In 2023, with the motto: "Solidarity, discipline, exemplary, innovative, creative, effective" and focusing on "3 breakthroughs, 4 focuses", the entire home affairs sector has basically completed the assigned tasks. The work of building and perfecting institutions and policies is prioritized by the Ministry of Home Affairs, focusing resources on implementation to strongly and effectively innovate the state administration towards democracy, professionalism, modernity, streamlining, effectiveness and efficiency.
Proactively innovate public service and civil servant management activities; promote decentralization, delegation of authority and innovate recruitment, civil servant promotion and civil servant rank promotion; have mechanisms to encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for performing public duties...
The Ministry of Home Affairs promptly advised on adjusting the basic salary to increase by 20.8%; at the same time advised on submitting to the National Assembly for approval of salary administrative reform according to Resolution No. 17 of the 7th Central Conference, Session XII.
Advise on the organization and implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025; proactively resolve difficulties and obstacles in implementing policies for cadres, civil servants and part-time workers at commune level. Key tasks include: Comprehensively prioritizing and concentrating resources on the work of building and perfecting institutions and policies in the field of internal affairs. Promoting public service and civil servant reform, basically perfecting the model of public service regime according to job position.
Advise competent authorities to synchronously, uniformly, comprehensively and effectively implement salary policy reform. At the conference, delegates exchanged and discussed in depth the results achieved during the year; frankly pointed out existing problems and limitations; and made specific proposals and recommendations.
Speaking at the conference, Deputy Prime Minister Tran Luu Quang asked the home affairs sector to continue to make efforts to fulfill its tasks and promote the achieved results.
In particular, the important tasks that need attention are to continue to ensure that circulars and decrees are issued in sufficient quantity and quality; to focus on developing and approving job position projects; and to pay attention to the arrangement of administrative units at district and commune levels.
