National conference to disseminate and implement Resolution of the 10th Central Conference, Session XIII

On the morning of October 20, 2024, in Hanoi, the Politburo and the Central Party Secretariat held a national conference to disseminate and implement the Resolution of the 10th Conference of the 13th Party Central Committee.

The conference was held in person from the Central bridge at Dien Hong Hall, National Assembly House; combined online to 14,934 bridges, with more than 1.2 million participants in the Party Committees directly under the Central Committee; the Party's advisory and support agencies at the Central level, the Party Executive Committees of ministries, branches, units, the Party Delegation of the Vietnam Fatherland Front, socio-political organizations; Provincial and Municipal Party Committees directly under the Central Committee.

Attending the conference at the central bridge were comrades: General Secretary, President To Lam; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat Luong Cuong; former leaders of the Party and State; members of the Politburo, Secretariat, Central Executive Committee; leaders of central ministries and branches.

Attending the conference at Ha Tinh bridge point were comrades: Bui Quang Huy - Alternate member of the Party Central Committee, First Secretary of the Central Youth Union; Hoang Trung Dung - Member of the Party Central Committee - Secretary of the Provincial Party Committee; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former provincial leaders; members of the Standing Committee, Party Committee and leaders of provincial departments and branches.

In Ha Tinh, the conference was held online at 362 locations with the participation of more than 39,000 delegates.

The Department of Culture, Sports and Tourism bridge has comrade Mai Quoc Quyen, Deputy Secretary of the Party Committee, Director of the Provincial Library, comrades in the Party Executive Committee and all party members of the Department of Culture, Sports and Tourism.

At the conference, delegates listened to Comrade Nguyen Xuan Thang - Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics inform about the core contents and new points in the draft political report at the 14th National Party Congress and the draft report summarizing a number of theoretical and practical issues on the work of innovation in the direction of socialism over the past 40 years in Vietnam.

The conference also heard comrade Pham Minh Chinh - Politburo member, Prime Minister report on the core contents and new points in the draft report assessing the 5-year implementation of the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026 - 2030 and on the socio-economic situation, state budget in 2024, plan for 2025; 3-year state finance - budget plan 2025 - 2027; on the policy of investing in high-speed railway on the North - South axis; on the policy of establishing Hue city directly under the Central Government.

At the same time, listen to comrade Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission inform about the core contents and new points in the draft report summarizing the Party building work and implementing the Party Charter during the 13th Congress term; some basic contents on amending the Party Election Regulations; summarizing the personnel work of the 13th Congress and building the direction for personnel work of the 14th Party Congress.

Concluding the Conference, General Secretary and President To Lam said: The 10th Central Conference has agreed on political determination, strategic breakthroughs, directions, and strategic solutions with new thinking and awareness; has agreed on policies for many important tasks to accelerate and break through to the finish line to successfully implement the Resolution of the 13th National Party Congress and best prepare for Party Congresses at all levels towards the 14th National Party Congress.

The General Secretary and President requested that each Party committee and grassroots organization urgently review the goals and targets set out in the Resolution of the Party Congresses at all levels for the 2020-2025 term. The Government, heads of departments, ministries, branches and localities must be truly determined, determined to do, have drastic, decisive and accelerated solutions to successfully carry out the socio-economic development tasks in 2025 approved by the Central Committee; achieve the targets, especially the GDP target.

Regarding the preparations for Party congresses at all levels towards the 14th National Party Congress, the General Secretary and President emphasized the need to focus on building and ensuring the quality of documents for Party congresses at all levels and documents for the 14th National Party Congress. Each locality needs to specify and clearly define the orientation and solutions for building a socialist model associated with socialist people in each locality, with Hai Phong and Da Nang taking the lead in implementing it, creating a basis for drawing experience and replicating it nationwide. Party committees at all levels have specific plans, focusing on research to discuss and contribute ideas to build the documents for the 14th National Party Congress. General Secretary and President To Lam noted that if the Resolution is correct and accurate, organizing its implementation is an especially important step, with key significance in bringing the Resolution into life, turning the Party's policies into revolutionary actions, creating material wealth and spiritual products, and bringing the country to strong and remarkable development.

General Secretary and President To Lam believes that after the Conference, with new thoughts and perceptions, high spirit, determination, unity in thought and action, all resources will be unlocked, human and material resources will be mobilized to the maximum, and new foundations will be created for the country's breakthrough development in the coming years.
