Plan to implement the emulation movement to celebrate "The 80th Anniversary of the First General Election to elect the National Assembly of Vietnam" (January 6, 1946

On December 31, the Provincial People's Committee issued Plan No. 204/KH-UBND Plan to implement the emulation movement to celebrate the "80th Anniversary of the First General Election to elect the National Assembly of Vietnam" (January 6, 1946 - January 6, 2026). The content is as follows:

Pursuant to Plan No. 789/KH-UBTVQH15 dated April 17, 2024 of the National Assembly Standing Committee on implementing the emulation movement to celebrate the "80th Anniversary of the First General Election to elect the National Assembly of Vietnam"; Plan No. 352-KH/TU dated September 30, 2024 of the Hung Yen Provincial Party Committee on disseminating and organizing activities to celebrate the 80th Anniversary of the First General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026) (hereinafter referred to as Plan No. 352-KH/TU dated September 30, 2024); The Provincial People's Committee promulgates the Plan to organize the implementation of the emulation movement to celebrate the "80th Anniversary of the First General Election to elect the National Assembly of Vietnam" (January 6, 1946 - January 6, 2026), specifically as follows:

I. PURPOSE, REQUIREMENTS

1. Purpose

a) Widely propagate the important significance of the first General Election to elect the National Assembly of Vietnam, creating an important turning point - the period when our country has a National Assembly, a Government, a progressive and integrated Constitution and a government system representing the Vietnamese people in domestic and foreign affairs; propagate the formation, development, role, position and great contributions to the cause of building and protecting the Fatherland of the National Assembly of Vietnam.

b) Arouse the great strength of the great national unity bloc, create motivation to successfully carry out the socio-economic development tasks of the province, thereby contributing to building a socialist rule-of-law state, a rich people, a strong country, democracy, fairness and civilization.

c) Raise awareness, responsibility, encourage, motivate, inspire, and arouse pride in agencies, organizations, units, localities, National Assembly deputies, People's Council deputies, cadres, civil servants, public employees, and workers to continue to make efforts, promote patriotic emulation movements, achieve outstanding achievements in labor, production, study and work, contributing to improving the effectiveness, efficiency and success of the 15th National Assembly, successfully implementing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress.

2. Requirements

a) Emulation movements become regular and continuous activities in agencies, units and localities at all levels associated with the responsibility of leaders in directing, operating and organizing implementation; with widespread response from agencies, units, localities and people.

b) Widely deploy in agencies, units and localities to respond to emulation movements with practical content, diverse forms, ensuring efficiency, implementing thrift, associated with emulation movements of agencies, units and localities; promoting initiatives, typical advanced models. Carry out propaganda work well, create consensus and support so that each cadre, civil servant, public employee and worker actively responds to the regular propaganda movement about the activities of the National Assembly and typical examples in the emulation movement.

c) Regularly inspect and supervise the implementation of the Emulation Movement. Timely commend, reward and encourage outstanding collectives and individuals, and replicate outstanding collectives and individuals to ensure substance, publicity, transparency and objectivity.

II. TOPIC, TIME AND CONTENT OF THE EMULATION MOVEMENT

1. Competition theme

Compete to achieve achievements to celebrate the 80th Anniversary of the First General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026).

2. Competition time

The competition period is from January 1, 2025 to December 2025.

3. Content of emulation movement

a) The Provincial National Assembly Delegation, the Provincial People's Council Standing Committee, the Provincial People's Council Committees, the National Assembly deputies, and the People's Council deputies at all levels promote the pioneering and exemplary spirit with steadfast political will, have many profound, intellectual, and valuable contributions to the National Assembly and the People's Councils at all levels; strive to perform their functions and tasks according to regulations, worthy of the trust of voters and the people.

b) Agencies, organizations, units and localities in the province, based on their assigned functions and tasks and based on the situation and practical conditions at their agencies, organizations, units and localities, promote emulation to achieve achievements to celebrate the 80th anniversary of the first general election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026), focusing on the following key contents:

Continue to effectively implement Plan No. 158-KH/TU dated January 13, 2023 of the Standing Committee of the Hung Yen Provincial Party Committee on implementing Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.

Improve the quality of legal document drafting in the province towards a system of legal documents that are democratic, fair, humane, complete, synchronous, unified, timely, feasible, public, transparent, stable, and accessible, paving the way for innovation, sustainable development, and a strict and consistent law enforcement mechanism.

Improve the quality and effectiveness of supervision activities of People's Councils at all levels; the content of resolutions, conclusions and recommendations must be detailed, specific, easy to implement and easy to supervise, ensuring supervision to the end. Thematic supervision, supervision according to programs and plans must go hand in hand with regular and continuous supervision by the National Assembly delegation and People's Council delegates at all levels. Continue to innovate and improve the quality of questioning and answering activities in sessions of People's Councils at all levels, focusing on monitoring, reviewing and urging the implementation of recommendations after supervision; develop a supervision program, focusing on issues that voters are interested in and concerned about and issues that need to be resolved in terms of mechanisms, policies and laws.

Continue to resolutely and effectively implement the Resolutions of People's Councils at all levels and the Resolutions of Party Congresses at all levels to successfully carry out the tasks, targets and plans set out, making an important contribution to socio-economic development and ensuring national defense and security in the province.

Continue to implement Plan No. 75/KH-UBND dated April 20, 2023 of the Provincial People's Committee to implement Resolution No. 623/NQ-UBTVQH15 dated October 7, 2022 of the National Assembly Standing Committee on continuing to strengthen the effectiveness and efficiency of implementing policies and laws on citizen reception and handling of complaints and denunciations.

Organize, launch and implement activities to celebrate the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026).

Improve the quality of consultation and effectively implement the work programs of the National Assembly Delegation, People's Councils at all levels, the Office of the National Assembly Delegation and the Provincial People's Council.

Continue to perform well the duties and powers of National Assembly deputies and People's Council deputies at all levels as prescribed in the Constitution, the Law on Organization of the National Assembly, the Law on Organization of Local Government, the Rules of National Assembly sessions, People's Council sessions and other documents.

Promote the application of information technology and digital transformation in the activities of the National Assembly Delegation, People's Councils at all levels, the Office of the National Assembly Delegation and the Provincial People's Council; timely access to information, build a professional National Assembly Delegation and People's Councils at all levels in the conditions of a digital economy and digital society in accordance with the National Digital Transformation Strategy.

Promote extensive propaganda activities in the political system and among the people about the historical significance of the first General Election to elect the National Assembly of Vietnam, about the position, role, achievements and lessons of the National Assembly, National Assembly delegations, and People's Councils at all levels in the cause of national renewal; raise awareness and responsibility of the Fatherland Front in participating in Party building, State building, contributing to the building of the National Assembly and People's Councils at all levels; propagate and mobilize people to exercise their right to mastery and implement legal policies.

1. Competition criteria

a) For the Office of the National Assembly Delegation and the Provincial People's Council:

Issue a Plan and organize the effective implementation of the Emulation Movement to achieve achievements in celebration of the 80th Anniversary of the First General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026).
Continue to strictly and effectively implement the tasks in Plan No. 352-KH/TU dated September 30, 2024 of the Provincial Party Committee.

Complete and over-complete assigned work on schedule, in quantity and quality to implement resolutions, projects, conclusions and plans of the National Assembly, Provincial Party Committee, Provincial People's Council; programs and tasks of agencies and units.

Have initiatives and solutions associated with the organization and operation of the National Assembly, the Provincial National Assembly Delegation, People's Councils at all levels, and agencies recognized by competent authorities.

b) For agencies, organizations, units and localities:

Ensure the quality, content, progress and time of the contents submitted to the People's Council and the Standing Committee of the People's Council at all levels according to regulations.

Effectively implement conclusions and recommendations before and after supervision, questioning and explanation activities of the National Assembly, National Assembly agencies, National Assembly deputies, provincial National Assembly delegations and People's Councils at all levels.

Closely and effectively coordinate with the National Assembly Delegation and People's Council in performing tasks (activities of meeting voters, receiving citizens, supervising, collecting opinions on draft laws; supervising and deciding on important local issues...).

The Vietnam Fatherland Front and socio-political organizations at all levels improve the quality of social criticism on the legislative process and coordinate well with the agencies of the National Assembly, the provincial National Assembly delegations, and the People's Councils at all levels in law-making, supervision, and decision-making on important issues.

c) For individuals

Have achievements evaluated in the emulation movement.

Strongly innovate thinking and working methods, overcome difficulties, be proactive, creative, dare to think, dare to do, dare to take responsibility in leadership, direction and operation to successfully complete assigned goals and tasks.

Have initiatives and solutions associated with the organization and operation of the National Assembly Delegation, People's Council, agencies and units recognized by competent authorities.

2. Form of reward

Based on the results of the emulation movement, heads of agencies, units and localities shall promptly commend and reward according to their authority or submit to competent authorities for commendation for collectives and individuals with outstanding and typical achievements when summarizing the emulation movement (end of 2025).

Forms of rewards include:

a) Certificate of Merit from the Prime Minister.

b) Certificate of merit from the National Assembly Standing Committee.

c) Certificate of merit from the Chairman of the Provincial People's Committee.

d) Certificates of merit from heads of provincial departments, branches, sectors and organizations; Chairmen of People's Committees at district and commune levels.

3. Reward objects

Collectives and individuals with outstanding achievements in the emulation movement to celebrate the "80th Anniversary of the First General Election to elect the National Assembly of Vietnam" (January 6, 1946 - January 6, 2026).

IV. IMPLEMENTATION ORGANIZATION

1. Office of the National Assembly Delegation and Provincial People's Council

a) Develop a plan to implement the Emulation Movement with specific content and criteria based on the functions and tasks of the agency and the overall program and plan of the National Assembly and the National Assembly Standing Committee.

b) Review, propose, commend and reward promptly outstanding collectives and individuals who have performed well the contents and tasks set out in the Emulation Movement, built typical models and promoted advanced models.

c) Promote propaganda work on the position and role of the National Assembly, National Assembly deputies, and the important significance of the first General Election to elect the National Assembly of Vietnam in order to raise awareness of cadres, civil servants, public employees, workers, and people about the Emulation Movement.

d) Closely coordinate with agencies, units and localities in implementing regular emulation movements and thematic emulation movements.

d) Specify and effectively organize the implementation of the Plan according to assigned functions, tasks and duties.

e) Select collectives and individuals with outstanding achievements in the Emulation Movement and submit them to competent authorities for rewards according to regulations.

2. Propose the Provincial Vietnam Fatherland Front Committee, socio-political organizations; departments, branches and localities

a) Develop and issue a propaganda plan and implement the Emulation Movement with content and emulation criteria appropriate to assigned functions and tasks.

b) Timely detect, encourage, commend and reward outstanding collectives and individuals in the emulation movement; focus on rewarding cadres, civil servants, public employees, workers and people with contributions, proposals and initiatives in research and development of mechanisms and policies to successfully implement socio-economic development tasks in the 2021-2025 period.

c) Develop and select typical advanced examples in the emulation movement to commend and reward and set an example for learning in the community.

3. Assign to the Department of Home Affairs

a) Preside, monitor and urge agencies, units and localities to implement the contents of the Plan.
b) Coordinate with the Office of the National Assembly Delegation and the Provincial People's Council and relevant agencies and units to advise on summarizing and proposing rewards for collectives and individuals with outstanding achievements in implementing emulation movements according to regulations.

Above is the Plan to implement the Emulation Movement to celebrate the "80th Anniversary of the First General Election of the National Assembly of Vietnam" (January 6, 1946 - January 6, 2026). During the implementation process, if there are any difficulties or problems, agencies, units and localities should report to the Provincial People's Committee (through the Department of Home Affairs) for consideration and appropriate adjustment.
