Out of breath again and again

In October 2024, the Hanoi People's Council issued Resolution 46 regulating the payment of additional income for civil servants and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units whose regular expenditures are guaranteed by the state budget under the city's management.

The level of additional income expenditure is based on the capacity and work efficiency of cadres, civil servants and public employees at the agency or unit, which is assessed by the Head of the responsible unit according to regulations. The level of deduction to create a source of funding for additional income expenditure in 2025 is 0.8 times the basic salary fund. At the end of 2025, based on the remaining salary reform source after ensuring the source to implement salary reform for the entire period of budget stabilization according to regulations, the City People's Committee reports and proposes the People's Council to consider and decide on the level of deduction to create a source of funding for additional income expenditure for cadres, civil servants and public employees for the following years, but not exceeding 0.8 times the basic salary fund.

The additional income of agencies and units is implemented according to the plan of 0.5 times the basic salary fund to pay monthly additional income for all existing cadres, civil servants and public employees of the agency and unit who are eligible according to the salary coefficient of the current salary scale and position; 0.3 times the remaining basic salary fund to pay additional income at the end of the year for cadres, civil servants and public employees of the agency and unit who are annually evaluated and classified as completing tasks or higher. Hanoi decided to spend about 3,800 billion VND/year for this. With a salary coefficient of 2.1-6.78, teachers can receive an additional 2.46-7.93 million VND/month.

From this resolution, teachers of some public schools in Hanoi are "left out". Hanoi has 119 high schools classified as regularly autonomous and 250 schools from kindergarten to junior high school selected to pilot ordering educational services. Teachers of these schools are not entitled to the additional income policy under Resolution 46 because they are not part of public service units receiving regular state budget expenditures. Not only that, they are also excluded from the policy of Decree 73 issued in June 2024 by the Government regulating bonuses for soldiers and civil servants.

To ensure the rights of teachers, in early January, the Department of Education and Training coordinated with the Department of Finance to send a document to the Hanoi People's Committee. At the 21st session, the delegates of the 16th People's Council passed a Resolution on financial support for implementing the bonus regime as prescribed in Decree 73 of the Government for public educational institutions that self-insure their regular expenses to pilot the ordering of educational services using the Hanoi State budget.

Hanoi City has about 8,500 public teachers at risk of not enjoying the additional income policy, because the schools are autonomous or piloting the ordering of educational services.

The funding level to support the implementation of the bonus regime for teachers is divided into 2 phases. For the last 6 months of 2024, the support level is equal to 10% of the total salary fund (excluding allowances and contributions) of the unit as of July 1, 2024. For the 8 months of 2025, the support level is still equal to 10% of the total salary fund but calculated as of January 1. The total salary fund is calculated according to the position, title, rank, and level of the subjects on the salary list but does not include contract workers. The amount of money needed to pay bonuses is about 255 billion VND. Of which, the city level pays bonuses of about 122 billion VND, the district level pays bonuses of nearly 133 billion VND. To date, teachers in more than 300 schools have not received this amount.

Desire

Many teachers in suburban schools are concerned that the increased income under Resolution 46 or Decree 73 will help solve many problems in life. They are waiting to receive the policy under Decree 73, although much later than other public school teachers. While waiting, they continue to receive the "thunderbolt" news because they do not receive the increased income policy under Resolution 46.

Ms. Nguyen Boi Quynh, Principal of Viet Duc High School, Hanoi, said that the school is autonomous but is only in its early stages, so teachers' income is no different from before. Because tuition fees are still collected according to regulations, the budget allocation remains unchanged. The source of income for these units is tuition fees, which will be deducted when superiors assign estimates, and the collected tuition fees will be used to supplement salary expenses; for educational career development; for professional work... not to increase revenue to increase income. From September, implementing the Politburo's policy of exempting all tuition fees for students in public schools from kindergarten to high school nationwide, these units will no longer have any source of income. Therefore, these public schools are still essentially covered by the state budget for all regular expenses.

According to some teachers, the current regulations will lead to consequences, creating inequality among the ranks of cadres, civil servants and public employees of Hanoi. Because they are all civil servants, some enjoy the policy of increased income, others are left out, and the funding comes from the surplus salary reform of the budget at all levels. They hope that the leaders of Hanoi will adjust the beneficiaries of the policy according to Resolution 46. Hanoi teachers deserve to enjoy this policy. The difference in treatment between groups of civil servants and public employees can affect work motivation and commitment to the profession.
