At the 20th Conference, the City Party Executive Committee (17th term) gave opinions on: Report on the implementation of the city's socio-economic development tasks in 2024 and the socio-economic development plan for 2025; 3-year State budget and financial plan for the period 2025-2027; Report on the assessment of the budget implementation in 2024, local budget estimates and city-level budget allocation in 2025. The conference also considered adjusting the 5-year financial plan of Hanoi for the period 2021-2025; the city's public investment plan for 2025; and adjusting the 5-year medium-term public investment plan for 2021-2025.
At the same time, give opinions on the 2025 Inspection and Supervision Work Plan of the City Party Committee; the 2025 Work Program of the City Party Committee Executive Committee and the Standing Committee of the City Party Committee. Regarding the group of contents on socio-economic development, finance - budget and public investment, Secretary of the City Party Committee Bui Thi Minh Hoai said that 2024 is an important year to implement the goals and targets of the Resolution of the 17th City Party Congress; the year to synchronously organize and deploy tasks and solutions to concretize Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo and the 5-year medium-term programs and plans 2021-2025 of the City.
According to Secretary of the City Party Committee Bui Thi Minh Hoai, in 2024, although the capital city of Hanoi and the whole country faced many difficulties and challenges, the City Party Committee and Party committees at all levels closely followed the direction of the Central Committee, focused on leading, directing, and promptly and resolutely implementing the main tasks and solutions to implement the Socio-Economic Development Plan and the State budget estimate for 2024, achieving quite comprehensive and effective results.
The city has tried to carry out many important strategic and long-term tasks to create a premise for the development of the capital in the coming period, such as: The Capital Law (2024) was passed by the National Assembly with outstanding mechanisms for development; 2 Capital Planning are being submitted to the Prime Minister for approval. The capital's economy maintained higher growth than the same period; ensured balance of revenue - expenditure budget and capital sources for development investment; well organized cultural, sports, social security, gratitude and repayment activities on the occasion of the 70th anniversary of the Liberation of the Capital. The city has focused on leading, directing, and promptly and drastically implementing solutions to prevent floods and storms, overcome the consequences caused by storms No. 2 and No. 3 recently to ensure safety for people, minimize damage to people and property.
According to the Secretary of the City Party Committee, Hanoi has issued many policies and mechanisms to support the people of the capital to restore production for crops and livestock affected by storm No. 3 and post-storm floods. Hanoi is at the forefront of applying digital transformation models, building a smart city; promoting the implementation of investment plans in 3 areas; resolutely implementing the Ring Road 4 Project - Capital Region and key projects of the city; implementing the Project on decentralization and authorization between agencies and levels of government in the city; the work of preventing corruption, waste and negativity continues to be promoted; politics and society remain stable; national defense and security are ensured; foreign affairs and international integration are strengthened.

Objective and comprehensive assessment of performance results
Emphasizing that entering 2025, in the context of the world situation forecast to continue to have complex and unpredictable developments that will have a significant impact on the socio-economic situation of the whole country as well as the city, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai suggested that, in the spirit of the direction of the General Secretary at the meeting with the Standing Committee of the City Party Committee on November 27, 2024 and from the practical leadership and direction of the implementation of tasks of the locality and unit, the delegates focus on discussing, analyzing, and objectively and comprehensively evaluating the results of the implementation of the tasks of socio-economic development, state budget and public investment in 2024 of the city.
The focus is on evaluating the implementation results of the 2024 theme "Discipline, responsibility, action, creativity, development"; evaluating the results of the implementation of the preliminary and final review of a number of resolutions of the Central Committee and the Party Executive Committee in 2024 on socio-economic issues; evaluating the causes of 4 targets not meeting the plan; 6 groups of existing problems and limitations to propose solutions to overcome them.
Analyze and forecast factors affecting and influencing the results of socio-economic development, state budget estimates and public investment in 2024. On that basis, Secretary of the City Party Committee Bui Thi Minh Hoai suggested that delegates focus on discussing and agreeing on targets, goals, tasks and solutions for socio-economic development; basis for calculating and proposing scenarios for GRDP growth, budget finance and public investment, ensuring that they are close to reality, focused, key, innovative, effective, scientific and highly feasible.

Regarding the local budget estimate and the city-level budget allocation plan for 2025, the Secretary of the City Party Committee requested that it is necessary to closely follow the orientation and principles according to the National Assembly's Resolution and the Prime Minister's decision assigned to the City. Decentralize revenue sources, expenditure tasks and especially assess the ability to provide resources for districts to perform tasks according to the decentralized process.
Regarding the 2025 Public Investment Plan, the Secretary of the City Party Committee requested delegates to focus on assessing the causes leading to the low disbursement rate of public investment capital; projects with difficulties and problems in site clearance, slow completion of investment procedures. At the same time, thoroughly discuss and propose solutions to accelerate disbursement, allocate sufficient capital for projects, focusing on a number of issues such as: feasibility of capital sources for the 2025 Public Investment Plan, capital sources for the city's concentrated basic construction projects, counterpart capital for projects using ODA capital, foreign preferential loans; transitional projects, key projects and works, socio-economic development programs for ethnic minority mountainous areas, health, education, poverty reduction, and urgent people's livelihood projects.
Regarding the 5-year medium-term public investment plan for 2021-2025, the Secretary of the City Party Committee proposed that the conference discuss and evaluate the capital absorption capacity and feasibility of projects to propose solutions to cut and transfer medium-term capital, focusing resources to speed up the progress of key projects of the city. Thoroughly discuss solutions to promote the disbursement progress of public investment capital from the beginning of the year, overcoming the slow disbursement of public investment capital in the recent past.
Regarding the inspection and supervision plan for 2025 of the City Party Committee, the Secretary of the City Party Committee said that this is a regular annual task of the City Party Committee, a very important content in the Party building and rectification work of the City. 2025 is the year focusing on the preparation and implementation of Party Congresses at all levels, towards the 14th National Party Congress. Based on the advice and proposals of the City Party Committee's Inspection Committee, the Standing Committee and the Standing Committee of the City Party Committee met and agreed to submit to the Party Committee of the P Party Committee for consideration and comments on the draft Inspection and Supervision Plan for 2025 of the Hanoi Party Committee. Regarding the 2025 Work Program of the City Party Committee and the Standing Committee of the City Party Committee, Secretary of the City Party Committee Bui Thi Minh Hoai said that the 2025 Work Program was developed to concretize the entire term Work Program of the City Party Committee in conjunction with summarizing and evaluating the synchronous and effective implementation of 10 Work Programs of the 17th City Party Committee. At the same time, it orients the major contents in the leadership and direction of the City Party Committee and the Standing Committee of the City Party Committee in 2025; as a basis for agencies and units to develop plans for organization and implementation.
From there, the Secretary of the City Party Committee asked the delegates to discuss and give opinions on the contents and progress of the work in the draft 2025 Work Program. In particular, focusing on some additional and adjusted contents compared to the entire term Work Program issued by the City Party Committee.
