On the morning of March 18 at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, chaired and directed the first meeting of the Steering Committee. The meeting took place in person and connected online to ministries, branches and 63 provinces and centrally-run cities nationwide. At the Bac Lieu bridge, the conference was attended by Mr. Ngo Vu Thang - Vice Chairman of the Provincial People's Committee, along with representatives of leaders of a number of provincial departments, branches and sectors.

At the meeting, Deputy Minister of Science and Technology - Pham Duc Long announced the Prime Minister's Decision on the establishment of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (referred to as the Steering Committee). The Steering Committee was established on the basis of merging the Steering Committee for Administrative Reform, the National Committee on Digital Transformation and the Working Group for Project 06.
With the drastic and close direction of the Government and the Prime Minister, in recent times, ministries, branches and localities have made great efforts to both streamline the apparatus and implement Resolution 03, making an important contribution to promoting the development of science and technology, innovation and national digital transformation. In addition, administrative reform has always been focused on synchronously implementing many key solutions such as institutional reform, reform of apparatus organization, civil servants, public services and administrative procedures; focusing on building e-Government towards digital Government, promoting national digital transformation. Thereby, contributing to improving the business environment and enhancing national competitiveness.
Speaking at the meeting, Prime Minister Pham Minh Chinh stated: Administrative reform, digital transformation and implementation of Project 06 are tasks that have been actively implemented in recent years, but need to be upgraded and further improved in quality and efficiency. The Prime Minister requested the Ministry of Science and Technology, ministries and branches to urgently review relevant laws, synthesize and propose to the National Assembly at the upcoming session, and quickly remove institutional bottlenecks. At the same time, continue to review and invest in infrastructure, allocate at least 3% of the 2025 budget for science and technology; diversify forms of human resource training to meet development requirements in the current situation. At the same time, it is necessary to promote administrative reform, focusing on administrative procedure reform. The implementation process must assign "clear people, clear work, clear time, clear responsibilities, clear products"; Administrative agencies must change their state from handling work for people and businesses to serving people and businesses. Thereby, contributing to creating new, positive and strong changes in science and technology development, innovation, digital transformation, administrative reform and Project 06 with the spirit of "catching up, progressing together and surpassing".
