This is not the first time the Party has “named and shamed” acts of seeking positions and power. The issuance of Regulation 114 once again demonstrates the political determination of the Politburo on personnel work in the new situation.
Appointment according to procedure
The story reported by the press over the years in Kim Thanh district, Hai Duong province shows that: The Secretary of the District Party Committee has a younger brother who is the Vice Chairman of the District People's Committee, a brother-in-law who is the Head of the District Party Committee's Organization Board, and a nephew who is the District Inspector. The Standing Deputy Secretary of the District Party Committee has a son who is the Head of the Finance Department, a younger brother who is the Deputy Head of the Tax Department, and a daughter-in-law who is the Deputy Director of the District Social Insurance. All of these cases are explained as being appointed according to the correct procedures.
Or Mr. Le Phuoc Hoai Bao, born in 1985, Director of the Department of Planning and Investment of Quang Nam, son of Mr. Le Phuoc Thanh, former Secretary of Quang Nam province, had dishonest violations in declaring his work history, poor sense of organization and discipline, violated the principles of organizing Party activities, and had not participated in Party activities for many months and was officially removed from the list of Party members.
Or the case of the daughter of the Secretary of the Vinh Phuc Provincial Party Committee who was appointed "at lightning speed", then the Vinh Phuc Provincial Party Committee had to cancel the appointment decision are specific examples...
Mr. Nguyen Duc Ha, former Head of the Party Base Department, Central Organization Committee, said: There has been a phenomenon of promoting and appointing too quickly, relatives, family members, people in the same line and faction... Then the decision must be revoked.
“We have heard it over and over again, it is a bit annoying when people keep saying that the appointment was made according to the correct procedure. So why should the decision be canceled? If it was according to the correct procedure, why was there a disciplinary action?”, Mr. Nguyen Duc Ha raised the question.
According to data from the Central Organizing Committee, after the Politburo issued Decision 205 on controlling power in personnel work and preventing the abuse of power and positions, the advisory body proposed not to consider 251 cases of cadres under the Central management who did not meet the standards and conditions, and discovered 50 cases of family relationships holding related positions to transfer, assign, and arrange other suitable positions.
Control of power
According to Standing Secretary of the Secretariat Truong Thi Mai, the Politburo has issued a document to control power, including Regulation 205 to control power in personnel work. This document is very drastic but has not yet completely dealt with the phenomenon of buying and selling positions and power in reality.
To avoid similar cases that may recur in any locality, agency or unit; in Regulation 114 that the Politburo has just issued, it is clearly stated: Do not arrange for people with family relationships; at the same time, to hold related positions, members of the same Standing Committee of the Party Committee, Party Executive Committee, Party delegation, collective leadership of the agency or unit, the head and deputy head of the same locality, agency or unit.
Heads of Party committees or heads of administrative agencies and heads of agencies of Internal Affairs, Inspection, Finance, Banking, Tax, Customs, Industry and Trade, Planning and Investment, Natural Resources and Environment, Army, Police, Court, Procuracy at the Central level or at the same level at the local level.
Dr. Nguyen Tien Dinh, former Deputy Minister of Home Affairs, said that for the Party's personnel work, the Central Committee has a process for appointing officials and has been supplemented, revised, and perfected many times.
“From the 3-step process of appointing cadres to 5 steps, the standards for cadres at all levels have also been improved and supplemented. However, in the process of implementing cadre work, there are people with power and different positions who have taken advantage of the process as well as the process of becoming a cadre to pursue their own personal interests. Therefore, I believe that the newly issued Regulation 114 of the Politburo will control power as well as prevent and combat corruption and negativity in the work of appointing cadres,” said Dr. Nguyen Tien Dinh.
According to Dr. Nguyen Tien Dinh, Regulation 205 of the Politburo clearly states that it controls power in personnel work, and prevents the abuse of positions and power. But Regulation 114 states more clearly that it controls power and prevents corruption and negativity in personnel work. Thus, Regulation 114 has a broader scope, that is, it covers all work of preventing and combating corruption and negativity in personnel work, not just the abuse of positions and power. This is also a step towards perfecting the mechanism and measures for controlling power in the personnel organization work of our Party.
Regulation 114 has inherited the previous Regulation 205 and has been supplemented, amended and perfected based on the practical process of directing personnel work. This is also the basis for our Party to have new measures and mechanisms to control power in personnel organization work. Thus, it can be said that this is a very high level of perfection. Along with the perfection of the law, Regulation 114 of the Party has mentioned measures to control power in the Party's personnel organization. From there, it creates a new step in substantial and talented personnel work, building a clean and strong Party organization, in accordance with the Party's leadership role and position.
