Speaking to reporters after the NATO Defense Ministers' Meeting in Brussels (Belgium), Dutch Defense Minister Ruben Brekelmans admitted that there are currently very different opinions within the organization about the conditions for Ukraine to receive an invitation to join and participate in this military alliance.

The Dutch Defense Minister on October 18 called on NATO member states to discuss the conditions for Ukraine to receive an invitation to join and participate in this military alliance, in response to President Volodymyr Zelensky's "Victory Plan".

Faced with many very different opinions within NATO, according to Mr. Brekelmans, to reach the necessary consensus, the allies in the bloc will have to agree on clear criteria that Ukraine needs to meet to receive the invitation, as well as other necessary criteria to later become a member.

“Without clarity from the start, I think it would be difficult for the 32 allies to agree to extend an invitation,” the Dutch defense minister explained.

Earlier this week, Mr. Zelensky announced a five-point plan, including a call for NATO to immediately invite Ukraine to join the bloc, to make clear to Russian President Vladimir Putin that Moscow’s military conflict would end in geopolitical defeat.

The five-point plan announced by Mr. Zelensky includes: NATO membership, defense goals, deterrence of Russian aggression, economic growth and cooperation, and security architecture after military conflict. The plan also includes three secret annexes that have been shared with international partners.

"The urgency of the victory plan is that it needs to be implemented immediately. The points outlined in the plan are detailed within a specific time frame. If we start acting on this idea and implement a specific victory plan right now, the Russian-Ukrainian conflict can end next year," President Zelensky said in the country's parliament, as witnessed by Ukrainian military commander Oleksandr Syrskyi, military intelligence chief Kyrylo Budanov and Western diplomats.

NATO has said Ukraine will one day become a member of the military alliance, but has also said Kiev cannot join while there is a military conflict, as that could lead to direct conflict between NATO and Russia.

So far, NATO leaders have avoided responding directly to Ukraine's request for an invitation to join the bloc.
