Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 75/QD-TTg dated January 11, 2025 of the Prime Minister promulgating the Plan for implementing the Data Law (Plan).
The Data Law was passed by the 15th National Assembly at the 8th session on November 30, 2024, and will take effect from July 1, 2025. To implement it promptly, synchronously, uniformly, effectively and efficiently, the Prime Minister issued a Plan to implement the Data Law.
The purpose of the Plan is to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law; determine the responsibilities and coordination mechanism between ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities in carrying out activities to implement the Law nationwide; raise awareness of the Law and the responsibilities of all levels, sectors and localities in implementing the Law.
Propaganda, dissemination and education of laws on data
According to the Plan, in 2025 and the following years, the Ministry of Public Security, the Ministry of Justice, the Voice of Vietnam, Vietnam Television, Vietnam News Agency and other press, radio and television agencies will organize propaganda, dissemination and education of laws on data.
Also in 2025 and the following years, the Ministry of Public Security will preside; ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities will coordinate to organize specialized training, foster legal knowledge, and professional skills in building, developing, protecting, managing, processing and using data.
Compile documents to serve the dissemination of the Law and legal documents detailing and guiding its implementation; training documents and professional development training on building, developing, protecting, managing, processing, and using data implemented by the Ministry of Public Security in 2025 and the following years.
Review of legal documents related to the Data Law
The plan also clearly states that it is necessary to review legal documents related to the Law under the assigned state management authority; implement according to authority or propose to competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law and related detailed legal documents and instructions for implementation.
The Ministry of Public Security reviews legal documents related to the Law under its state management authority; ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities review legal documents related to the Law within their assigned scope, fields, and areas of state management.
Ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities shall send the review results to the Ministry of Public Security before June 28, 2025. The Ministry of Public Security shall synthesize the review results and report to the Prime Minister before July 31, 2025.
Ensuring infrastructure, technical and technological conditions for implementing the Law
According to the Plan, the Ministry of Public Security and ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, other relevant agencies and organizations shall ensure infrastructure, technical and technological conditions in implementing the Law.
The Ministry of Public Security shall preside; ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, other relevant agencies and organizations shall focus on synchronously and effectively implementing the collection, updating and synchronization of data into the national database and the provision of technical infrastructure and information technology infrastructure of the National Data Center to state agencies.
The Ministry of Public Security shall preside over the inspection of the implementation of the Law and legal documents detailing and guiding its implementation; ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and other relevant agencies and organizations shall coordinate in implementation.
