On March 22, Nghe An Department of Home Affairs said that to ensure compliance with the requirements of the Central Government and the Provincial People's Committee, the department has just sent an official dispatch requesting the People's Committees of 20 districts, cities and towns to develop a plan to arrange commune-level administrative units.

In which, the Department of Home Affairs proposed that the People's Committee of Tuong Duong district, based on the area scale, population and other conditions, based on the expected central reduction ratio after the arrangement, develop a plan to reduce to 6-7 commune-level administrative units after the arrangement.

This locality currently has 17 commune-level administrative units (including 1 town and 16 communes) with a total area of ​​over 2,800km2 and a population of over 80,600 people.

Tuong Duong is the district with the largest area in Nghe An province, and is also the district-level unit with the largest area in the country.

According to the General Statistics Office, the area of ​​Tuong Duong district is larger than the three provinces of Hung Yen (930.2km 2 ), Ha Nam (860.9km 2 ) and Bac Ninh (822.7km 2 ) combined and is 3.4 times larger than the province with the smallest area in Vietnam, Bac Ninh.

According to the guidance of Nghe An Department of Home Affairs, the criteria for the plan after arranging commune-level administrative units must meet the criteria of area and population:

Mountainous communes with an area of ​​150km2 and a population of 15,000 people (for mountainous, highland, and border communes with 30% or more ethnic minorities, the population is arranged to be 7,500 people or more).

The plain commune has an area of ​​90km2 and a population of 24,000 people. The ward has an area of ​​35km2 and a population of 50,000 people.

The plan has arranged 5 commune-level administrative units into one administrative unit, so it is not required to merge more (even if they do not meet the standards). Limit the excessive merger (exceeding the standards set by the Central Government).

In case the new administrative unit is arranged with a scale larger than the criteria, it must be proven that it ensures economic and social infrastructure conditions, especially information technology, digital transformation and the quality of the civil servant team.

In case of arranging the administrative unit of ward with commune, the new administrative unit is called ward.

Encourage the original import, minimize the adjustment of part of one commune administrative unit to another commune administrative unit to establish a new grassroots administrative unit.

Emphasizing that this is an especially important political task with urgent time and progress, Nghe An Department of Home Affairs requested the People's Committees of districts, cities and towns to urgently prepare plans and send them to the department before March 28.

With an area of ​​over 16,489km2 and a population of over 3.4 million people, Nghe An is the largest province in Vietnam.

After two rearrangement phases 2019-2021 and 2023-2025, Nghe An province currently has 412 commune-level units (68 units less than before the rearrangement) in 20 districts, cities, and towns and has more than 15,900 cadres, civil servants, and part-time workers at the commune level.

It is expected that after the merger, Nghe An will only have 88-95 commune-level units.
