Risk of congestion in motorbike inspection

According to statistics, there are currently about 70 million motorbikes nationwide, of which 80% are 5 years old or older and require inspection (equivalent to nearly 56 million motorbikes).

When it comes time to conduct motorcycle emission inspections, the Vietnam Register predicts that there will be a huge demand, which could lead to congestion of vehicles coming for inspection.

The reason is that the number of facilities for inspecting motorcycle and motorbike emissions does not meet the inspection requirements as prescribed by the Law on Road Traffic Order and Safety.

Speaking with VietNamNet reporters, a representative of the Vietnam Register said that the unit had anticipated the above situation and proposed a series of solutions.

Regarding the facilities for motorbike emission inspection, according to the representative of the Vietnam Register, the requirements for the technical facilities of the inspection facility are not too demanding. In addition to being equipped with emission inspection equipment and computers with internet connection, the minimum area required for the inspection area is 15m2/1 device and can be used in conjunction with vehicle maintenance and repair activities.

“Therefore, in addition to using existing motor vehicle inspection facilities to conduct emission inspections of motorbikes and scooters, we are proposing to use warranty and maintenance facilities of motorbikes and scooters of dealers of the Vietnam Association of Motorcycle Manufacturers and socialized facilities to participate in emission inspections of motorbikes and scooters,” informed Mr. Nguyen To An, Deputy Director of the Vietnam Register.

Currently, there are nearly 3,000 facilities nationwide that ensure the implementation of motorcycle emission inspection. Thus, according to the Vietnam Register, it will limit the level to the lowest level, not allowing congestion to occur.

“If we mobilize car dealers and socialized facilities, we will save on investment costs for facilities for emission testing of motorbikes and scooters. This will help keep the price of emission testing services as low as possible,” said Mr. An.

What requirements must be met to open a motorcycle inspection facility? The motorcycle inspection facility must be far from schools, have a minimum area of ​​35m2, each inspection location must have a minimum area of ​​6m2, and must have surveillance cameras.

The inspection cycle has been thoroughly reviewed.

Regarding the inspection cycle, Mr. An said that the Vietnam Register has carefully researched and reviewed the experience of several countries in the region, and at the same time inherited the research results of the Institute of Transport Science and Technology (ITS), and the Vietnam Association of Motorcycle Manufacturers (VAMM).

Specifically, for the first inspection, according to the research results of the Institute of Transport Science and Technology, a survey of actual emissions testing for about 20,000 motorbikes and scooters in 3 cities (Hanoi, Ho Chi Minh City and Da Nang), vehicles with less than 5 years of use have pollutant emission levels according to standards.

For vehicles older than 5 years, pollutant emissions increase significantly, depending on the vehicle owner's maintenance regime and frequency of use.

For motorcycles and motorbikes that are too old (used for more than 12 years), the actual inspection results show that the rate of pollutant emissions has increased. To prevent pollutant emissions, it is necessary to conduct annual emission inspections (12-month inspection cycle) to raise awareness of vehicle maintenance (in line with the experience of some places in the region: Indonesia, Taiwan).

“On the other hand, the regulation of shorter inspection cycles for vehicles with high usage time creates motivation to convert vehicles, improving the effectiveness of air environment protection, especially in urban areas,” Mr. An informed.

Based on the above, the Vietnam Register proposes the following inspection cycle for motorbikes:

In the first 5-year cycle from the year of manufacture, the Department will automatically issue emission inspection certificates based on the results of certification of technical safety and environmental protection quality of motorcycles and motorbikes in production, assembly and import. Vehicle owners do not have to submit documents and do not have to bring their vehicles to the inspection facility for inspection.

For vehicles older than 5 to 12 years, the emission inspection cycle is once every 24 months; for vehicles older than 12 years, the inspection cycle is once every 12 months.

No motorcycle emission testing from January 1, 2025

According to the Vietnam Register, after Circular No. 47 regulating the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for inspection of motorbike emissions, many people mistakenly thought that motorbike emissions would be inspected from January 1, 2025.

However, emission testing is carried out in accordance with the provisions of the law on environmental protection and is carried out at emission testing facilities that meet national technical regulations.

Regarding the implementation roadmap, the Government assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Transport to submit to the Prime Minister for promulgation.

"Thus, the control of emissions from road motor vehicles in general and motorbikes and scooters in particular is implemented in accordance with the Law on Environmental Protection and the Law on Road Traffic Order and Safety.

Regarding the time for inspection and application of emission standards for motorbikes and scooters, it will be implemented according to the Prime Minister's Decision, similar to the previous control of automobile emissions, and not mandatory implementation immediately following the effect of the Law on Road Traffic Order and Safety (January 1, 2025)", a representative of the Vietnam Register affirmed.
