Comrade Mai Khanh, Member of the Provincial Party Committee, Secretary of the District Party Committee, Head of the Steering Committee for the implementation of the arrangement of commune-level administrative units in Kim Son district, period 2023 - 2030 attended and chaired the conference.
At the conference, delegates listened to the leadership and direction documents of the Politburo, the province, and the district on the implementation of the arrangement of commune-level administrative units in the 2023-2030 period.
Based on the directive documents of the Central and the province, the Standing Committee of the District Party Committee issued Directive 13-CT/HU and Decision 3450-QD/HU on the establishment of the Steering Committee; The District People's Committee issued Plan 166/KH-UBND on the implementation of the arrangement of commune-level administrative units in Kim Son district for the period 2023-2025.
Kim Son district is the only district in the province that has experience in merging commune-level administrative units in the 2019-2021 period.
Under the leadership and direction of the Standing Committee of the District Party Committee, the Standing Committee of the District Party Committee and the participation of the entire political system, the district successfully merged the two communes of Xuan Thien and Chinh Tam into Xuan Chinh commune, merged Yen Mat commune - part into Kim Chinh commune and part into Nhu Hoa commune.
After the reorganization, administrative units have expanded their development space and promoted the potential and strengths of the locality; agencies and organizations in the political system in the reorganized areas have been consolidated and performed well their assigned functions and tasks; national defense and security have been maintained, social order and safety have been ensured; people's lives have been stable and increasingly improved.
Implementing the policy of merging commune-level administrative units, Kim Son district sets a goal that by 2025 the district will complete the arrangement of commune-level administrative units that simultaneously meet both standards of natural area and population size below 70% of the regulations; commune-level administrative units simultaneously meet standards of natural area below 20% and population size below 300% of the regulations.
The viewpoint on organizing, implementing and rearranging commune-level administrative units in the district determines that this is a particularly important political task under the direct leadership of Party committees at all levels, the drastic participation of the entire political system and the whole society, with a methodical, scientific, strict and cautious approach, ensuring effectiveness, feasibility, and conformity with the overall planning, development requirements and practical situation of the district; focusing on specific factors, unique values of culture, history, and natural ecology of the land and people of Kim Son, creating momentum for the development of the district.
Therefore, it is necessary to study and calculate the implementation of the arrangement of commune-level administrative units in conjunction with the planning of urban and rural systems. The arrangement must ensure effectiveness and efficiency, opening up new space for development; properly handle the relationship between ensuring short-term, medium-term and long-term goals, between building advanced, exemplary new rural areas with urbanization and building civilized, modern, and unique urban areas.
At the conference, delegates discussed and shared lessons learned, pointed out difficulties and problems and proposed solutions to effectively organize the arrangement of commune-level administrative units in the district.
Concluding the conference, Comrade Mai Khanh, Member of the Provincial Party Committee, Secretary of the District Party Committee , Head of the Steering Committee, proposed that the Executive Committee and the Standing Committee of the District Party Committee unite, unify, and be determined to focus on leadership, direction, and efforts of all levels, sectors, and the entire political system from the district to the grassroots level to complete the Plan to arrange administrative units at the commune level in Kim Son district for the period 2023-2025 as proposed .
Party committees, authorities, the Fatherland Front and socio-political organizations from district to grassroots levels must identify the implementation of the arrangement of commune-level administrative units as an important and continuous political task during the 2023-2030 period.
Focus on promoting propaganda, thoroughly grasping and seriously and effectively implementing resolutions, directives and plans of the Central, the province and the district on the arrangement of commune-level administrative units; attach importance to political and ideological work, propaganda and mobilization, creating unity in perception and action, creating consensus among cadres, party members, civil servants, public employees and people of all walks of life.
Promote the role and responsibility of Party committees and authorities at all levels, especially leaders, in leading and directing the implementation of administrative unit arrangement. The implementation process focuses on mass mobilization, political and ideological work, propaganda and mobilization; ensuring resources, ensuring political security and social order and safety.
