In the context of the rapidly developing industrial revolution 4.0, with the strong development of the Internet and telecommunications, the requirement to build and develop smart cities is becoming an inevitable trend. Building smart cities will bring opportunities to promote the application and development of information technology (IT); at the same time, bring higher efficiency due to the integration and interaction of many components, the unification of provincial and local resources to build components of smart cities, including e-government. In addition, developing smart cities in a sustainable manner also aims at green growth, exploiting and promoting potentials, advantages and improving the efficiency of resource use. In particular, it also contributes to optimally exploiting resources and people, improving the quality of life; limiting potential risks and dangers; improving the efficiency of State management and urban services; To put it simply, a smart city is a city model that applies the latest technology to improve the quality of the city in all aspects.

With the special significance and importance of building a smart city, in the orientation of building and developing Thanh Hoa City to 2030, with a vision to 2045 (in the spirit of Resolution No. 05-NQ/TU of the Provincial Party Standing Committee), it has been clearly defined: Building and developing Thanh Hoa City to become a smart, civilized, modern city, worthy of the role of the political, administrative, economic, cultural, scientific, educational - training, medical, and sports center of the province; a driving force for development of the Southern Delta and North Central regions. At the same time, promoting all potentials and advantages to develop Thanh Hoa City quickly and sustainably, with service industries, high value-added agriculture as the foundation, high-tech industry as a breakthrough; promoting innovation, digital transformation; improving the quality of human resources...

In that spirit, in recent years, the Party Committee and the government of Thanh Hoa City have focused on directing and mobilizing investment resources to complete the IT and telecommunications infrastructure system, communications, and training to serve e-commerce. Up to now, the city is an administrative unit with high-quality, synchronous, and modern IT and telecommunications infrastructure, with the most advanced utilities compared to other localities in the province. From there, it basically meets the requirements for serving the direction, administration, and operations of the government and the needs for information, communication, entertainment, and normal production and business activities of people and businesses.

The program of building e-government has been implemented synchronously and with quality. The work of directing, operating, reforming administration and providing online public services has been implemented synchronously and actively. Typical examples include public administrative services, electronic one-stop system, document management and operating system, electronic signature, online interactive software to receive online feedback and recommendations from people; E-CabinNet paperless meeting room, online meeting room. In addition, the camera surveillance system on streets and residential areas, medical, educational and population management software have been applied and are operating, promoting positive effects.

In general, the IT application activities of Thanh Hoa City currently ensure synchronization, according to the general requirements of the province and meet the requirements of administrative modernization. At the same time, it ensures the needs of management, operation and operations based on the effective use of shared software in the network environment. However, to meet the requirements of modernization, especially the construction and development of smart cities, in the coming time, Thanh Hoa City still has a lot to do. For example, it is necessary to continue researching and investing to re-plan discrete information systems; upgrade or develop new applications; complete IT and telecommunications infrastructure; form a separate integration center for the city, build a Big Data database... Along with that is the effort to overcome related shortcomings and problems, such as some cadres, civil servants and public employees still have limited knowledge of IT in general and information safety and security in particular; have not exploited and effectively used IT to serve professional work. In addition, it is necessary to remove obstacles in a number of areas such as land management, planning, site clearance and resettlement, construction investment, real estate business, bidding, auction, organizational structure and staffing...

To solve the immediate and long-term difficulties and challenges for Thanh Hoa City, accelerating the process of building a smart city is considered an important solution, creating a premise for rapid and sustainable development. Thanh Hoa City is currently in the second development phase of the four development phases of the transformation roadmap according to the smart city model (the four phases include: the reaction phase, the basic development phase, the advanced development phase and the proactive phase or smart city phase). Therefore, setting the goal that by 2030, Thanh Hoa City will basically become a smart, civilized, modern city will require determination, drasticness, synchronization, and high responsibility of the entire political system, people and businesses, as well as large resources for implementation.

In response to that requirement, the city has been actively implementing the project to build Thanh Hoa City into a smart city in the 2021-2025 period and with a vision to 2030, with a smart city model in various fields (including 7 fields: IT and telecommunications infrastructure serving smart cities; management and operation; culture - society; security and order; transportation; natural resources and environment; economy). At the same time, specific and corresponding solutions are proposed for each field. For example, for IT and telecommunications infrastructure, the city will first focus on investing in connection infrastructure, focusing on installing free wifi hotspots in the city, to serve people and tourists. Or for the field of management and operation, the city will focus on building a Smart City Operation Center, playing the role of centrally operating and monitoring all activities of the smart city functional system; Manage, provide information and coordinate with relevant units to handle incidents and situations arising in the area...

Or for the cultural and social fields, the city prioritizes the application of IT to serve the people. Specifically, providing applications on the network environment, applications on mobile devices allows people to reflect all the city's problems in a timely manner. Thereby, helping the government to receive and resolve problems quickly, accurately and effectively. At the same time, allowing people to monitor and evaluate the results of handling the feedback in a public and transparent manner. In particular, the public processing results will support additional tools for interaction and assessment of the satisfaction level of the people and businesses who reflect. The benefit is to help the city government change the way people and businesses interact with state agencies; helping to receive and handle problems quickly. As for the people, it is to interact directly with state agencies and evaluate their satisfaction with the results of the handling of the state agencies...

It can be said that the core of building a smart city is to take people as the center and the application of IT must contribute to improving and enhancing the convenience for people. Therefore, building e-government combined with building a smart city is to help state agencies operate and manage society better, which is also to improve aspects of life and social security. In other words, building a smart city is not only about implementing technological solutions; but also needs to be synchronized with economic, cultural, and human development... This is both the goal and the task that Thanh Hoa City is striving to pursue, in order to catch up with the trend of the times, as well as approaching the goal of building Thanh Hoa City into a smart, civilized, and modern city in the near future.
