On behalf of the Politburo, Standing member of the Secretariat Truong Thi Mai signed and issued Conclusion No. 72-KL/TW dated February 23, 2024 on continuing to implement Resolution No. 13-NQ/TW dated January 16, 2012 of the 11th Party Central Committee on building a synchronous infrastructure to turn our country into an industrialized country in a modern direction.

We respectfully introduce the full text of the Politburo's Conclusion:

After 10 years of implementation, Resolution No. 13-NQ/TW, dated January 16, 2012 of the 11th Party Central Committee on building a synchronous infrastructure to turn our country into a modern industrialized country by 2020 (Resolution No. 13-NQ/TW) has achieved many important results.

The awareness of Party committees, Party organizations, authorities, enterprises and society about the role and special importance of infrastructure for socio-economic development, industrialization and modernization of the country has many positive changes. The legal system has been improved, approaching international practices, especially policies on planning, development investment, public investment, public-private partnership, etc., on that basis, increasing resources, creating a favorable environment for rapid development of the infrastructure system, forming a new development face of the country. Many programs, projects and works have been put into operation, exploited and promoted effectively, especially infrastructure for transport, energy, irrigation, urban, information and communication; Focus on developing infrastructure for education and training, science and technology, healthcare, culture, sports, promoting economic growth, ensuring social welfare and security, strengthening national defense and security, contributing to the goal of industrialization and modernization of the country.

However, the implementation of the basic objectives of Resolution No. 13-NQ/TW has not met the requirements, has not created a breakthrough in mobilizing resources, forming a synchronous and modern infrastructure system, ensuring rapid and sustainable development. Some mechanisms and policies have been issued slowly and inconsistently; State management, decentralization and delegation of power are still inadequate. Attention has not been paid to developing multi-purpose socio-economic infrastructure combined with national defense, security, and adaptation to climate change; economic and technical infrastructure is not yet synchronous, lacking intra-regional, inter-regional and inter-infrastructure connectivity; investment in new construction, upgrading, maintenance and repair of infrastructure works is still difficult and inadequate. Social, cultural and sports infrastructure, especially in rural, mountainous, remote, border and island areas, has not been properly invested; Traffic congestion, flooding, and environmental pollution have lasted for many years, affecting people's lives in some large cities.

The causes of the above limitations are mainly due to the limited awareness, capacity, and thinking in leadership, direction, and implementation of some Party committees, Party organizations, authorities, and leaders; some policies and laws are not consistent, not close to reality and development trends; coordination between levels and sectors is not close and effective; national resources are limited, not effectively attracting non-state resources; planning and planning management lack long-term vision, are not comprehensive and consistent; investment management, inspection, examination, and supervision are not effective.

To continue to effectively implement Resolution No. 13-NQ/TW in conjunction with the Resolution of the 13th National Party Congress, Resolution No. 29-NQ/TW of the 6th Central Conference, 13th tenure, on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045, Conclusion No. 45-KL/TW of the 6th Central Conference, 13th tenure, on the orientation of the National Master Plan for the period 2021 - 2030, with a vision to 2050, and to meet the development requirements of the new period, the Politburo requests Party committees, Party organizations, authorities, cadres and Party members to focus on effectively implementing the following main tasks and solutions:

1. Continue to effectively implement the viewpoints, goals, and development orientations on transport infrastructure, electricity, irrigation, and response to climate change, urban areas, industrial parks, economic zones, trade, information, education and training, science and technology, healthcare, culture, sports, tourism, and key solutions to develop a synchronous, modern infrastructure system, one step ahead; with focus, key points, and priority for breakthrough and fundamental areas. Promote the built infrastructure system, strengthen intra-regional, inter-regional, and regional connectivity, narrow regional and area gaps; rationally and effectively use land, water, forest, and other resources.

By 2030, strive to develop an infrastructure system commensurate with a developing country with modern industry and high average income; complete large-scale national key infrastructure projects, connecting with the region and the world. By 2045, develop a modern infrastructure system associated with a developed, high-income country; connect and integrate with world development.

2. Urgently review, amend and promulgate policies and laws related to the development of infrastructure systems associated with the goal of building modern industry by 2030, especially policies and laws on public investment, planning, public-private partnership, state budget, digital infrastructure development, digital economy, digital society, etc. Research and organize pilot models of public investment - private management, private investment - public use; perfect the model of urban development associated with public transport (TOD); develop a specific financial mechanism for cultural and social infrastructure works; develop mechanisms and policies strong enough to form a number of leading large economic groups with sufficient resources, modern management capacity, access, transfer and master advanced technology in investment and construction of large infrastructure works of important and strategic significance for the country's development.

3. Improve the effectiveness and efficiency of state management, decentralization, delegation of power associated with the capacity of implementation and promote the responsibility of local Party committees, authorities, and leaders, shorten the decision-making process, and facilitate investment implementation. Promote administrative reform, create connectivity between investment procedures and procedures on land, construction, bidding, and environment; improve the investment and business environment, create conditions for the participation of the non-state economic sector; decentralize investment and assign responsibility to leaders in investment decisions.

Develop a medium-term public investment plan with focus, key points, close coordination between the central government and localities and between localities in developing the infrastructure system. Review and build a database on socio-economics, resources and environment of the region and locality to ensure consistency and connection with the national database system.

Complete the coordination mechanism, improve quality, strictly implement policies and laws on planning, investment, construction, mobilization and use of land resources; speed up the progress of compensation, site clearance, construction of works and projects. Research and promulgate mechanisms and policies to shorten the compensation and site clearance process; separate land acquisition, compensation and resettlement support projects from investment projects according to planning.

4. Mobilize and effectively use resources, prioritize the allocation of state budget capital for important projects and works with inter-regional impacts, promote rapid and sustainable economic development and projects and works that are unable to recover capital or have difficulty attracting investment from the non-state sector; promote the mobilization of social resources. Continue to reasonably mobilize ODA capital and preferential loans associated with improving efficiency of use; develop the financial market to supply capital, diversify investment entities and investment forms participating in the capital market. Study the establishment of an infrastructure development fund, flexibly apply the public debt ceiling associated with debt repayment capacity to increase resources, and rapidly develop the infrastructure system.

5. Focus on investment and early commissioning of urgent and key infrastructure projects on roads, railways, sea routes, inland waterways, and airways connecting localities, regions, and international areas. Develop energy infrastructure, especially ensuring sufficient and stable supply for socio-economic development and energy security; multi-purpose irrigation infrastructure, ensuring water security associated with natural disaster prevention and control, and adaptation to climate change; synchronous and modern urban infrastructure, especially in large cities; create breakthroughs in the development of information technology and digital technology infrastructure.

Prioritize investment resources to complete the Eastern North-South Expressway, the East-West Expressway and multimodal connecting routes according to the planning; international airports; infrastructure of major seaports, inland waterways with high transport demand; North-South high-speed railway project, routes Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai (Quang Ninh) - Hai Phong, Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, Thu Thiem - Long Thanh... Continue to invest in urban railways and metro lines with large transport scale in Hanoi, Ho Chi Minh City and some other major cities. Synchronously develop and diversify types of power sources, reasonable structure, ensure system safety, reasonable prices; develop renewable energy sources, new energy, clean energy suitable to the conditions and level of economic development in each period. Upgrade and build a number of important water reservoir systems, proactively prevent and combat natural disasters, floods, landslides, droughts, saltwater intrusion, protect the environment, and adapt to climate change. Focus on building digital infrastructure with advanced and modern technology; synchronously develop national databases, large databases, and large data centers; ensure information safety and security. Improve the quality of infrastructure development of industrial parks and economic zones in an ecological and sustainable direction. Prioritize investment in traffic infrastructure projects, belt roads, drainage projects, wastewater treatment, and flood prevention in large urban areas; invest in centralized solid waste treatment facilities with synchronous and modern technology.

Building a network of educational and training, scientific and technological facilities to meet human resource needs for development, making key investments to develop and improve the efficiency of the national innovation system; developing a national network of healthcare facilities to meet the requirements of caring for, protecting and improving the health of all people, aiming at the goals of fairness, quality, efficiency and international integration; developing modern cultural institutions, a network of cultural facilities that perform well the task of preserving and promoting national cultural values; building a synchronous and modern national network of physical training and sports facilities; strongly developing tourism infrastructure so that tourism truly becomes a spearhead economic sector with international competitiveness; investing in basically synchronous and modern new rural infrastructure, ensuring rural-urban connectivity and connectivity between regions. At the same time, continuing to develop infrastructure to ensure social security.

6. Implementation organization

Provincial and municipal Party Committees, Party committees, Party executive committees, and Party delegations directly under the Central Committee shall study, thoroughly grasp, strengthen leadership, direction, concretize, and effectively organize the implementation of Resolution No. 13-NQ/TW and this Conclusion.

The National Assembly Party Delegation and the Government Party Executive Committee shall lead and direct the review, revision, supplementation and completion of relevant policies and laws; allocate resources; regularly inspect and supervise the implementation of this Conclusion.

The Party Central Committee of the Government shall lead and direct the implementation of this Conclusion in conjunction with relevant resolutions and policies of the Party; direct ministries, branches and localities to promptly develop a list of infrastructure works and projects, and implement them in conjunction with socio-economic planning and development. Study and develop a project to submit to the 14th Party Central Committee for consideration and promulgation of a new Resolution on the synchronous and modern development of the infrastructure system.

The Party Central Committee of the Vietnam Fatherland Front and socio-political organizations, the Central Secretariat of the Ho Chi Minh Communist Youth Union strengthen propaganda, supervision, social criticism, and mobilize people of all walks of life to actively participate in implementing Resolution No. 13-NQ/TW and this Conclusion.

The Government Party Committee shall preside over and coordinate with relevant agencies to guide, monitor, supervise, inspect, periodically review, summarize, and report to the Politburo the results of the implementation of this Conclusion.
