoning planning.
