IOM impressed by Vietnam's efforts in migration management

On December 18, 2024, in Hanoi, the Ministry of Foreign Affairs coordinated with the International Organization for Migration (IOM) to organize a conference to review the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM).

The conference aims to review the implementation of the GCM Agreement Implementation Plan according to Decision No. 402/QD-TTg dated March 20, 2020 of the Prime Minister and discuss solutions to improve the effectiveness of the GCM Agreement implementation in the coming time.

In her opening speech, Ms. Phan Thi Minh Giang, Deputy Director of the Consular Department of the Ministry of Foreign Affairs, said that the conference took place on the International Migrants Day (December 18) with the theme: "Honoring the contributions of migrants and respecting their rights". This is a meaningful occasion to have a clearer and more complete view of the positive contributions of migration and migrants to development, and to discuss solutions to promote legal, safe and orderly migration for the legitimate rights and interests of migrants.

In the face of the fact that legal migration opportunities are significantly narrowing and the challenges posed to migration in the context of rapid development of artificial intelligence along with the requirements of green transformation and digital economy, Ms. Phan Thi Minh Giang emphasized the need to further strengthen cooperation to minimize informal migration channels. Along with that, preventing and combating crimes of illegal migration and human trafficking due to technology abuse, promoting legal migration channels. These activities aim to reduce global inequality and accelerate the implementation of sustainable development goals.

Reviewing the outstanding results in the implementation of the GCM Agreement and looking forward to the conference to review the implementation results of the GCM Agreement in the Asia-Pacific region in 2025, the representative of the Ministry of Foreign Affairs suggested that the conference actively review and carefully evaluate the results of the implementation of the GCM Agreement, clearly identify gaps and propose solutions to further strengthen the implementation of the GCM Agreement as well as Vietnam's migration management capacity.

In her speech, Ms. Kendra Rinas, IOM Chief of Mission in Vietnam, expressed her impression of Vietnam's efforts in migration management and said that Vietnam's dynamic approach - balancing economic growth, international cooperation and people-centered development - offers valuable lessons for other countries in the world.

Ms. Kendra Rinas highly appreciated Vietnam's efforts in implementing the GCM Agreement in recent times, notably the publication of the Vietnam Migration Profile 2023 in October 2024. She hoped that the Conference would be a forum to identify gaps, strengthen partnerships and address important issues such as protecting the rights of migrant workers, addressing vulnerabilities and strengthening labor migration governance, especially in the context of digital and green transformation.

The conference consisted of three main sessions, focusing on the following contents: reviewing the implementation of the GCM Agreement Implementation Plan in 2024, discussing challenges in international migration management in the past time, and discussing priority issues in the coming time to improve the effectiveness of GCM Agreement implementation.

In the first session of the conference, a representative of the Consular Department (Ministry of Foreign Affairs) gave an updated presentation on the migration of Vietnamese citizens abroad and foreigners entering Vietnam and reported on the review of the implementation of Vietnam's GCM Agreement Implementation Plan in 2024. Conference delegates also heard from representatives of a number of ministries and localities about outstanding results in the implementation of the GCM Agreement in areas such as Vietnamese workers working abroad under contracts, the implementation of Vietnam's National Action Program on civil registration for the 2017-2024 period, efforts to improve migrant health, the operation of the One-Stop Service Office to support returning migrant women, and the work of foreign-related adoptions.

At Session 2, the conference discussed the challenges in migration management, especially the complicated situation of human trafficking related to online fraud in recent times. Delegates were also introduced to some main contents of the Law on Prevention and Combat of Human Trafficking (amended) passed by the National Assembly on November 28, 2024 and the management of foreigners in Vietnam.

Session 3 of the conference discussed solutions to improve the effectiveness of the implementation of the GCM Agreement in the coming time. In this session, the representative of the Consular Department (Ministry of Foreign Affairs) shared some of the main contents of the Vietnam Migration Profile 2023 and 12 recommendations of the Vietnam Migration Profile 2023; the International Labor Organization introduced the "0 fee" initiative for workers going to work abroad under contracts and the representative of the International Organization for Migration introduced the Mid-term Regional Review of the implementation of the GCM Agreement.
